How to Check Whether Your Ohio Electricity Contract Rate Has Changed

Check whether your Ohio electricity contract rate changed by comparing the supplier charge on your latest bill with your contract dates and supplier notices—not by relying on the total due.

To check whether your Ohio electricity contract rate changed, compare the supplier or generation-service rate on your latest bill with the rate and effective dates in your contract and supplier notices. Compare the cents-per-kilowatt-hour rate—not just the total bill. A higher total may instead reflect changes in electricity use, billing days, or utility delivery charges.

Start with the supplier charge on your latest bill

Use the newest bill that covers a completed billing period. Find the line for your competitive supplier or for generation service, then note the rate per kilowatt-hour (kWh), the usage charged at that rate, and the billing-period start and end dates. The label and layout vary by bill, so identify the supply or generation charge rather than assuming that one particular heading appears on every account.

As an Amazon Associate I earn from qualifying purchases.

Keep the previous bill beside it. Compare the same supplier or generation line and check the dates as well as the unit price. A rate can change between billing periods, and a bill can include days before and after an effective date. If the bill shows multiple supply rates or periods, compare each against the applicable contract terms instead of treating the entire supply charge as one rate.

  • Rate: the supplier’s charge per kWh, not the full amount due.
  • Usage: the kWh billed in that period.
  • Dates: the service period to which the charges apply.
  • Other charges: any supply-related monthly fee or other contract charge that is listed separately.

If the bill gives a supply-charge total but you cannot find a unit rate, do not assume the full bill divided by kWh is the supplier rate. Ask the supplier to identify the rate and how it applied to the billed period.

When comparing two bills, make sure you are comparing like with like. A bill may cover a different number of days or a different amount of electricity use, so the dollar total is not a reliable shortcut for identifying a rate change. Focus on the unit price shown for supply and the exact period it covers. If a line lists a price for only part of the billing period, note that separately; the supplier can explain how each rate was applied.

It can help to make a small worksheet with four columns: bill dates, billed kWh, supplier rate per kWh, and any separate supply fee. Enter the same information from the earlier bill and the current one. This makes it easier to distinguish a changed price from a changed quantity or an additional fee. Keep the bill itself, too, since a worksheet does not replace the original statement or its explanations.

Use the contract to determine what rate should apply

The bill records charges for a billing period; your contract explains the agreed rate and when it applies. Locate the enrollment agreement or contract confirmation and check these terms:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Whether the rate is fixed or variable, and the stated rate per kWh.
  • The contract start date, expiration date, and any introductory-rate duration.
  • What rate or pricing method applies after an introductory or fixed-rate period ends.
  • How renewals work, including the rate or variable-rate formula described in the terms.
  • Any monthly fee and early termination fee that could affect the cost or a decision to switch.

A fixed rate is not necessarily a promise that the same rate applies indefinitely: the contract may define a limited term or introductory period and explain what follows. A variable rate is not a single guaranteed price for the entire contract period. Read the specific terms, dates, and applicable conditions rather than relying on a remembered enrollment offer or a rate shown in an old advertisement.

Make a simple comparison before contacting anyone: write down the rate on the latest bill, the rate stated in the contract, the contract’s effective dates, and the bill’s service dates. If those figures do not match, first check whether the bill period straddles a change date or whether the contract describes a different rate after the introductory term.

Do not confuse the original enrollment rate with the rate currently in force. An introductory price may apply only for a defined period, and the agreement may describe a different rate or pricing method after that period. Likewise, a renewal can have terms that differ from the original offer. The current bill answers what was charged during its dates; the agreement and any later renewal documents help explain why.

Also distinguish the per-kWh rate from charges that may be listed separately. A monthly fee or other contract charge can change the cost of a plan without changing its advertised unit rate. When evaluating whether a supplier charged the agreed rate, compare the actual rate and dates first, then account for separate charges under the contract. Do not divide the total bill by kWh and treat the result as the contract’s rate: the total includes delivery charges and potentially other items.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Search for rate-change and renewal notices

Check paper mail, email, and messages in the supplier’s online account for notices about an expiring fixed rate, conversion to a variable rate, or contract renewal. Search by the supplier name and terms such as “rate,” “expiration,” “renewal,” and “variable.” Keep the actual notice: its date, rate, and effective date may explain why the bill differs from the original contract.

