Start by checking federal options—FHA, VA and USDA—as well as state and local assistance where you plan to buy. Then ask a participating lender or program administrator to assess your circumstances, and compare written Loan Estimates before choosing an offer.
What “qualify” means—and what it does not
A program’s broad purpose is not an eligibility decision. FHA, VA, USDA and state or local programs have different requirements, and meeting the general description of one does not establish eligibility for it—or for any other program. A program summary or online pre-screen can help identify a path to investigate, but it is not a lender’s preapproval or a final determination.

It is also important to distinguish an interest rate from the overall cost of borrowing. A program may offer a low or zero down-payment option, down-payment help, or another favorable feature without guaranteeing that its interest rate is lower than every alternative. Costs may include lender fees, upfront charges and mortgage insurance or guarantee fees. Compare actual offers rather than assuming that a program is the cheapest because of its name or down-payment terms.

Gather the details that determine which programs to check
Before searching, write down the basics of the proposed purchase. This makes it easier to find programs that apply to the actual property and household, rather than relying on a general list of mortgage options.
- Location: Record the state and the city or county where the home will be purchased. State and local assistance is jurisdiction-specific, and property location can affect program availability and limits.
- Purchase and property: Estimate the purchase price, identify the property type and note whether it is in a rural area. Keep the intended use clear: for example, whether the home will be your principal residence.
- Timing: Note your expected purchase timeline. Program rules, funding and availability can change, so confirm details for the period in which you expect to apply.
- Household and finances: Gather household income and size, credit and debt information, and the cash you could put toward the down payment and closing costs. These details help a lender or program administrator screen the relevant rules.
- Service history: If you are considering a VA loan, have the information needed to establish whether you may meet its service-related eligibility requirements.
These are screening details, not a substitute for a lender’s review. Do not infer a final answer from one factor—such as a first-time-buyer label, a particular income level or a preliminary online result.
Make a practical information checklist
For an initial conversation, organize the facts rather than trying to decide eligibility yourself. Write down the anticipated home price and property type, the jurisdiction where it is located, who will live in the household, household income and size, your current debts and expenses, and the amount of cash available for both the down payment and closing. If VA is a possibility, note your service history. You do not need to assume that any one figure settles the question; the point is to give the lender or program administrator a consistent picture to screen against the program’s current rules.

Also separate confirmed facts from estimates. A likely purchase price, tentative timeline or rough cash amount can help narrow the options, but it may change. When it does, revisit the program check: location, property details, limits, funding and applicable fees can affect whether an option remains relevant.

FHA 203(b)
HUD describes FHA 203(b) as a path for a principal-residence purchase or refinance, subject to standard FHA credit qualifications and applicable area loan limits. The program covers eligible one-to-four-unit properties. HUD describes approximately 96.5% financing under 203(b); separately, its general FHA loans page describes a 3.5% minimum down payment. These are program descriptions, not a promise of approval or a rate discount. Confirm the exact product, borrower qualifications, property eligibility and current limit with an FHA-approved lender. FHA 203(b) also has upfront and annual mortgage insurance premiums, which belong in a cost comparison. See HUD’s FHA 203(b) program information and HUD’s overview of home loans.
The two HUD figures describe financing and a general minimum down-payment feature; neither tells you what interest rate you will receive. The lender still has to assess the borrower, property and transaction under the applicable requirements. Check the relevant area loan limit for the property’s location, and make sure your comparison accounts for both upfront and annual mortgage insurance rather than focusing on the amount needed for the down payment alone.
VA loans
VA loans are for eligible veterans, current servicemembers and surviving spouses. Low or zero down payment may be available, and VA loans generally do not charge monthly mortgage insurance. They usually have an upfront fee, however, so a smaller down payment does not mean the loan has no additional costs. A lender can check whether you meet VA service eligibility and explain the applicable fees and terms. CFPB’s overview of special loan programs describes the broad route and cost features.
USDA rural development loans
USDA loans target low- and moderate-income borrowers buying in rural areas. Zero-down financing may be available, but fees and ongoing mortgage insurance still apply. Use USDA’s eligibility tools to check the property and borrower route, then confirm the current requirements with a participating lender. A property’s location and the borrower’s circumstances both matter; do not assume a home qualifies solely because it appears rural. CFPB summarizes this program alongside other special loan programs at its program guide.
State and local assistance
State, county and city programs may focus on first-time buyers, household income, certain occupations or homes in particular neighborhoods. Assistance may take the form of down-payment help or a subsidized loan. Local rules differ, and mortgage insurance may still be required. Look for programs tied to the jurisdiction where the home will be purchased, then verify whether the assistance is a grant, a deferred loan, a subordinate loan or a primary mortgage. Do not assume that a program exists everywhere or that “assistance” means money that never has to be repaid; ask the administrator to explain its terms.

