There is no single best federal student loan repayment plan for every borrower. First find out which plans your loans qualify for, then compare the monthly payment with the estimated total cost, payoff or discharge timing, and any effect on Public Service Loan Forgiveness (PSLF). Use Federal Student Aid’s Repayment Calculator as a comparison tool—not as a final bill—and confirm your approved terms with your servicer. The available choices depend on your loan type and first-disbursement date, and the rules are changing: SAVE ended in March 2026, while some plan options differ for loans disbursed before versus on or after July 1, 2026.

Start with eligibility, not the lowest payment

A repayment plan can look attractive in a calculator and still be unavailable for your loans. Federal loan program, loan type, first-disbursement date, and consolidation history can affect which plans you may select. The practical first step is to identify the loans you actually have and check the options shown for your account.

As an Amazon Associate I earn from qualifying purchases.

  1. Sign in to StudentAid.gov. Review each loan’s type, balance, interest rate, and first-disbursement date. Keep the loans distinct rather than treating the total balance as if it were one loan; different loans can have different eligibility.
  2. Check your loan history. Note whether a loan is a Consolidation Loan and whether Parent PLUS or other special loan history is involved. These details can affect eligibility, and the plan descriptions alone do not settle an individual case.
  3. Use the Repayment Calculator’s personalized mode or enter the loan details manually. Compare only plans the calculator identifies as eligible, and verify options in your StudentAid.gov account or with your servicer before applying.

Loan timing matters especially around July 1, 2026. Federal Student Aid’s October 2026 guidance describes different fixed-plan options for loans disbursed before that date and loans disbursed on or after it. It also lists income-driven repayment (IDR) choices whose availability depends on loan type and timing. A plan name in a general overview is not a guarantee that a particular borrower can enroll.

Use the first-disbursement date shown for the relevant loan rather than assuming the date you finished school, consolidated, or began repayment tells the whole story. If you have loans from more than one period, check each loan’s information: a borrower’s account may include loans with different dates and therefore different plan options. The account and servicer can help resolve a case where the date or loan history is unclear.

Know what the current plan categories mean

Federal Student Aid’s October 2026 descriptions distinguish fixed-payment plans from IDR plans. The fixed plans generally determine a payment schedule around repayment over a stated term; IDR plan terms and eligibility vary. The term lengths below are plan-level descriptions, not personalized estimates or a promise that every loan qualifies.

Plan Plan description in Federal Student Aid’s October 2026 guidance Term described
Standard Fixed payments Generally 10 years; 10–30 years for Consolidation Loans
Graduated Payments rise over time Generally 10 years; within 10–30 years for Consolidation Loans
Extended Fixed or graduated payments 25 years
Tiered Standard Fixed-payment option identified for loans disbursed on or after July 1, 2026 10 years for balances under $25,000; 15 years under $50,000; 20 years under $100,000; 25 years over $100,000
Income-Based Repayment (IBR) IDR plan; availability depends on loan eligibility and timing 20 years for new borrowers; 25 years otherwise
Pay As You Earn (PAYE) IDR plan; availability depends on loan eligibility and timing 20 years; Federal Student Aid says the plan ends no later than July 1, 2028
Income-Contingent Repayment (ICR) IDR plan; availability depends on loan eligibility and timing 25 years; Federal Student Aid says the plan ends no later than July 1, 2028
Repayment Assistance Plan (RAP) IDR plan described as applying to Direct Loans disbursed at any time 30 years

These terms help you understand the broad shape of an option, but they do not tell you the payment amount or establish eligibility. In particular, the current guidance’s statement that RAP applies to Direct Loans disbursed at any time should not be read as removing other eligibility checks or as covering non-Direct Loans.

For loans disbursed before July 1, 2026, Federal Student Aid identifies Standard, Graduated, and Extended as fixed-plan choices. For loans disbursed on or after that date, it identifies Tiered Standard as the fixed-payment option. The Tiered Standard term depends on the balance bands in the guidance: 10 years for balances under $25,000, 15 years under $50,000, 20 years under $100,000, and 25 years over $100,000. Use the plan listing for your own loans to confirm the applicable option and term rather than treating this general description as a quote.

