Can North Carolina farmers get help paying diesel costs?
The official programs described by the North Carolina Department of Agriculture and Consumer Services (NCDA&CS) and USDA do not establish a general subsidy or grant for a farmer’s diesel bill. A higher fuel price alone is not shown as qualifying for disaster assistance.

Some programs may help with particular costs connected to a qualifying disaster. For example, FSA emergency loans can be used for all or part of disaster-year production costs, and USDA’s drought guidance describes possible assistance for certain above-normal livestock-related costs of hauling water or feed. Neither source promises reimbursement for diesel purchases. Ask the program office whether a particular fuel expense is eligible, and do not assume it is covered simply because it was incurred during a difficult season.
The first questions to answer are:
- What event caused the financial strain, and when did it occur?
- What was damaged or lost: crops, farm infrastructure, timber, livestock grazing, stored commodities, or something else?
- Is the farm in a county designated for the relevant disaster program, including any contiguous-county rule?
- Is the loss already covered by insurance or another USDA program?
- Is the program still accepting applications?

Check the Hurricane Helene block grant
NCDA&CS administers a $221 million USDA block grant for certain agricultural and forestry losses from Hurricane Helene in 2024. The state describes four categories: farm infrastructure, market loss, future economic loss, and timber loss. Eligibility is limited to qualifying losses not covered by other USDA programs. Eligible producers must be in a county designated under the Stafford Act for Helene in calendar year 2024 or in a contiguous county; county and category rules still apply.

What the categories cover
- Farm infrastructure: specified farm structures and roads or bridges damaged by the storm.
- Market loss: qualifying commodity or selected value-added product losses affected by a power outage.
- Future economic loss: certain losses involving eligible perennial crops, poultry, and aquaculture.
- Timber loss: a separately administered category for eligible landowners, handled by the North Carolina Forest Service.
These are defined loss categories, not a standing fund for operating costs. The program excludes costs covered by another USDA program. Producers seeking assistance in more than one eligible category or county had to submit a separate application for each category in each county. Certain producers accepting future-economic-loss or market-loss payments may be required to obtain and maintain USDA risk-management coverage for two years; check the current program instructions for the exact requirement.
Application periods and current status
The application period for infrastructure, market-loss, and future-economic-loss categories ran from March 30 through June 12, 2026. Those windows had closed by October 9, 2026. NCDA&CS listed a separate timber landowner period reopening from July 13 through October 12, 2026 at 5 p.m. That date was still in the future on October 9, 2026, but has now passed; check the official program page for any subsequent reopening or other update before applying.

How to apply or get help
Follow the application instructions on the current state program page and confirm that the loss, county, and category qualify before submitting. Local county Cooperative Extension offices could help producers with the state application process, including those without internet access. NCDA&CS lists its disaster hotline as 866-747-9823, Monday through Friday, 8 a.m.–5 p.m., and accepts questions at [email protected].
When an FSA emergency loan may fit
An FSA emergency farm loan is credit that must be repaid. To qualify, the farm must have losses directly attributed to a qualifying disaster designation, and the applicant must meet FSA’s program requirements. FSA lists possible uses including restoring or replacing essential property, paying all or part of disaster-year production costs, essential family living expenses, reorganizing the farm, and refinancing certain non-real-estate operating debts.
The maximum loan listed in current FSA guidance is $500,000. That is a ceiling, not a promised award: the approved amount is limited by qualifying production or physical loss and the agency’s review. The program page says applications are due no later than eight months after the disaster is declared or designated, so ask FSA promptly which designation date and deadline apply to your situation.

Eligibility and records to discuss with FSA
FSA criteria include established farmer status and intent to continue farming. In applicable cases, applicants must provide written declinations from commercial lenders. The forms listed on the FSA page include FSA-2001, FSA-2309, and FSA-2310; emergency-loan applicants may also need disaster-loss certification and lender-verification forms in addition to basic direct-loan paperwork. Requirements can depend on the case, so contact local FSA staff before completing forms or assuming a diesel expense qualifies.

Livestock Forage Disaster Program (LFP)
LFP may assist with qualifying livestock grazing losses. FSA updates eligible counties weekly, and producers claiming grazing losses must file acreage reports for the relevant grazing land. The June 2026 notice gave July 15, 2026 as North Carolina’s next annual acreage-reporting deadline. Because that date has passed, ask FSA what reporting or other options apply to your farm and whether your county and losses meet current rules.
Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish (ELAP)
ELAP may cover qualifying above-normal costs of hauling water or feed, or moving livestock to forage. For 2026 calendar-year losses, the June notice says both the notice of loss and payment application must reach the local FSA office by March 1, 2027. The notice does not establish diesel reimbursement; ask FSA whether a particular hauling or relocation cost and its supporting records meet ELAP rules.

The notice also describes the Tree Assistance Program (TAP) for certain eligible orchardists and nursery tree growers, and the Emergency Conservation Program (ECP) for qualifying conservation measures. These programs address specified losses or recovery actions, not a general fuel bill. Read USDA’s June 11, 2026 North Carolina drought notice and confirm current eligibility with FSA.

Check deadlines before gathering a full application
Published deadlines can close, and some program conditions depend on county designation or the date an event was declared. As of October 9, 2026, USDA listed September 30, 2026 as the Stage 1 and Stage 2 application deadline for the 2023/2024 Supplemental Disaster Relief Program (SDRP); that deadline had passed. Do not treat that program as open based on an older page or general disaster-assistance listing.
FSA’s 2023/2024 Supplemental Disaster Assistance page describes SDRP and other disaster programs, but each program has its own eligibility and timing. Check the current page and call the local office before relying on a past deadline or assuming that one program’s application covers another.
What to do next
- Write down the event and loss. Record the disaster or drought period, county, what was damaged or lost, and whether the strain is a direct loss or an ordinary increase in diesel expenses.
- Match the loss to a program. Check the Helene block-grant categories for eligible 2024 storm losses, FSA emergency loans for qualifying disaster-caused losses, and FSA livestock programs for eligible drought impacts.
- Verify the county, deadline, and coverage rules. Ask the administering office whether the county qualifies, whether applications are still being accepted, and whether another USDA program or insurance coverage affects eligibility.
- Ask specifically about fuel-related costs. Describe the diesel expense, its connection to the event, and how it was used. Request confirmation of whether it is an eligible cost before including it as a claimed loss.
- Contact the right office. For the state block grant, call NCDA&CS at 866-747-9823 or email [email protected]; county Cooperative Extension offices may assist with the state application. For federal programs, find the local FSA office through the North Carolina FSA page. USDA NRCS also advises disaster-affected operations to contact a local USDA Service Center to report losses and learn about recovery programs; see NRCS North Carolina.
- Follow the office’s documentation instructions. Keep records of the loss, expenses, insurance or other payments, and any required forms, but ask staff which records and forms apply to your program and case.
