How to Compare Job Offers When Wage Growth Is Slowing

A practical way to compare job offers: distinguish guaranteed pay from conditional compensation, verify benefits, account for location and work costs, and evaluate the job itself.

Compare job offers by separating guaranteed pay from conditional compensation, pricing benefits and work-related costs, and weighing the job itself against your priorities—not by choosing the largest salary figure. U.S. wage-growth statistics provide context, but they cannot tell you what a particular role should pay or which offer is best for you.

What slowing wage growth tells you—and what it does not

The latest U.S. Bureau of Labor Statistics Employment Cost Index (ECI) release available for this comparison covers the year ending June 2026. It reported civilian compensation costs up 3.4%, wages and salaries up 3.2%, and benefit costs up 3.8%. In private industry, total compensation rose 3.3% and wages and salaries rose 3.1%; inflation-adjusted private-industry wages and salaries fell 0.4% over the year. These are national changes in employer labor costs, not a promised raise rate or a calculation of any individual’s purchasing power. BLS, Employment Cost Index, June 2026.

The ECI tracks the change in labor costs using a fixed basket of labor, helping separate cost changes from shifts in the mix of workers, occupations, or industries. It includes wages and salaries as well as benefits. BLS describes it as measuring “the change in the hourly labor cost to employers over time.” That makes it useful for understanding a broad trend, but not a substitute for role-, experience-, and location-specific salary benchmarks. BLS, ECI concepts and methodology.

For context, the December 2025 ECI release reported civilian wages and salaries up 3.3% and benefits up 3.4% over the year. Compare figures only when the worker group, measure, and period match; the June 2026 release is the latest benchmark used here. BLS, Employment Cost Index.

Build an apples-to-apples offer comparison

Use the same categories for every offer. A simple worksheet can make missing information visible and keep conditional pay from being mistaken for money you are certain to receive.

Comparison category What to record What to check
Guaranteed cash Annual base salary or hourly rate and expected hours Whether hours, schedule, or start date change the annualized amount
Conditional pay Sign-on payment, target and maximum bonus, commission, equity Eligibility, performance rules, timing, vesting, and repayment conditions
Benefits and employee costs Health-plan premiums, paid leave, insurance, retirement, other support Employee contributions, coverage terms, employer contributions, and vesting
Location and work costs Work location, commute, parking, relocation, travel Out-of-pocket costs, time, and location-specific taxes or housing expenses
Role and working conditions Responsibilities, schedule, manager/team, flexibility, stability, development Fit with your priorities and longer-term goals

Benefits are not all cash equivalents. BLS groups employer benefit costs into paid leave, supplemental pay, insurance, retirement and savings, and legally required benefits. These categories help you check what an employer may provide; national average employer costs do not establish the value of your particular plan or the cash you will receive. BLS, Employer Costs for Employee Compensation.

Get the full terms before deciding

Request written terms and the full benefits summary from each employer. If a detail is missing—such as the health-plan premium, retirement match, bonus rules, or paid leave—ask for it rather than filling the gap with an assumption. UC Berkeley likewise recommends asking the employer for benefits information when it has not been provided. UC Berkeley Career Engagement, evaluating an offer.

  • Pay amount, pay frequency, expected hours, and start date
  • Bonus or commission target, maximum, eligibility, performance criteria, and payment timing
  • Equity type, vesting schedule, and any conditions attached to it
  • Health coverage options and employee premiums
  • Paid time off, disability and life insurance, retirement contributions, and vesting
  • Work location, required office days, travel expectations, and relocation terms

Separate guaranteed pay from conditional compensation

Keep base pay and other guaranteed cash in one total. Track a sign-on payment separately if it is one-time, and list target bonus, maximum bonus, commission, or stock separately with the conditions that determine whether and when you might receive them. A target bonus is not guaranteed salary; a stated maximum is not a forecast of what you will earn. Ask about clawbacks or repayment obligations on sign-on payments and the rules for earning variable pay. Value benefits using the plan details

Compare what each plan actually costs you and provides. For health coverage, note employee premiums and relevant plan terms; for retirement, record the employer contribution and when it vests; for leave, compare the amount and applicable rules. Include disability and life insurance, education assistance, and wellness support if they matter to your household. Do not convert an employer’s broad benefits-cost statistic into cash-equivalent value for your individual offer.

UC Berkeley’s offer guidance and UCLA’s comparison worksheet include categories such as health plans, paid time off, retirement, relocation, equity, education assistance, bonuses, and commission. UCLA’s worksheet also calls attention to commute and parking costs. UCLA Career Center, evaluating a job offer.

Include where and how you will work

A higher gross salary may not leave you better off if the job brings higher housing costs, state taxes, commuting expenses, parking, relocation costs, or unpaid travel time. Compare the actual work locations and schedule requirements, then use current, location-specific information to estimate your own budget and take-home pay. UT Austin highlights taxes and cost of living; UCLA’s worksheet includes relocation, commute, and parking. A national wage index cannot calculate those personal differences.

Compare the role and your priorities

Compensation is only one part of an offer. Consider the responsibilities, schedule, manager and team, employer stability, flexibility, travel, growth opportunities, and whether the work supports your longer-term goals. Before ranking offers, decide which of these factors matter most to you. UC Berkeley’s evaluation guidance recommends setting personal criteria and weighing them alongside compensation. Negotiate the terms that matter most

Use relevant salary benchmarks for the role, level, and location, then make a clear request about a specific term. Depending on the employer and offer, that could be base pay, start date, sign-on support, schedule, or another term you value. Do not assume every item is negotiable: pay scales, policies, or budgets may limit flexibility. Avoid bluffing, and ask for any agreed change in writing before relying on it. UT Austin advises candidates to understand offer components and seek career-coach help when needed; Berkeley points readers who struggle to weigh offers toward a career counselor.