Fixed payments versus income-driven payments

A fixed-payment schedule can be easier to plan around when the amount fits your budget and you want a defined repayment term. Graduated payments start lower and rise over time, so consider whether your income is likely to support the later payments; do not judge the plan from its initial payment alone. Extended repayment stretches payments over 25 years, which may lower monthly pressure but can keep a balance in repayment longer.

IDR plans are a separate set of options. They may be relevant when income, affordability, or a qualifying forgiveness path matters, but their terms and availability differ. Compare the calculator’s estimated payment and potential discharge timing rather than assuming that every IDR plan works the same way.

Pay attention to whether the plan’s term matches your priorities. A longer stated period can spread payments out, but the calculator may show more interest and a later potential IDR-discharge date. A shorter schedule can mean a larger monthly commitment even if it leads to faster payoff. Consider the complete estimate instead of treating the term length as a verdict about which plan is best.

Compare monthly affordability with total cost

A low monthly payment is not automatically the least expensive choice. A longer repayment period can mean more interest over time and a later date for potential IDR discharge. A faster payoff can reduce how long you remain in repayment, but its higher monthly payment may not be sustainable. Choose a payment you can reliably make while understanding what the longer or shorter schedule may mean for total cost.

Federal Student Aid’s Repayment Calculator can compare current and other eligible plans. It can display monthly payment, total paid, principal and interest, discharge amount, and the end-of-term date. Its results can be sorted by “Monthly Payment (Low to High),” “Total Paid (Low to High),” or “Fastest Payoff.” Those views answer different questions, so inspect more than one before deciding.

What to compare Question to ask What a result can tell you
Monthly payment Can I pay this amount consistently alongside my other obligations? Near-term affordability; a low figure does not by itself show the lowest lifetime cost.
Total paid and interest What is the estimated amount paid over the life of the plan, and how much is interest? The cost trade-off between plans with different payment levels or terms.
Payoff or discharge timing When does the estimate show repayment ending, and is that through payoff or potential discharge? How long the plan may keep the balance outstanding under the assumptions entered.
PSLF implications Does the plan category and my employment path support qualifying payments? Whether the plan appears compatible with the PSLF route; loan and employment eligibility still need checking.
Availability over time Can I enroll in this plan, and is it scheduled to end? Whether an option is a durable choice for your loan history and timing.

Use the calculator’s sorts as separate ways to screen the options, not as a single ranking. “Monthly Payment (Low to High)” can help identify plans that appear more affordable each month; “Total Paid (Low to High)” highlights estimated lifetime cost; and “Fastest Payoff” prioritizes time to repayment completion. A plan that ranks first on one measure may rank differently on another. Before choosing, revisit the payment, interest, and end date together.

The calculator can also let you explore different income assumptions in manual-entry mode. Use assumptions that reflect your situation, and test reasonable alternatives if your income may change. A result is only as useful as the inputs and eligibility assumptions behind it. Federal Student Aid states: “The results provided by our Repayment Calculator are estimates only.” Your servicer sets the final terms after processing your application.

This means a calculator result should guide questions and comparisons, not replace the servicer’s processed terms. If the final payment differs from the estimate, review the notice from your servicer and ask for clarification. Do not budget around an estimated amount as though it were already approved.

Use a different decision rule if you are pursuing PSLF

If you expect to pursue Public Service Loan Forgiveness, do not choose a plan solely by sorting for the smallest monthly payment or fastest payoff. Federal Student Aid’s current guidance lists IBR, ICR, PAYE, and RAP as qualifying plan categories, and says Tiered Standard payments do not count toward PSLF. That makes plan category a central part of the comparison, alongside your loan and employment eligibility.

