GSTR-2B’s Table 3 summarizes ITC shown as available; Table 4 identifies specified cases shown as unavailable. Neither table alone determines every legal restriction, and a lower ledger balance does not by itself prove a Rule 86A block.
This guide concerns India’s GST system. It explains how to distinguish missing invoice data, an ITC ineligibility flag, a return reversal and a restriction on using credit in the ledger.

What “blocked ITC” can mean
People use “blocked” for several different problems, but they do not appear in the same place or have the same cause. An invoice may be absent from GSTR-2B; GSTR-2B may show a document as unavailable; a taxpayer may have reversed or used credit through GSTR-3B; or use of credit in the Electronic Credit Ledger may be restricted. Treating all four as a Rule 86A block can lead to the wrong diagnosis.
GSTR-2B is a read-only statement generated using supplier and other reported information. A recipient views it; the recipient does not file it as a return. The GST Portal’s GSTR-2B FAQ says the statement may not show every legal reason that ITC is unavailable and that taxpayers must consider other legal provisions themselves. As the FAQ puts it: “However, there may be other scenarios for which Input Tax Credit may not be available to the taxpayers as per other legal provisions.”

So, when ITC is “not showing,” first identify exactly where it is missing or restricted. Is a specific invoice absent from the period’s statement? Is it listed in Table 4? Was credit reported in GSTR-3B and then reversed? Or does the Electronic Credit Ledger show a restriction on using credit? Each points to a different record and a different question. A low balance is not a diagnosis: it may reflect use, reversal, adjustment or other activity, and it does not by itself establish that credit is blocked under Rule 86A.

Open the GSTR-2B for the correct tax period
Sign in to the GST Portal using the taxpayer’s authorized account and view or download the relevant period’s GSTR-2B. Check the period against the invoice date, the supplier’s reporting and the return period you are reviewing. GSTR-2B is period-specific, so an invoice absent from one statement should not be treated as a final diagnosis without checking the invoice and related reporting records.
Keep the statement with the supporting records you will reconcile. Note which tax period you selected and identify the invoices, credit notes and debit notes under review. If you are comparing periods, keep each period distinct; otherwise, it can be difficult to tell whether a difference relates to the document itself, the period being viewed or a later return entry.

Please review EULA and Privacy policy.Remember the role of the statement: it is generated from supplier and other reported information, and it is read-only for the recipient. It is not a return that you file, and opening or downloading it does not itself claim credit. The portal statement is one part of the check, not a replacement for your books or your own assessment of eligibility.

Read Table 3 and Table 4 separately
Table 3 summarizes ITC shown as available. Table 4 summarizes ITC shown as not available in specified circumstances. The GST Portal identifies examples including invoices or debit notes time-barred under section 16(4), and a stated supplier/place-of-supply mismatch. Table 4 is not a comprehensive list of every legal restriction, and a document in Table 3 is not an unconditional entitlement to claim the credit.
Read the two tables as different summaries, not as opposite sides of a complete eligibility ruling. Table 3 tells you what the statement summarizes as available based on the information used to generate it; you still need to check the relevant legal conditions and your records. Table 4 highlights specified unavailable cases. Its presence can help explain a particular document’s treatment, but it does not describe every possible reason that a credit could be unavailable under law.
If a document is in Table 4, record the stated reason and compare it with the document and the relevant facts. For example, where the stated issue concerns the section 16(4) time limit, check the relevant invoice or debit note and period before drawing a conclusion. Where the statement identifies the supplier/place-of-supply mismatch, review the details involved. Do not generalize a flag on one document into a conclusion about every invoice or all credit in the ledger.

Match the statement to your underlying records
Compare invoice-level details with purchase records, tax invoices, credit and debit notes, evidence that goods or services were received, and the taxpayer’s books. Check that supplier, invoice, tax amount and period details correspond. The GST Portal advises taxpayers to reconcile GSTR-2B with their books, avoid claiming the same document twice and self-assess restrictions that the system may not flag.

