The right raffle drum is one that fits your ticket stubs and lets you mix them thoroughly before a winner is drawn. The available official guidance supports that fairness role, but it does not establish universal drum capacities or identify a tested “best” model. Choose by checking how your entries fit and move, then confirm your drawing method complies with local rules.
What a raffle drum does
A raffle drum is a receptacle for ticket stubs. It holds entries while they are mixed and provides a way to select a winner. Montana Department of Justice guidance, revised May 2025, permits a drum or another receptacle for selection when the stubs have been thoroughly mixed: Montana Raffle Guidelines.
The goal is not simply to own a drum: the entries need to move freely enough to be mixed, and the drawing process must give tickets an equal chance. Neither the cited guidance nor the other official sources here establishes a universal ticket capacity or drum size threshold.
How to choose a drum for your event
Estimate how many stubs you expect to collect, then assess whether the drum can hold and mix that quantity. Treat the following as practical checks, not tested product specifications or guarantees:

- Fit and movement: Confirm that the expected stubs fit without packing the drum so tightly that they cannot be thoroughly mixed.
- Loading access: Check that staff can add entries during ticket sales and close the drum securely before the draw.
- Stability: Consider whether it stays steady while being turned or shaken.
- Visibility: For a public drawing, consider whether the audience can see the drum and the selection process.
- Setup and storage: Check how it will be mounted or displayed, and whether it can be stored and transported easily.
Ask the seller or manufacturer for current dimensions and capacity, and verify that the product suits your ticket format. No particular model can be ranked as “best” on the evidence available here.
Choose tickets that fit the drawing format
Ticket formats and local requirements vary. Saskatchewan Liquor and Gaming Authority describes a standard draw using two-part tickets: the purchaser keeps one part and the other stub goes into the draw drum. See its draw-type guidance.

Two-part, sequentially numbered tickets may suit that setup, but they are not established as mandatory for every raffle. Check the rules for your jurisdiction and the format you intend to use before buying tickets or advertising the draw.
Set up a drawing that gives entries a fair chance
New York’s raffle regulation says that the equipment and method of play must ensure every ticket has an equal opportunity to be drawn as a winner. The requirement appears in 9 CRR-NY 4620.22. Montana’s guidance likewise makes thorough mixing a condition for using a drum or other receptacle.

- State the drawing method in advance. Explain how entries will be collected, mixed, and selected.
- Use a container suited to the entries. Choose a drum or other permitted receptacle where the stubs can be mixed thoroughly.
- Mix the entries before selection. Avoid handling or arranging stubs in a way that could favor particular entries.
- Draw using the announced method. Apply the same procedure consistently and follow any additional local requirements.

Before ticket sales, make the terms clear wherever required. Montana guidance identifies details such as the drawing date, sponsor, eligibility, ticket cost, prize description, ticket-sale closing date, and drawing method. See the Montana Raffle Guidelines. Requirements elsewhere can differ.

For example, California’s Attorney General says that at least 90 percent of gross receipts from raffle ticket sales must be used for beneficial or charitable purposes in California. That is a California-specific rule, not a general U.S. requirement; consult the state’s Nonprofit Raffles guidance. Massachusetts also has organization, disclosure, and operating conditions described in its raffle guidance.
Do not assume that charitable status alone makes a raffle permissible, or that calling a sale an “opportunity drawing” changes its legal treatment. California states that a drawing requiring ticket purchase for a chance to win is subject to raffle provisions; see its official guidance. Check current requirements with the relevant regulator before selling tickets, and confirm that your equipment and drawing method are allowed for your organization and format.