  1. Check whether your loans and employment qualify. Use Federal Student Aid’s PSLF Help Tool rather than relying on your job title alone.
  2. Compare eligible plan categories. Review the payment estimate and potential discharge timing for plans Federal Student Aid identifies as qualifying, while checking that the specific plan is available for your loans.
  3. Keep your qualifying-payment record current. Federal Student Aid recommends submitting a PSLF form annually and when you change jobs.

A plan category alone does not establish that a borrower will receive PSLF. The loan and employment requirements still matter, and a calculator estimate cannot certify qualifying payments. If PSLF is part of your plan, use the PSLF Help Tool and keep the form process current as your employment changes.

For this comparison, treat PSLF as an eligibility checkpoint, not just another cost column. First confirm the loan and employment path with the PSLF Help Tool; then compare the available qualifying plan categories and their estimated payments. A low payment on a plan that does not count under current guidance may not serve a PSLF strategy. In particular, Federal Student Aid says Tiered Standard payments do not count toward PSLF, while listing IBR, ICR, PAYE, and RAP as qualifying plan categories.

If you were on SAVE, follow your servicer’s transition notice

Federal Student Aid says the SAVE plan ended in March 2026. Affected borrowers should use the actual notice and deadline from their servicer to choose another eligible plan. The October 2026 guidance describes a 90-day period to select a plan after the servicer notice, followed by a final 30-day notice if the borrower has not selected one. If no choice is made by the final deadline, the servicer automatically places the borrower in Standard or Tiered Standard based on loan timing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Find the latest transition notice from your servicer and identify the exact response deadline stated in it.
  2. Check your account for the plans available to your loans; do not assume a plan is eligible based on a general list.
  3. Compare the available options using monthly payment, total paid, interest, payoff or discharge timing, and PSLF implications if relevant.
  4. Submit your selection through the official process and keep the confirmation and any follow-up notice.

Do not substitute a general timeline for the date in your own notice. If a notice is unclear or you cannot tell which option applies, contact your federal loan servicer promptly so you can resolve the issue before the stated deadline.

The timing matters: the guidance describes 90 days to make a selection after the notice and then a final 30-day notice if you have not acted. If you miss the final deadline, the servicer’s automatic placement is based on loan timing—Standard or Tiered Standard. That default may not reflect your preferred payment, total-cost, or PSLF goals, so review the notice and compare your eligible alternatives before the deadline.

  1. Build a loan inventory. In StudentAid.gov, record each loan’s type, balance, interest rate, first-disbursement date, and any consolidation history. Flag Parent PLUS or other special histories for direct eligibility confirmation.
  2. Separate eligible from ineligible choices. Use the calculator’s personalized information or careful manual entry. Treat its eligible-plan list as a starting point and verify an uncertain case through your account or servicer.
  3. Set your monthly affordability limit. Choose an amount that leaves room for essential expenses and financial obligations. Do not select a plan based only on the smallest displayed payment if it produces a cost or timing trade-off you cannot accept.
  4. Compare the full estimate. For each plausible plan, note monthly payment, total paid, interest, end date, and whether the result is payoff or potential discharge. Use the calculator’s sort options to surface low monthly payments, low total paid, and fast payoff separately.
  5. Account for the goal that changes the decision. If PSLF is relevant, check the qualifying plan categories and use the PSLF Help Tool for loan and employment eligibility. If you are transitioning from SAVE, prioritize the deadline in the servicer notice.
  6. Apply and verify. Submit the application through the official channel, then review the servicer’s processed terms. Do not treat the calculator result as the amount due until your servicer confirms it.