When reviewing local options, check the actual program area and the specific conditions attached to the assistance. For example, an occupation-based or neighborhood-focused program may be relevant only to certain borrowers or homes. Ask whether the assistance is separate from the primary mortgage or part of it, whether it needs to be repaid, and how it affects the cash you need to close. The program administrator or participating lender can explain the current terms; a general description is not enough to determine how an assistance offer fits your purchase.
Follow this eligibility check in order
- Define the purchase and location. Write down the state and local jurisdiction, likely price, property type, intended occupancy, timeline and whether the home may fall within a rural program area. These details help expose location, property and loan-limit restrictions early.
- Organize household and financial information. Collect income and household-size information, credit and debt details, available down-payment and closing-cost cash, and service history if investigating VA eligibility. HUD identifies income, credit, expenses, down payment and interest rate as factors in affordability; bring the same financial picture to each lender conversation.
- Use the official program path for each plausible option. Review FHA 203(b) if you are buying or refinancing a principal residence; check VA if you may meet its service eligibility; use USDA eligibility tools for a rural property; and search for state or local programs in the place you intend to buy. Keep a separate note for each path so that one program’s answer is not mistaken for another’s.
- Ask a lender or HUD-approved housing counselor to screen your case. Ask what eligibility points remain unconfirmed, including borrower, property, income, credit, fee and funding rules. A counselor can be a homebuyer resource, while a participating lender can explain the mortgage application and underwriting questions. HUD lists homebuyer counseling resources at Buying a Home. Treat any screening as preliminary until the relevant lender or program administrator applies current requirements to your application and property.
- Request and compare written Loan Estimates. Ask for official Loan Estimates for the options you are seriously considering. CFPB advises comparing official Loan Estimates before making a final decision. Compare the interest rate, fees, mortgage insurance, upfront charges and required cash—not just the down payment or advertised rate.
At each stage, keep track of what has been checked and what still needs an answer. You might note the program, the official tool or contact you used, the date, and any unresolved condition. That simple record helps prevent a preliminary result for one program or property from being treated as a confirmed answer for a different option.
When asking a lender or program administrator for help, make the question specific. Instead of asking only whether you “qualify,” ask which borrower, property, income, credit, fee or funding requirements still need confirmation. For a local assistance option, ask what form the help takes and what conditions apply. For a mortgage offer, ask for the written Loan Estimate so you can compare the same cost categories across options.
Compare the options on the costs and rules that matter
The programs differ in whom they may serve, what property or location rules apply and which costs accompany the financing. The table summarizes the broad routes; it is not a determination that a particular borrower qualifies.
| Program path | Broad route | Cost or qualification point to verify |
|---|---|---|
| FHA 203(b) | Principal-residence purchase or refinance; standard FHA credit qualifications; eligible one-to-four-unit property | HUD describes approximately 96.5% financing; area-specific loan limits apply; upfront and annual mortgage insurance premiums apply. |
| VA | Eligible veterans, current servicemembers and surviving spouses | Low or zero down payment may be available; generally no monthly mortgage insurance, but usually an upfront fee. |
| USDA rural development | Low- and moderate-income borrowers buying in rural areas | Zero-down financing may be available; fees and ongoing mortgage insurance apply. |
| State or local assistance | Program-specific; may focus on first-time buyers, income, occupation or neighborhood | May provide down-payment assistance or a subsidized loan; geographic eligibility and mortgage-insurance requirements vary. |

