A merchant discount rate (MDR), where applicable, is a merchant-side acceptance cost—not the same thing as a fee charged to you. Before approving, verify the merchant, final amount and selected funding source in the checkout or UPI app. Card-linked UPI and international payments need separate checks.
Check these details before entering your UPI PIN
- Verify the merchant and amount. After scanning a QR code or choosing UPI at checkout, confirm the payee is the intended merchant and the amount matches the agreed price. Check the final amount shown on the payment screen, not just an earlier checkout total.
- Confirm the funding source. Make sure the selected account is the one you intend to use. A linked bank account and a RuPay credit card linked to UPI are different payment routes.
- Look for an added charge or currency conversion. If a checkout shows a surcharge, fee, exchange rate or foreign-currency amount, read the final total and any fee disclosure before continuing. For an international merchant, compare the amount in the merchant’s currency with the Indian-rupee amount presented for authorization.
- Ask for an itemized total if anything is unclear. If the merchant quotes a separate fee, ask what it covers and what amount will be charged. The official guidance cited here does not establish a universal rule for every separately quoted surcharge.
- Approve only when the details are clear. Enter your UPI PIN only to authorize a payment you understand. NPCI advises users not to share their UPI PIN; a merchant or anyone claiming to help should not ask you to disclose it.
What applies to a domestic UPI payment from a bank account?
NPCI’s customer FAQ states: “There are no charges to be paid by the customer/ PPI holder for UPI transactions.” NPCI’s UPI FAQ is the clearest general answer for a customer using ordinary UPI. For prescribed electronic payment modes, including UPI and UPI QR, RBI material says no charge, including MDR, applies from January 1, 2020. RBI’s notification addresses the merchant-side charge framework.

These statements concern UPI transaction charges and MDR for the covered payment modes. They should not be stretched into a promise that every product, funding route, separately quoted merchant surcharge, foreign-exchange conversion or selling price is fee-free. The amount displayed for your particular payment remains the practical check before authorization.
MDR is not the same as a customer fee
MDR, or merchant discount rate, is a charge associated with accepting a payment as a merchant. It is not another name for a charge deducted from the customer. RBI’s statement about no MDR for prescribed UPI modes is about merchant acceptance; NPCI’s FAQ separately answers whether a customer pays UPI transaction charges. Keeping these two concepts separate helps avoid mistaking a merchant’s operating cost for a fee on your payment.

If the screen shows a fee or a different total
A domestic bank-account payment has an unexpected addition
Pause rather than entering your PIN. Confirm that the merchant and amount are correct, then ask the merchant to explain and itemize the additional amount. NPCI’s general customer-charge guidance does not by itself decide whether every separately quoted merchant surcharge is valid or invalid, so do not assume the displayed addition is an NPCI UPI transaction charge. Proceed only if you understand and accept the total.
A RuPay credit account is selected
Check that you intended to pay from the credit account rather than a bank account. Review the available balance or outstanding amount shown in the app, and consult the applicable issuer terms for any account-specific charges or consequences. NPCI’s UPI instructions cover selecting a credit account, but they do not supply one fee schedule for every issuer or app.

The payment is international
Do not approve based only on the merchant’s local-currency price. Review the rupee amount, the exchange rate and any stated fee in the authorization flow. NPCI’s guidance specifically tells users to check the final amount, exchange rates and applicable fees for international UPI payments.

The general NPCI and RBI guidance answers the ordinary domestic bank-account question, but it does not determine the exact terms of every card-linked transaction, foreign-exchange conversion or merchant-quoted surcharge. For those cases, the payment screen, merchant’s itemized total and relevant issuer terms are the transaction-specific information to review. If the total or funding source is not clear, cancel or back out rather than authorizing an amount you did not intend to pay.
