How to Choose a Water-Efficient Showerhead, Faucet, or Toilet

Use the EPA WaterSense label to compare showerheads, private bathroom sink faucets, and toilets, then check performance, plumbing fit, and potential savings before you buy.

For a water-efficient bathroom fixture, start with the EPA WaterSense label and verify the exact model in the EPA’s product search. Then compare the right measure for its category—gallons per minute (gpm) for showerheads and private bathroom sink faucets, or gallons per flush (gpf) for toilets—and confirm the product fits your plumbing and household needs. The advice and standards below are U.S.-specific.

What the WaterSense label tells you

WaterSense is a U.S. Environmental Protection Agency program. EPA says labeled products are independently certified to meet its water-efficiency and performance criteria and are at least 20% more water-efficient than average products in their category. The label is a useful starting point, not a substitute for checking fit or personal preferences.

Search for the exact model in the EPA WaterSense product search. A retailer’s claim alone does not establish that a specific model is certified. WaterSense covers private bathroom sink faucets and accessories, showerheads, and tank-type toilets, among other products; kitchen and public lavatory faucets are not currently eligible. EPA says public lavatory faucets typically should use 0.5 gpm or less, a rate it says is not appropriate for private lavatories.

Choose a showerhead by flow and spray performance

EPA’s current guidance says standard showerheads use 2.5 gpm, while WaterSense-labeled models use no more than 2.0 gpm. The label also evaluates spray force, spray coverage, and pressure compensation, so the lowest printed flow rate is not the only useful comparison. A label cannot guarantee that a particular spray will feel right to you.

  1. Find the exact model in EPA’s product search and confirm it is labeled.
  2. Check the stated maximum flow rate; the WaterSense limit is 2.0 gpm.
  3. Compare spray pattern and coverage, and consider your household’s water pressure and preferred feel.
  4. Check that the connection matches your shower arm. When replacing the head, EPA suggests checking and, if needed, replacing the washer or O-ring.

EPA estimates that an average family can save 2,700 gallons a year by installing WaterSense showerheads. That is an EPA estimate, not a household guarantee; savings depend on the existing showerhead, use, and installed model.

Choose a bathroom faucet—or retrofit its aerator

EPA’s current criterion for WaterSense-labeled private bathroom sink faucets and accessories is a maximum of 1.5 gpm, compared with a 2.2 gpm standard-flow comparison. The certification criteria include minimum flow at low pressure, life-cycle performance, and lead-free fittings. Do not apply the private-lavatory limit to a kitchen or public faucet.

  1. Confirm the fixture is a private bathroom sink faucet.
  2. Consider whether a compatible aerator—the attachable accessory that can reduce faucet flow—will meet your needs before replacing the whole faucet.
  3. Check the exact faucet or accessory model in EPA’s search tool, and verify thread or connection compatibility and any use requirements before ordering.
  4. Use 1.5 gpm as the current final WaterSense criterion for private bathroom sink faucets. EPA’s proposed 1.2 gpm Version 2.0 criterion is not final; in February 2025, EPA reported that work was paused.

EPA estimates that an average family can save 700 gallons per year by replacing old faucets or aerators with WaterSense-labeled models. Actual savings vary with the existing fixture, household behavior, and installed product.

Choose a toilet by flush volume and fit

WaterSense-labeled toilets use 1.28 gpf or less. The benefit of a replacement depends in part on the flush volume of the toilet it replaces, so a labeled toilet does not produce the same savings in every home.

  1. Verify the exact toilet model in EPA’s product search.
  2. Compare the listed flush volume with the 1.28 gpf maximum.
  3. Before buying, check rough-in, bowl shape, overall dimensions, supply and waste connections, and whether the existing setup needs additional work. Use the product specifications or consult a qualified installer if a detail is unclear.
  4. Estimate savings against the old toilet’s actual or likely flush rate, rather than assuming every replacement saves the same amount.

EPA’s calculator uses assumed flush rates of about 5 gpf for toilets installed before 1980, 3.5 gpf for toilets installed from 1980 through 1994, and 1.6 gpf for toilets installed after 1994. Its estimate also assumes 5.05 flushes per person per day. These are calculator assumptions, not a prediction for every home; EPA cautions that actual savings may vary and recommends focusing on relative savings across scenarios rather than absolute estimates. See the EPA WaterSense calculator.

  • Verified efficiency: Use gpm for showerheads and bathroom sink faucets, and gpf for toilets. Confirm the model’s WaterSense status rather than relying only on a listing’s wording.
  • Performance and use: For showerheads, consider spray style, coverage, and pressure response. For faucets, decide whether an aerator is sufficient. For toilets, account for the old fixture’s flush volume.
  • Compatibility: Check faucet or aerator connections, shower fittings, and toilet dimensions and plumbing before purchase.
  • Total cost: Consider the product price plus any installation work. EPA says many areas offer utility rebates or vouchers for labeled fixtures, but availability and eligible models vary; check your own utility for current terms.

EPA’s estimates can help frame the potential benefit, but household results also depend on water use, water and energy rates, and the model installed. No savings figure or rebate should be treated as guaranteed for an individual home.