A practical reconciliation starts with the documents recorded in your books for the period and checks how each is represented in GSTR-2B. For every difference, note what you can establish from the records: whether there is an invoice, whether a credit or debit note affects it, whether goods or services were received, and whether the document appears in the period being checked. Keep the entries tied to their source records rather than relying only on a summarized total.
If an invoice is missing, investigate the reporting and document trail rather than labeling the absence a ledger block. GSTR-2B is based on reported information; its absence alone does not establish why the credit is missing or whether a particular claim is legally available. Compare your purchase record and invoice details with the statement, then check the relevant supplier and return reporting information available to the taxpayer. The fact that a document does not appear tells you to investigate; it does not, by itself, identify the cause.
Also check that the same document has not been counted twice in your reconciliation or claimed twice. This is one reason to match invoice-level records rather than compare only totals. A total difference may combine several unrelated items—for example, one absent document and one adjustment—so isolate the individual documents before deciding what the difference means.

Review the filed GSTR-3B
Check the relevant filed return for ITC claimed, reversals and reclaims. A credit may have been reversed or reclaimed through return reporting, which is different from an authority restricting use of credit in the ledger. GSTN’s Electronic Credit Reversal and Re-claimed Statement is intended to help track amounts reversed and subsequently reclaimed through the relevant GSTR-3B reporting.
Compare the filed GSTR-3B with the periods and documents you identified in GSTR-2B and your books. Look at what was reported as availed, reversed or reclaimed, and whether the entries correspond to the records you are tracing. The important distinction is between return reporting and ledger use: a reversal or reclaim is a reporting event to investigate in the return trail; it is not automatically evidence that a credit has been blocked under Rule 86A.
Use the GSTN Electronic Credit Reversal and Re-claimed Statement as a tracking aid for amounts reversed and later reclaimed through the relevant GSTR-3B reporting. It can help you follow that sequence across returns, but it does not replace checking the filed returns and underlying records. If the statement of reversals and reclaims and your own books do not appear to align, trace the entries by period and document before treating the difference as a ledger restriction.

Inspect the Electronic Credit Ledger and its transactions
Review the current ledger balance and transaction history. Section 49 provides for self-assessed ITC to be credited to the Electronic Credit Ledger. A balance lower than expected can reflect utilization, reversal, adjustment or other ledger activity. The balance by itself does not identify a Rule 86A restriction or establish the authority’s reason.