Look at the notice itself rather than relying only on a subject line or account alert. Record which rate is ending, the date it ends, what rate or pricing method follows, and whether the notice concerns a renewal or a conversion. A notice may be relevant to a bill even if it arrived some time before the billing period in question.

Fixed introductory rate converting to a variable rate

Ohio Revised Code § 4928.102 addresses a competitive supplier contract for a residential or small-commercial customer in which a fixed introductory rate converts to a variable rate when the contract expires. The statute requires two notices for covered contracts. The specified information includes the fixed rate that is expiring, its expiration date, the PUCO comparison website, and a statement about the Price to Compare on the bill; the second notice also identifies the initial rate after conversion. The statute also describes an annual notice for customers whose contracts have converted in this way. See the Ohio Revised Code § 4928.102.

Do not treat a missed or overlooked email as proof that no notice was sent: the statute permits standard U.S. mail or electronic delivery with a customer’s verifiable consent for the annual notice. If you cannot find the relevant notices, ask the supplier for the notice and the date and method of delivery, and compare what it provides with the contract and bills.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The point of checking both notices is to connect the end of the introductory term with the first rate after conversion. If your bill shows a different price, compare its service dates with the expiration date and the initial variable rate named in the notice. A later variable price should not be confused with that initial rate; ask the supplier which rate applied to the bill period and what contract term or notice explains it. The statute’s requirements apply to the covered kind of contract, so first verify whether your agreement has that fixed-introductory-to-variable structure.

Renewal notices

Under the cited Ohio Administrative Code supplier rule, the second renewal notice must be provided at least 35 calendar days before the contract expires. It must state the renewal rate or, for a variable rate, the applicable formula. The rule also sets affirmative-consent requirements for certain renewal changes when the customer has an early-termination or cancellation fee greater than $25 or has no cancellation option. The exact requirement depends on the contract and renewal circumstances; review the rule and your agreement rather than assuming every renewal follows the same consent process. See Ohio Administrative Code Chapter 4901:1-21.

Compare the renewal notice with the bill and with the contract’s expiration date. Check whether the stated renewal rate is the same rate appearing on the bill, or, if the rate is variable, whether the disclosed formula helps explain the price. Keep the notice and any account messages together with the agreement. If the renewal terms appear to differ from what you accepted, ask the supplier to identify the contract provision and the notice or consent associated with the change.

Separate a supplier-rate change from a higher total bill

Your supplier’s generation rate is only one part of an electric bill. The local utility determines distribution and transmission rates, and those delivery charges can affect the total even when the supplier’s per-kWh rate has not changed. Usage and the number of billing days also affect the amount due. The official Energy Choice Ohio comparison page explains that listed offer prices reflect the generation portion while local utilities determine distribution and transmission rates: Energy Choice Ohio: Apples to Apples.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare the components independently. If the bill has a higher total, check whether the supply rate changed, whether your kWh usage rose, whether the billing period has more days, or whether utility charges changed. A total-bill increase alone does not establish that your supplier contract rate changed.

Ohio’s billing rule calls for a highlighted notice explaining a change in rates, terms, or conditions on the first two consecutive bills following the change. That does not mean every price adjustment will appear in an identical way: the contract’s rate structure and the reason for the change matter. If you see a highlighted notice, read it alongside the contract and supplier correspondence. The cited rule is Ohio Administrative Code Rule 4901:1-21-18.

If you are looking at a bill with a highlighted change notice, identify exactly what it says has changed: the rate, a term, or another condition. Then compare that statement with the dates and terms in your agreement. The notice is useful evidence, but it does not replace checking which supplier rate was charged and when it took effect. Conversely, not seeing a notice on a bill is not enough by itself to establish that a supplier rate stayed the same; review the contract, notices, and account-specific billing details together.

