How to Choose Payroll Software for a Growing Small Business

A practical way to compare payroll software for a growing U.S. small business: define your needs, verify plan details and costs, and keep employer oversight of payroll obligations.

Choose payroll software by matching it to your employees, locations, pay practices, existing systems, and growth plans—not by picking the longest feature list or a “best for everyone” ranking. Compare providers against the same checklist, verify what each plan actually handles in your jurisdictions, and keep employer oversight of worker classification and payroll obligations.

Start with the way your business runs payroll

Before comparing products, write down what payroll looks like now and what is likely to change over the next year or two. This turns a vague search for “payroll software” into a practical requirements list.

  • People: Count employees and contractors separately, and note expected hires. Worker status is not a software setting; classification depends on the facts and applicable law.
  • Locations: List every state and locality where employees work. Confirm that a provider supports the required jurisdictions and the specific tax workflows you need.
  • Pay practices: Record pay frequency, hourly and salaried roles, overtime or other variable pay, bonuses, commissions, and any deductions or benefits that affect payroll.
  • Existing systems: Name your accounting, timekeeping, benefits, and contractor-payment tools. Check whether payroll data can flow into them in a way that matches your bookkeeping process.
  • People administering payroll: Identify who will run it—an owner, administrator, accountant, or bookkeeper—and what access each person should have.
  • Help and HR needs: Decide whether you need basic payroll support or additional access to HR guidance, and establish what support channels and availability matter.
  • Budget and growth: Estimate today’s cost and the likely cost at your projected headcount, including add-ons and tier changes.

Use this list as the same set of questions for every provider. A product that is inexpensive for a very small team may become less attractive if the next tier, added services, or extra locations raise the total cost.

Compare providers on the work they will actually do

Total cost at today’s and future headcount

Look beyond a headline base fee. Ask for the recurring base charge, per-person charges, plan limits, and the price of services you would need, such as time tracking or HR support. Also ask whether setup or migration has a charge and what is included at each tier. Compare at your current headcount and at a realistic near-term headcount; confirm live terms directly because pricing and plans change.

Tax calculations, payments, filings, and exceptions

Ask the provider to specify which payroll tax calculations, deposits or payments, filings, and year-end forms it handles, for which jurisdictions, and under which plan. Find out how it communicates notices, missing information, rejected payments, or other exceptions. An automation claim is useful only when you know its scope and what the business must still review or supply.

The IRS says, “Unlike independent contractors, employees generally pay income tax and their share of Social Security and Medicare taxes through payroll deductions (withholding).” IRS guidance for small businesses also points to Form SS-8 when a worker-status determination is appropriate. Payroll software does not decide whether a person is an employee or an independent contractor. If classification or a tax obligation is uncertain, consult current IRS and state guidance or a qualified tax professional.

Accounting, timekeeping, and contractor workflows

Check whether payroll entries can be reconciled cleanly with the accounting system you already use. Ask how hours, reimbursements, deductions, and contractor payments move through the workflow, and whether reports give your bookkeeper the detail they need. Intuit describes payroll alongside its accounting services and identifies time tracking and contractor payments as payroll feature categories; verify current integration behavior and product terms before relying on them.

Employee access and administrative permissions

Confirm what employees can access themselves—such as pay statements, year-end tax forms, and direct-deposit settings—and whether access works on mobile if that matters to your team. Separately check permission levels for owners, payroll administrators, accountants, and bookkeepers. Gusto describes direct deposit and employee access to pay statements and W-2s, but availability should be confirmed for the plan under consideration.

Support and HR expertise

Compare support channels, hours, response expectations, and whether access to specialists is included or costs extra. If you want HR assistance, ask precisely what that means: Gusto’s plan guidance, for example, describes a tier with a dedicated service advisor and certified HR experts. That is a plan-specific vendor description, not an independent assessment of service quality.

Growth and migration

Consider likely hires, added work locations, more complex timekeeping, or new benefits. Before switching, ask what employee records and year-to-date payroll data will be moved, who handles the conversion, what you must verify, and how long the transition takes. Confirm migration scope and timing with the provider rather than assuming the process is automatic.

Provider example Why it may be worth evaluating What to verify
QuickBooks Workforce / QuickBooks payroll Intuit describes automatic payroll tax calculation, filing, and payment after setup, alongside other business services. Current product name, eligibility, plan-specific tax workflow, and how payroll entries fit your accounting process.
Gusto Its official materials describe payroll-tax automation, direct deposit, integrations, and employee access to pay statements and W-2s. Which features and integrations are in the selected plan, and what support or HR services require a higher tier.
ADP ADP describes reporting and the ability to add services as a business grows. Which services are included at the proposed tier, the cost of adding them, and whether its workflows fit your needs.
Paychex or Square Payroll Intuit’s comparison article includes these among the payroll providers it discusses. Current plan details, jurisdiction coverage, integrations, support, and total cost for your team.

Intuit’s comparison article is evidence that alternatives exist, not an independent endorsement or ranking. Apply the same questions to every provider, including one recommended by your accountant or bookkeeper.

Keep employer oversight even when payroll is automated

Payroll software can reduce manual handling by automating specified calculations, filings, or payments, but it does not transfer every legal responsibility to the vendor or guarantee error-free compliance. The employer still needs to provide accurate employee and pay information, review payroll, monitor notices and exceptions, and understand which obligations remain its responsibility.

Do not use payroll software to settle uncertain worker classification. The IRS and applicable state authorities provide the relevant guidance; where the facts are unclear, seek qualified tax advice. Likewise, verify current state and local requirements for every place employees work rather than assuming a provider’s general tax feature covers all obligations.

Use a consistent comparison process before signing

  1. Build your requirements list: Document workers, jurisdictions, pay practices, current systems, administrator roles, support needs, and projected headcount.
  2. Shortlist providers: Include candidates that appear to fit your accounting, tax workflow, HR, and growth requirements. Do not treat vendor inclusion in a comparison as a recommendation.
  3. Ask each provider the same questions: Request plan-specific details on calculations, payments, filings, forms, exceptions, integrations, access controls, support, and migration.
  4. Calculate comparable costs: Price the actual services you need at both current and projected headcount, including add-ons, setup, and tier changes.
  5. Validate the workflow: Confirm that accounting, timekeeping, employee access, permissions, and reports work with the processes your business already uses.
  6. Plan the transition: Agree on migration responsibilities and timing, and determine how you will check employee records and year-to-date figures after conversion.
  7. Recheck current terms: Before committing, confirm live pricing, plan names, feature availability, geographic coverage, integrations, and support terms directly with the provider.

Put vendor savings claims in context

Gusto reported that its customers saved an average of 100 hours per year on tax and compliance work after switching from ADP. That figure came from a Gusto survey of 538 Gusto customers conducted in September 2024. It is a vendor-reported survey result, not an independent comparison, a guarantee, or a reliable forecast of the hours any particular business will save. Use your own workload and the specific services offered to estimate potential time savings.