This distinction matters because a restriction on use of credit in the Electronic Credit Ledger is different from a document missing in GSTR-2B or marked unavailable in Table 4. A statement can summarize document-related information; the ledger records credit and its transactions. If the balance is lower than expected, use the detailed transactions and related filings to investigate rather than assuming the entire shortfall is “blocked ITC.”
-
Look for account-specific communications if there is an apparent restriction
If the ledger or portal indicates a specific restriction, review the related portal communication and transaction history alongside the underlying invoices, tax periods and return filings. Public guidance does not establish one screen-by-screen route that exposes the reason for every individual Rule 86A restriction across all portal accounts. The taxpayer’s account record and facts matter.
Do not rely on a generic portal path or on an unexplained balance difference to identify the authority’s reason. Check the account-specific record available to the taxpayer and preserve the communication and transaction details relevant to the period. Then compare those records with the invoices, returns and ledger entries. If the portal does not make the reason clear, the underlying facts may need to be reviewed by a qualified GST practitioner.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy. For this follow-up, keep the scope specific: identify the tax period, the credit or transaction in question, the return entries and any communication tied to the apparent restriction. The public guidance does not establish that every account will show the explanation in a single common screen. Avoid assuming that a missing screen item means there is no restriction, or that a balance difference alone proves one.
How to tell the four common situations apart
| What you see | Where to investigate | What it does—and does not—tell you |
|---|---|---|
| Invoice is not reflected in GSTR-2B | GSTR-2B for the relevant period, invoice and purchase records, and supplier reporting trail | It may point to supplier reporting or another data issue. Absence alone does not establish a Rule 86A block. |
| Invoice or debit note appears in Table 4 as unavailable | GSTR-2B Table 4 and the facts and legal condition applicable to that document | It identifies a specified unavailable case, such as a section 16(4) time limit or the stated supplier/place-of-supply mismatch. It is not an exhaustive account of every statutory restriction. |
| Credit was reversed or later reclaimed | Filed GSTR-3B, relevant reporting periods and the GSTN Electronic Credit Reversal and Re-claimed Statement | This concerns return reporting of reversals and reclaims; it is not the same diagnosis as a restriction on using ledger credit. |
| Credit in the Electronic Credit Ledger appears restricted | Ledger transactions, portal communications, relevant tax periods, invoice trail and taxpayer registration status | This may involve a restriction on use of credit, including one under Rule 86A. A balance discrepancy alone does not show the reason or establish that Rule 86A applies. |
Use the comparison as a way to route the investigation, not to decide eligibility from one label. Start with where the issue appears, then identify whether it concerns a missing supplier document, a specified Table 4 flag, a return reversal or reclaim, or a restriction on ledger use. After that, check the period and invoice trail and the legal condition that applies. The same tax amount can appear in different records for different reasons, so avoid treating the four situations as interchangeable.
What the law requires beyond the portal display
Section 16 sets conditions for taking ITC. Section 17 limits credit in circumstances that include business versus non-business use, exempt supplies and specified blocked-credit categories. Section 49 addresses the electronic ledgers and provides for self-assessed ITC to be credited to the Electronic Credit Ledger. These provisions mean an automated statement is evidence to reconcile, not a complete legal decision on an individual claim.
For that reason, do not assume either that a Table 3 entry guarantees eligibility or that a missing entry proves a legal prohibition. Assess the claim against the relevant invoice, receipt, return and applicable statutory conditions, including restrictions that may not be represented in GSTR-2B. The portal itself cautions that other legal provisions can affect availability. The statutory assessment is therefore broader than checking whether a line appears under “available” or “not available.”
Keep the two questions separate: whether an ITC claim satisfies the conditions for taking credit, and whether credit already reflected in the Electronic Credit Ledger can currently be used. Section 16 and section 17 inform the eligibility assessment; section 49 describes the electronic ledger and crediting of self-assessed ITC. A record in the ledger does not by itself answer every eligibility question, just as a GSTR-2B summary is not a complete ruling on a claim.

This is why the same evidence set matters throughout the check: the tax period, invoice trail, evidence of receipt, books, filed GSTR-3B and ledger activity. If those records point in different directions, do not resolve the conflict by treating the portal display as conclusive. Establish what each record shows and assess the relevant legal conditions for the particular claim.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Does ITC unblock automatically after one year?
GSTN describes an auto-unblocking functionality after one year for active taxpayers, while taxpayers whose status is cancelled or suspended are excluded from that functionality. This is not a universal guarantee that every restricted credit will be released, become usable in every circumstance or qualify as eligible ITC. Registration status matters when considering this feature, and the taxpayer should check the account-specific ledger and communications rather than infer release solely from elapsed time.
The one-year period is therefore not a substitute for investigating the account. First establish that the issue is an actual ledger-use restriction, rather than a missing GSTR-2B document, a Table 4 unavailable flag or a reversal in GSTR-3B. Then consider the taxpayer’s status and the account-specific records. GSTN’s functionality description is limited to active taxpayers; cancelled or suspended taxpayers are excluded. Do not promise automatic release for every taxpayer or suggest that an unblocked amount automatically satisfies the conditions for claiming ITC.

