How to Check Whether Social Security Benefits Are Being Garnished

A smaller Social Security deposit is not proof of a garnishment. Check the statement, identify the type of withholding, and contact the court, IRS, TOP, creditor agency, or SSA as appropriate.

If your Social Security deposit is smaller than expected, check your benefit statement or notice before assuming it was garnished. A court-ordered garnishment, an IRS tax levy, a Treasury offset for certain federal debts, and ordinary benefit deductions are different things—and each is handled by a different office. For a Treasury offset, call the Treasury Offset Program (TOP) at 800-304-3107; option 1 can identify the offset amount, date, and creditor agency.

Start by comparing your benefit statement with your deposit

Look at the gross benefit, net payment, and any itemized deductions shown on your benefit statement or payment notice. Compare the statement’s net amount with what arrived in your bank account. A smaller deposit by itself does not establish that a garnishment occurred: a deduction or change in the payment can have another explanation.

SSA’s sample benefit statement for tax year 2023 includes the line “Treasury Benefit Payment Offset, Garnishment and/or Tax Levy.” Treat that as an example of wording on that year’s sample, not a guarantee that a current statement will use the same label. The sample groups several different collection mechanisms in one line, so the wording alone may not tell you which one caused the reduction. If you see a different description—or no clear description—use the amount and the notice details to determine which office to contact.

Record the details before calling

  • Write down the gross benefit, net payment, and each listed deduction.
  • Note the payment date and the amount by which the deposit differs from what you expected.
  • Keep any notice that names a court, the IRS, Treasury, or a creditor agency.
  • When a notice identifies a debt or collection, use the office responsible for that type of action rather than treating every reduction as an SSA garnishment.

Use the statement and notice together. The statement can show that the net payment changed or list a deduction, while a separate notice may explain the type of debt, the agency involved, or the collection process. Keep the wording and dates available when you follow up. If a notice names a creditor agency, that name is especially useful for a Treasury offset because TOP can identify the agency, but the agency—not TOP—handles questions about the debt.

Identify what kind of reduction appears on your payment

“Garnishment,” “levy,” and “offset” are not interchangeable labels. SSA describes different collection authorities and directs beneficiaries to different offices depending on the type of withholding. Start with the likely source of the action and the kind of debt involved, then use the contact route for that category.

Possible cause What it concerns Where to check or ask questions Useful clue or amount
Court-ordered garnishment SSA describes withholding to enforce a court order involving child support, alimony, or restitution. The court that issued the order. SSA does not state a general garnishment percentage in the cited guidance. The court can answer questions about its order and amount.
IRS tax levy Overdue federal tax debt. The IRS, at 800-829-7560 or through its tax-debt help page, as directed by SSA. SSA’s 2024 POMS transmittal describes a maximum levy of up to 15% of each Social Security payment under the Federal Payment Levy Program.
Treasury Benefit Payment Offset (BPO) Delinquent non-tax debts owed to other federal agencies, applied to Title II benefits. Call TOP at 800-304-3107, then contact the creditor agency TOP identifies. TOP option 1 reports the offset amount, date, and creditor agency or agencies. The amount depends on the specific offset; no general amount is stated here.
Routine benefit deduction Items such as Medicare premiums, benefit overpayments, excess earnings, voluntary tax withholding, or representative fees. Review the benefit statement; contact SSA through its official service channel if the item is still unclear. These items can reduce the net payment without being a court garnishment.

The 15% figure applies to the described federal tax levy program; it is not a general cap or rule for court garnishments, Treasury offsets, or every reduction in a Social Security payment. Do not use that figure to estimate a court-ordered deduction or a Treasury non-tax offset. Those are separate mechanisms, and the responsible court or creditor agency can address the specific order or debt.

How the four possibilities differ

A court garnishment begins with a court order. SSA says it must withhold when it receives a garnishment court order, and it directs questions about that deduction to the court that made the decision. The court, rather than SSA, is the place to ask what the order requires or whether it has changed.

An IRS levy concerns overdue federal tax debt. SSA directs levy questions to the IRS, and its guidance describes a federal tax levy of up to 15% of each Social Security payment. That maximum belongs to the Federal Payment Levy Program, not to court orders or Treasury Benefit Payment Offsets.

A Treasury Benefit Payment Offset is a reduction used for certain delinquent non-tax debts owed to other federal agencies. SSA’s operations manual describes BPO as applying to Title II benefits; examples of debts include federal student loans, VA home loans, and food-stamp overpayments owed to the federal government. A TOP notice or automated-line result can point to the creditor agency. That agency keeps the debt record and handles disputes and repayment questions.