- Borrower eligibility: Which income, credit, service, first-time-buyer or other requirements apply to your case?
- Property eligibility: Is the home type, intended occupancy and location acceptable for this specific program?
- Cash to close: How much is needed for the down payment and closing costs? Is any assistance available, and what conditions govern it?
- Borrowing cost: What are the interest rate, lender fees and other charges shown on the Loan Estimate?
- Insurance and program fees: What mortgage insurance, guarantee costs or upfront fees apply, and how do they affect the total expense?
- Assistance structure: Is help a grant, deferred loan, subordinate loan or primary mortgage? What repayment or other terms should you understand before accepting it?
A useful comparison starts with the written offers, not a program label. Set the Loan Estimates next to one another and identify the rate, fees, mortgage insurance, upfront costs and cash required. Then read the confirmed assistance terms alongside them. A down-payment figure alone cannot show the total expense, and the program summaries do not supply a universal cost calculation for an individual buyer.
Ask about any line item or condition you do not understand before choosing. If two offers have different combinations of rate, fees, insurance and required cash, compare those components rather than treating a single feature as the answer. A lender can clarify the loan estimate; the program administrator can clarify the assistance terms. CFPB’s guidance is to compare official Loan Estimates before making a final decision.
The official program descriptions establish that eligibility and costs differ, but they do not provide a universal calculation of total cost for an individual borrower. Use your own Loan Estimates and confirmed program terms to make that comparison; do not infer savings from a down-payment figure alone.

After the screening, sort each option into one of three practical categories: plausible (the broad route appears to fit and you are gathering documentation), needs confirmation (a property, income, fee or other condition is unresolved), or not a fit based on confirmed rules. This is a way to organize your next steps, not an official program status.

If more than one path appears viable, continue the comparison through actual written offers. A low down payment can reduce the cash needed initially, but it does not by itself establish the lowest total cost. A favorable advertised feature can be outweighed by fees, mortgage insurance, rate or other terms. The decision should rest on confirmed eligibility and the costs of the offer available to you, not a generic label such as “low-interest.”
Common mistakes to avoid
- Assuming one program’s rules apply to another: FHA, VA, USDA and local assistance have separate criteria. Check each route independently.
- Treating a down-payment figure as an interest-rate promise: HUD’s FHA figures describe financing and a general minimum down payment, not a guarantee of a lower interest rate or universal approval.
- Equating low cash up front with low overall cost: Account for insurance, upfront fees, lender charges and the rate on a Loan Estimate.
- Relying on a pre-screen as final approval: A lender or program administrator must apply current rules to the borrower, property and transaction.
- Searching without the purchase location: Local assistance and area limits depend on where the home is; a program found for one jurisdiction may not be available in another.
- Assuming “assistance” is automatically a grant: Ask whether it is repayable and how it is structured before including it in your cash-to-close plan.
Frequently Asked Questions
How do I know if I qualify for a low-interest mortgage?
There is no universal qualification test. Identify the program you may fit, gather your household, financial, property and location details, then ask a participating lender or program administrator to apply the current rules to your case. Compare official Loan Estimates before deciding.
Does qualifying for FHA mean I qualify for VA, USDA or local assistance too?
No. FHA, VA, USDA and state or local assistance have separate eligibility rules. Check each option independently; eligibility for one does not establish eligibility for another.
Does FHA’s 3.5% down-payment figure mean I will get a low interest rate?
No. HUD describes approximately 96.5% financing under FHA 203(b) and a general 3.5% minimum down payment on its FHA loans page. Those figures describe financing, not an interest-rate promise or a guarantee of approval. FHA 203(b) also has upfront and annual mortgage insurance premiums.
Can I get a zero-down mortgage through a government program?
VA and USDA options may offer low or zero down payments for eligible borrowers, but their rules differ. VA loans usually have an upfront fee, while USDA loans have fees and ongoing mortgage insurance. Confirm eligibility and costs with a participating lender.
Where can I find mortgage assistance programs near me?
Search for programs in the state, city or county where the home will be purchased, because state and local assistance is jurisdiction-specific. Ask the administrator whether the help is a grant, deferred loan, subordinate loan or primary mortgage and what repayment terms apply.
What should I compare when I receive Loan Estimates?
Compare the interest rate, lender fees, mortgage insurance, upfront charges and cash needed, along with any confirmed assistance terms. A lower down payment by itself does not show which offer has the lowest total cost.

The Bottom Line
To check whether you qualify, match your borrower and property details to the official FHA, VA, USDA and local program paths, then confirm the current rules with a lender or program administrator. Eligibility is not the same as affordability, and a low down payment is not proof of a low-cost loan. Compare written Loan Estimates—including rate, fees, insurance and cash required—before choosing.