Common selection mistakes and how to avoid them

  • Choosing by monthly payment alone: Check total paid, interest, and end-of-repayment timing before selecting a lower-payment plan.
  • Assuming a plan is available because it appears in a general list: Confirm your own loan type, dates, and history in StudentAid.gov or with your servicer.
  • Reading a payment estimate as a final bill: Wait for the servicer to process the application and confirm the actual terms.
  • Looking only at the starting Graduated payment: Account for the fact that payments rise over time and assess whether later amounts fit your expected budget.
  • Overlooking PSLF plan rules: Check the plan category and use the PSLF Help Tool to assess loan and employment eligibility; Tiered Standard payments do not count under current FSA guidance.
  • Missing a SAVE transition deadline: Use the date on the servicer notice, since inaction by the final deadline can result in automatic placement in Standard or Tiered Standard based on loan timing.
  • Paying a company to apply or manage federal loans: Federal Student Aid says help from your federal loan servicer is free and no company payment is required to apply for a repayment plan or manage federal loans.

What to do when you still cannot decide

If two eligible options seem close, return to the trade-off that matters most to you: a sustainable monthly amount, lower estimated total cost, a shorter payoff timeline, or a qualifying PSLF path. Avoid treating a calculator’s displayed recommendation as individualized financial or legal advice. Review the assumptions used, alter income assumptions in manual-entry mode if needed, and compare how the output changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For an eligibility question involving consolidation, Parent PLUS, loan timing, or another special history, do not infer the answer from a term length or plan summary. Check the details in your StudentAid.gov account and ask the servicer to confirm which plans you may select and what terms would apply after processing.

You do not need to pay a company to apply for a federal repayment plan or manage federal loans. Federal Student Aid says, “Help from your federal loan servicer is free.” If you need help understanding the options, contact the servicer directly and verify that any application or account changes are being handled through an official channel.

Frequently Asked Questions

How do I choose a federal student loan repayment plan?

Start by checking each loan’s type, balance, interest rate, first-disbursement date, and consolidation history in StudentAid.gov. Then compare only plans available for your loans in the Repayment Calculator. Review monthly payment, total paid, interest, payoff or potential discharge timing, and PSLF consequences before applying. Your servicer sets the final terms.

Which federal student loan repayment plan has the lowest monthly payment?

There is no lowest-payment plan that applies to every borrower. Eligibility and the estimate depend on your loans and the information entered. Use the calculator’s “Monthly Payment (Low to High)” sort to compare eligible plans, then check total paid, interest, and timing as well. A smaller monthly payment can mean a longer repayment period, more interest, or later potential IDR discharge.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I choose an income-driven repayment plan?

An IDR plan may be worth comparing if affordability, income, or a qualifying forgiveness path matters to you. But availability depends on loan type and timing, and IDR plans do not all have the same term. Compare your estimated payment and discharge timing with other eligible options rather than assuming an IDR plan is automatically the best fit.

What repayment plans qualify for PSLF?

Federal Student Aid’s current guidance lists IBR, ICR, PAYE, and RAP as qualifying plan categories and says Tiered Standard payments do not count toward PSLF. You must also check loan and employment eligibility with the PSLF Help Tool. Federal Student Aid recommends submitting a PSLF form annually and when changing jobs.

What should I do if I was enrolled in SAVE?

SAVE ended in March 2026. Follow the actual transition notice and deadline from your servicer, check which plans are available for your loans, and compare them before selecting. Federal Student Aid describes 90 days to choose after the notice and a final 30-day notice if you have not acted; missing the final deadline can lead to automatic placement in Standard or Tiered Standard based on loan timing.

Are the Repayment Calculator’s results my final payment terms?

No. Federal Student Aid says its calculator results are estimates only. The servicer determines final terms after processing your application, so use the calculator to compare options and confirm the approved payment with your servicer.

Can I pay a company to help choose or apply for a plan?

You do not need to pay a company to apply for a federal repayment plan or manage federal loans. Federal Student Aid says help from your federal loan servicer is free; contact the servicer directly for assistance.

The Bottom Line

Identify your loans and dates first, then compare every eligible plan by monthly payment, estimated total cost, payoff or discharge timing, and PSLF impact. Treat calculator results as estimates, verify final terms with your servicer, and follow any SAVE transition deadline in your actual notice.