A routine benefit deduction may instead reflect Medicare premiums, a benefit overpayment, excess earnings, voluntary tax withholding, or representative fees. These are among the deductions SSA lists. A deduction can affect the net amount without being the court garnishment a beneficiary may mean when asking whether benefits are being garnished.

SSI is different from the Title II offset details

SSA’s BPO guidance describes offsets of Title II Social Security benefits. It should not be generalized to Supplemental Security Income (SSI). SSA’s handbook states that SSI payments cannot be levied or garnished. If you receive SSI and see an unexpected payment change, check the notice and deduction details rather than assuming the Title II BPO rules apply. The distinction matters because the fact that a Title II benefit may be subject to a particular offset does not establish that the same process applies to SSI.

Follow the right route for the specific collection

If a court order appears to be involved

  1. Look for a court name, case information, or other indication of a court order on the statement or notice. A grouped statement label may include “garnishment” along with “offset” and “tax levy,” so look for more specific notice details before deciding which route applies.
  2. Contact the court that made the decision to ask about the order, the amount, or a change you believe should have been made. SSA’s April 16, 2025 FAQ says beneficiaries with questions about a garnishment deduction should contact that court.
  3. If the order has changed, ask the court about its status and whether it has sent an updated order to SSA. SSA says the court sends it any updated order and that SSA does not make retroactive adjustments.

That last point is important if the amount seems inconsistent with a change you believe was made. SSA’s instructions put questions about the garnishment and updated order with the court. Do not assume that telling SSA about a court change by itself will cause SSA to revise prior payments; SSA says it does not make retroactive adjustments.

If the deduction appears to be an IRS tax levy

  1. Check the notice or statement for an IRS tax-levy description; do not infer a levy solely from a smaller deposit.
  2. Contact the IRS at 800-829-7560 or use the IRS tax-debt help page identified by SSA to ask about the levy and the underlying tax debt.

SSA directs questions about an IRS levy to the IRS. The up-to-15% maximum described in SSA’s 2024 POMS transmittal concerns the Federal Payment Levy Program for overdue federal tax debt, not other kinds of collection. If you are trying to identify the cause of a reduction, first distinguish a tax levy from a court garnishment or Treasury offset; the shared effect of reducing a payment does not make the processes interchangeable.

If you suspect a Treasury offset for a non-tax federal debt

  1. Call the Treasury Offset Program automated line at 800-304-3107.
  2. Select option 1 to hear the offset amount, date, and creditor agency or agencies reported by the system.
  3. Contact the named creditor agency about the debt itself, a dispute, repayment arrangements, a possible refund, or removal from TOP.

The automated line is useful for checking whether TOP reports an offset and identifying the creditor agency and payment details. It is not a general Social Security garnishment lookup: it does not replace the court for a court order, the IRS for a tax levy, or SSA for an unclear routine benefit deduction.

TOP helps identify the offset and creditor, but Treasury says its staff cannot resolve debt disputes or negotiate repayment arrangements. The creditor agency maintains the debt record and makes decisions about disputes, payment arrangements, refunds, and removal from TOP. If the line names more than one creditor agency, contact the agency responsible for the debt you want to question.

If the item looks like a routine SSA deduction

Compare the deduction with the list on your statement. Medicare premiums, benefit overpayments, excess earnings, voluntary tax withholding, and representative fees can all reduce the net benefit. If the entry remains unclear after reviewing the notice, contact SSA through its official service channel and ask what the listed deduction represents.

When you contact SSA, keep the question focused on the benefit statement entry or deduction that is unclear. If a notice identifies a court, the IRS, or a TOP creditor agency, however, the responsible office for that collection is the right place to ask about the order or debt. This avoids treating every reduction in a payment as if it came from the same source.

What Treasury notices tell you—and what to do next

Treasury describes an advance debt-referral notice that identifies the debt type and amount, explains the intent to refer the debt for offset, and describes opportunities to pay, arrange payment, or dispute the debt. Treasury says an offset notice is generally sent after an offset. For recurring payments such as benefits, a warning letter may arrive before offsets begin. Thus, the order in which a letter arrives can vary: a warning may precede a recurring benefit offset, and a separate offset notice generally follows an offset.

Read the notice for the creditor agency, debt type, amount, and the opportunities or instructions it describes. If it is a notice about a potential referral, use the information it provides to find out how to pay, arrange payment, or dispute the debt before or in connection with referral. If an offset has already occurred, the TOP line can help identify the offset amount, date, and creditor. Then contact that agency about the underlying record and what options apply.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you want to avoid future offsets, use the notice and TOP information to identify the creditor agency, then ask that agency about paying the debt or arranging payments. Treasury’s guidance places decisions about the debt and repayment with that agency, not TOP. Keep the notice and any correspondence so you can refer to the creditor agency, amount, and dates when following up. TOP staff cannot negotiate a payment arrangement or decide a dispute on the agency’s behalf.