Keep the Price to Compare separate from delivery charges in your analysis. It is a benchmark tied to the utility’s standard service offer, not a summary of every charge on your bill and not your personal contract rate. It can help with a comparison of supply options, but it does not establish whether the rate in your supplier agreement changed.

Check the Price to Compare for your utility territory

Ohio’s Price to Compare is a reference for the utility’s standard service offer; it is not your personal supplier contract rate. Find it on your current bill, then use the official Energy Choice Ohio Apples to Apples chart to compare it with offers available in your utility territory. Select the utility shown on your bill. Offers are a changing snapshot, so check the chart when you make the comparison rather than treating an old listing as current.

For context, the Ohio Power Company residential chart showed a Price to Compare of $0.1019 per kWh for October 1 through December 31, 2026. That figure is specific to Ohio Power Company residential customers and that stated period; it is not a statewide Ohio rate or a supplier’s rate for every customer. The chart example is at Ohio Power Company residential chart example. Your bill and the current chart for your own utility territory are the relevant references.

The chart can help determine whether another offer merits consideration, but it cannot prove what rate your current supplier charged or what your individual contract says. For that, use your own bill, agreement, and notices.

To use the chart meaningfully, start with the utility territory printed on your bill and compare the Price to Compare for that utility with the offers displayed for that territory. A listing for another utility or an earlier time period may not apply to your service. Treat the chart as a way to see available alternatives, not as a record of your account or a promise that a listed rate will be the rate you receive after enrollment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When comparing an offer with the Price to Compare, check whether the displayed rate is fixed or variable, whether it is introductory, and whether fees or conditions change its overall cost. The chart is useful for narrowing options, but the supplier’s contract and enrollment confirmation are where you should verify the terms that would apply to you. The chart’s prices and offers can change, so return to it when you are ready to make a decision.

What to do when the bill, contract, and notices disagree

  1. Confirm the dates. Compare the bill’s service period with the contract’s start, expiration, and rate-effective dates. Note whether the billed period crosses a change date.
  2. Verify the rate type. Check whether your contract describes a fixed rate, an introductory rate followed by a variable rate, or a renewal. Find the term that explains the rate billed for the period in question.
  3. Match the notice to the change. Compare the notice’s rate and effective date with the bill and agreement. Save the notice, envelope or email details, and any online-account message.
  4. Ask the supplier for account-specific information. Request the rate charged for the disputed billing period, its effective date, whether it is fixed or variable, the contract expiration date, and the contract term or notice supporting the charge. Public rules describe general requirements; they do not establish your personal enrollment or billing history.
  5. Keep the response with your records. Compare the supplier’s explanation with the bill, contract, and notices. If the discrepancy remains unclear, use the official Ohio rules and comparison resources linked above to identify the relevant requirement or contact point.

This is a practical record-checking process, not a conclusion that every mismatch is an error. Differences may be explained by a rate transition, a billing period spanning an effective date, or charges other than the supplier’s unit rate.

When you contact the supplier, be specific about the account and billing period rather than asking only whether the rate “went up.” Ask for the unit rate charged, the dates it covered, the rate type, and the document or contract term that authorizes it. If the supplier says the rate changed because of a renewal or conversion, request the relevant notice and compare its dates and price information with your records. The aim is to reconcile the charge with the terms, not to assume either that the bill is wrong or that a notice explains every difference.

Save the reply with the bill and contract, including the date of the response and any notice or provision the supplier identifies. If the explanation gives a rate but not its effective date, ask for that date; a rate without the period it applies to cannot resolve a bill that may span a transition. If the bill has multiple supplier rates or periods, ask the supplier to identify each and the kWh assigned to it.

If you confirm a change and want to compare replacement offers

Use the official chart for the utility territory shown on your bill, and compare the full offer terms rather than ranking plans by cents per kWh alone. Relevant dimensions include:

Offer detail What to check
Rate type and rate Fixed or variable; cents per kWh; and whether the quoted rate applies only during an introductory period.
Term and expiration Contract length, end date, and what the contract says happens at expiration.
Fees Monthly charges and any early termination fee, including when it applies.
Offer conditions Promotional conditions and any limits or requirements that affect the price.
Renewable content The offer’s stated renewable-energy content, if that matters to your choice.