If the period has elapsed but the record still appears restricted, review the current ledger and related portal communications. The public information does not establish a universal screen sequence or guarantee for every individual case. A practitioner reviewing the taxpayer’s account, status, tax periods and transaction history can help assess the specific position.
When to get case-specific help
If a material amount remains disputed after reconciling the statement, returns and ledger, have a qualified GST practitioner review the relevant account records. Provide the tax period, invoice trail, supplier information, filed GSTR-3B details, ledger transactions and any portal communication. Those records are needed to distinguish a reporting gap or reversal from an actual ledger-use restriction and assess the applicable legal conditions.
Professional help is most useful when the discrepancy cannot be explained by the records you have reconciled, when a specific restriction appears in the account, or when a material claim depends on how statutory conditions apply to the facts. The essential first check is online in the GST Portal; no physical product is needed. Do not assume that purchasing software or relying on an automated reconciliation tool will determine whether a claim is legally eligible. Any paid tool or service should be chosen only if it meets a real recordkeeping or reconciliation need.
Before seeking advice, organize the issue rather than sending only a balance figure. State what appears in GSTR-2B Table 3 or Table 4, what your books show, what was reported or reversed in GSTR-3B, and what the Electronic Credit Ledger transaction history shows. Include the relevant period, invoice or note details, registration status if auto-unblocking is relevant, and portal communications. This gives a practitioner a basis to distinguish the possible causes instead of guessing from the phrase “blocked ITC.”

How do I check whether my GST input tax credit is blocked?
Sign in to the GST Portal and review the relevant period’s GSTR-2B, especially Table 3 and Table 4. Reconcile invoice-level details with your books, then check filed GSTR-3B for availments, reversals and reclaims and inspect the Electronic Credit Ledger and its transactions. A low ledger balance alone does not prove a Rule 86A restriction.

Why is my ITC not showing in GSTR-2B?
GSTR-2B is generated from supplier and other reported information, so an absent invoice may reflect a reporting or data issue. Compare the statement with the invoice, purchase records, books and supplier reporting trail. The absence alone does not establish a ledger block or decide whether the credit is legally available.
Where can I see blocked ITC in the GST Portal?
Start with the relevant GSTR-2B and the Electronic Credit Ledger, but they show different things: GSTR-2B summarizes document-related availability, while the ledger records credit and transactions. If a restriction is indicated, check account-specific portal communications and transaction history. Public guidance does not establish a single screen-by-screen route that reveals every Rule 86A reason for every account.
Does ITC unblock automatically after one year?
GSTN describes auto-unblocking functionality after one year for active taxpayers. Taxpayers with cancelled or suspended status are excluded from that functionality, so it is not a universal guarantee. Check the taxpayer’s current status, ledger and account-specific communications; elapsed time does not by itself establish eligibility to claim ITC.

Does an entry in GSTR-2B Table 3 mean I can claim the credit?
Not necessarily. Table 3 summarizes ITC shown as available, but GSTR-2B does not capture every legal restriction. Assess the claim against the relevant invoice, receipt, return and applicable conditions under sections 16 and 17.
What does Table 4 in GSTR-2B mean?
Table 4 summarizes ITC shown as unavailable in specified cases, including section 16(4) time-barred invoices or debit notes and the stated supplier/place-of-supply mismatch. It is not an exhaustive list of every statutory restriction.
Is a GSTR-3B reversal the same as a Rule 86A block?
No. A reversal or later reclaim is return reporting to review in the filed GSTR-3B and GSTN Electronic Credit Reversal and Re-claimed Statement. A Rule 86A issue concerns restriction on use of credit in the Electronic Credit Ledger. Check the relevant records rather than treating these as interchangeable.
The Bottom Line
Check GSTR-2B for the right period, reconcile its document details with your books, review GSTR-3B for availments and reversals or reclaims, and inspect the Electronic Credit Ledger and account communications. Table 3, Table 4, return reporting and a ledger-use restriction are different signals. Neither a missing invoice nor a low ledger balance alone proves a Rule 86A block, and GSTR-2B does not decide every legal eligibility question.