If you believe the debt is incorrect, direct the dispute to the creditor agency named in the notice or by TOP. Treasury says the debt-servicing agency maintains the debt record and decides disputes, payment arrangements, refunds, or removal from TOP. Calling TOP to report a disagreement does not move those decisions to Treasury; the agency that owns the debt is the appropriate contact for resolving it.

When the cause is still unclear

There is no single official tool that checks every possible court garnishment, IRS levy, Treasury offset, and ordinary SSA deduction. The TOP phone system checks Treasury referrals and offsets; it does not verify a court order or replace the IRS or the creditor agency. SSA likewise directs people to different offices depending on the type of collection.

  • If a court is named or a court garnishment is described, ask the issuing court.
  • If an IRS tax levy is described, ask the IRS.
  • If TOP identifies a non-tax debt offset, ask the creditor agency named by the system or notice.
  • If the deduction appears to be an SSA benefit adjustment and no other agency is identified, review the statement and contact SSA about that entry.

Use the notice’s own wording as a starting point, but confirm the collection with the office responsible for it. This is especially important when a statement groups several terms together, as in the sample 2023 SSA label, “Treasury Benefit Payment Offset, Garnishment and/or Tax Levy.” The line is an example, not proof that all three mechanisms apply to a particular payment.

Quick answers to common questions

Why did I get less money in a federal payment, such as a Social Security benefit? A court garnishment, IRS levy, Treasury offset, or routine benefit deduction could reduce the amount. Compare the statement’s gross and net figures and itemized deductions, then use the notice and responsible contact route to identify the cause.

Can I check every garnishment by calling Treasury? No. TOP’s automated line is for Treasury offsets. Option 1 can report an offset amount, date, and creditor agency or agencies. A court order should be checked with the court, an IRS levy with the IRS, and an unclear routine SSA deduction with SSA.

Who handles a dispute about a TOP debt? The creditor agency named by TOP or the notice. Treasury says TOP staff cannot resolve disputes or arrange repayment. The creditor agency maintains the debt record and makes decisions about disputes, repayment arrangements, refunds, and removal from TOP.

Can SSA change a court garnishment retroactively? SSA says the court sends it any updated order and that SSA does not make retroactive adjustments. Contact the court that issued the order about its status and any update.

Does a lower payment mean Social Security has been garnished? No. It may reflect an ordinary deduction such as a Medicare premium, benefit overpayment, excess earnings, voluntary tax withholding, or representative fee, or a different type of collection. The statement and notice are the first places to check.

Frequently Asked Questions

How can I tell whether a smaller Social Security payment was garnished?

Compare the gross benefit, net payment, and itemized deductions on your statement with your deposit. Then check the notice for a court, IRS, Treasury, or creditor agency reference. A smaller deposit alone does not prove a court garnishment.

What number do I call to check a Treasury offset?

Call the Treasury Offset Program at 800-304-3107 and select option 1. The automated line can report the offset amount, date, and creditor agency or agencies. Contact the creditor agency for questions or disputes about the debt.

Who do I contact about a court-ordered garnishment?

Contact the court that made the decision. SSA says it must withhold when it receives a garnishment court order and directs questions about the deduction to the issuing court.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How much of Social Security can the IRS levy?

SSA describes a maximum of up to 15% of each Social Security payment under the Federal Payment Levy Program for overdue federal tax debt. That is not a general rule for court garnishments or Treasury offsets. SSA directs levy questions to the IRS at 800-829-7560 or its tax-debt help page.

Can SSI payments be garnished or included in the Title II Treasury offset?

SSA’s handbook states that SSI payments cannot be levied or garnished. The BPO guidance discussed here applies to Title II benefits, so do not assume those Title II offset rules apply to SSI.

How can I avoid future Treasury offsets?

Use the notice or TOP line to identify the creditor agency, then ask that agency about paying the debt or arranging payments. Treasury says TOP staff cannot negotiate repayment arrangements; the creditor agency handles those decisions.

The Bottom Line

A smaller Social Security deposit is not proof of a court garnishment. Check your statement and notices, then contact the office responsible for the specific reduction: the issuing court for a court order, the IRS for a tax levy, TOP at 800-304-3107 to identify a Treasury offset and its creditor agency, or SSA about an unclear routine deduction.