The official chart warns that switching before a current contract expires may trigger an early termination fee. It also states that customers enrolled in PIPP PLUS are not eligible to enroll with or switch to an alternate supplier. Check current chart guidance and your own agreement before acting. A listed offer is not a guarantee of the rate or terms that will apply to your account; verify them in the supplier’s contract and enrollment confirmation.

Before enrolling, confirm how long the displayed rate lasts and what happens when that period or contract ends. Check whether the offer includes a monthly charge, an early termination fee, or conditions attached to a promotion. A lower per-kWh figure is not enough to establish that an offer is less costly for your circumstances, especially when fees or a short introductory period apply. The chart helps compare dimensions, while the supplier’s agreement confirms the terms.

If you are currently within a contract term, check its early termination terms before switching. The chart warns that an early switch may incur a fee. If you are enrolled in PIPP PLUS, the chart states that you are not eligible to enroll with or switch to an alternate supplier. Check the current official guidance and your situation rather than assuming that every customer can act on every listed offer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep a compact record of the comparison

A short record makes it easier to spot a real rate change and explain a discrepancy. Save the latest bill and the prior bill, the signed agreement or enrollment confirmation, each relevant rate or renewal notice, and the supplier’s response if you requested clarification. Record the bill period, supplier rate, contract rate, effective date, and any separately listed fee. These are the account-specific facts that determine whether the charge matches the contract; the statewide comparison chart is a reference for alternatives, not a substitute for those records.

Keep the documents in a way that preserves their dates and details: retain the full bill rather than only a handwritten rate, and save the actual email or account notice rather than a search result or alert title. Include the contract terms that show the rate and end-of-term conditions. When you review a later bill, you can compare it against the same record and see whether a new rate, a different service period, or a separate fee explains the change.

You do not need a special device or paid product to verify the contract rate. The useful records are the electric bill, the supplier agreement, supplier notices, and the official state comparison chart when you are considering alternatives. A home energy monitor or outlet meter cannot establish the supplier’s contracted price or prove which notice applied to your account.

Frequently Asked Questions

Can a higher Ohio electric bill prove my supplier raised my rate?

No. The total can rise because of higher kWh usage, more billing days, or changes in local utility delivery charges. Compare the supplier’s per-kWh supply rate and the dates it covers with your contract and notices.

Free tools Windows power users keep installed

Where do I find the rate I was charged?

Look on your latest bill for the competitive supplier or generation-service charge. Note the unit price per kWh, usage, and service dates. If the bill lists only a supply total, ask the supplier for the rate applied to that billing period.

What is Ohio’s Price to Compare?

It is a reference for the local utility’s standard service offer, not your personal supplier contract rate. Find it on your current bill and use Energy Choice Ohio’s Apples to Apples chart for your utility territory when comparing available offers.

How far in advance must a supplier send a renewal notice?

Under the cited Ohio Administrative Code rule, the second renewal notice must be provided at least 35 calendar days before expiration and state the renewal rate or, for a variable rate, the applicable formula.

What if my fixed introductory rate becomes variable?

For covered residential and small-commercial contracts that convert from a fixed introductory rate to a variable rate at expiration, Ohio Revised Code § 4928.102 requires two notices. The second identifies the initial rate after conversion. Compare the notice, expiration date, and bill period, and ask the supplier for the applicable account-specific rate if they do not match.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I switch to an offer on the state chart right away?

Check your contract for an early termination fee first; switching before expiration may trigger one. Energy Choice Ohio also states that customers enrolled in PIPP PLUS are not eligible to enroll with or switch to an alternate supplier. Verify current chart guidance and the new supplier’s contract terms before enrolling.

The Bottom Line

To verify a rate change, compare the supplier’s per-kWh charge and billing dates on your latest bill with the rate, effective dates, and end-of-term terms in your contract and notices. Use Price to Compare and Energy Choice Ohio’s Apples to Apples chart to assess alternatives—not to substitute for your own account records. A higher total bill alone does not show that the supplier rate changed.
