Choose a platform by identifying the work you need done—not by starting with a low-code or no-code label. A custom app, a cloud workflow between services, a multi-step business process, and repetitive desktop tasks can call for different tools. Define the workflow, verify integrations and controls, test finalists against the same failure cases, and compare the full cost of building and maintaining each option.
Start by identifying the work
Platform categories overlap, so the useful first question is what outcome you need. Are you building an application for people to use, connecting cloud services, coordinating a process with decisions and approvals, or automating repetitive interactions with desktop software? Some products cover more than one of these jobs, but broad product coverage alone does not establish a fit for your particular workflow.

- App development: Use this framing when people need a purpose-built interface, forms, or business application.
- Cloud workflow automation: Consider this when an event in one supported service should trigger actions in another.
- Process orchestration: Look for capabilities suited to a sequence involving multiple people, decisions, approvals, or exceptions.
- Desktop RPA: Evaluate this when the task depends on automating interactions with desktop applications rather than only connecting services through APIs or cloud connectors.
A workflow that succeeds only in a clean demonstration has not yet shown that it can handle the exceptions, access rules, and failure consequences of production. Microsoft documents Power Platform as a suite spanning apps, automation, analytics, websites, agents, connectors, Dataverse, and administration; that breadth is a vendor description, not proof that every component is right for every job. Write down the workflow and its constraints
Use one representative process to make the selection testable. Record the details that will affect implementation and ongoing operation:

- What starts the workflow, and what inputs does it use?
- Which systems and data are involved, and how sensitive is that data?
- Who uses, approves, or supports it?
- What decisions, exceptions, or manual handoffs can occur?
- How quickly must it respond, and what volume should it handle?
- What happens if it fails, and who owns the outcome?
These details help separate an application requirement from a workflow or desktop automation requirement. They also give vendors and internal reviewers a concrete scenario to assess rather than a broad request for “automation.”
Set mandatory requirements before seeing demos
Separate must-haves from preferences. Requirements commonly worth checking include identity methods, integrations, data location and protection, auditability, human approvals, deployment controls, and recovery when a step fails. Consider how environments will be separated, who can create and change solutions, and how access will be removed when a person leaves or a solution is retired.

Verify integration and failure handling
For each finalist, check support for the exact systems and data in your workflow. Confirm whether the connection uses a supported connector or API, what authentication it requires, and what limits apply. A connector listed in a catalog is not enough: test the fields, permissions, and data mapping your process actually needs.

Include conditions that a happy-path demo may omit: expired credentials, a changed field, a temporarily unavailable service, duplicate events, and a failed step partway through a process. Find out whether the platform can retry safely, surface the error to an operator, preserve enough information for recovery, and make the failure visible to the right owner. The expected behavior depends on the platform and configuration, so verify it in the intended deployment environment.
Compare finalists on the same criteria
Use the same workflow, test data, user roles, error cases, and expected usage for each proof of concept. Score evidence—not sales claims—against the requirements that matter to your operation.

A short proof of concept can reveal fit and usability, but it cannot by itself establish security, scalability, or lower long-term cost. Ask for relevant documentation and validate requirements in the environment where the solution will run.
Model the full cost, not just the subscription
Estimate both a representative month and a high-usage month. Include user licenses, process or bot capacity, add-ons, environments, implementation effort, administration, support, and the time needed to maintain and change the automation.

Compare low-code with custom development across the lifecycle. Microsoft’s application modernization guidance cautions: “When evaluating the cost of low-code compared to traditional code, it’s essential to realize that the comparison isn’t apples to apples.” The comparison should account for implementation, infrastructure, licenses, and ongoing maintenance on both sides, rather than weighing a platform subscription against only an initial coding estimate. Assign ownership before rollout
Decide who is responsible for creating, approving, deploying, monitoring, supporting, and retiring each solution. A growing collection of automations needs clear ownership and governance; relying only on individual makers can leave nobody accountable for a broken integration, a staff departure, or an overdue change.

Use a repeatable selection process
- Describe one representative workflow. Document its trigger, inputs, systems, people, decisions, exceptions, speed, volume, consequences, data sensitivity, and owner.
- Mark requirements as mandatory or preferred. Include integration, identity, data protection, approvals, audit, deployment, and failure recovery.
- Shortlist by workload and operating fit. Consider the systems already in use, available skills, process complexity, and control requirements. Vendor pages describe vendors’ own positioning; they are not independent head-to-head tests.
- Run equivalent proofs of concept. Use identical scenarios and record build effort, ease of change, limitations, visibility, and failure behavior.
- Build a lifecycle cost model. Count recurring licenses and capacity as well as implementation, support, administration, and future change work.
- Set an operating model. Assign owners and define how solutions will be approved, monitored, maintained, and retired.
