Start by identifying which countries’ sanctions rules apply to the transaction. Then check current official lists, the parties’ ownership and control, the goods and end use, the route and vessel, and the full payment and insurance chains. A clean name search alone does not establish that a shipment can proceed.
1. Establish which sanctions rules may apply
Sanctions are not one global list. The relevant rules depend on the legal connections of the parties and activity: where each business is organized or operates, where the transaction takes place, where goods originate and are going, and how transport, insurance and payment are arranged. UK guidance, for example, covers specified UK persons and entities and activities in the UK; other jurisdictions define their own scope.

Before screening, write down the countries connected to the transaction and use that map to identify which jurisdictions’ current sanctions lists and regulations to check. UK guidance for importers and exporters advises businesses to consider UK sanctions and other jurisdictions’ sanctions that apply to them. The European Commission’s due-diligence guidance is relevant to EU operators in its stated export-related context; it is not a universal rule for every transaction.
2. Map everyone and everything involved
Search beyond the supplier or customer named on an invoice. Build a transaction map that includes the people, companies, assets and intermediaries involved in the trade and its delivery.

- Trade parties: buyer, seller, consignee, end user, agents and intermediaries.
- Transport: freight forwarder, shipping company, vessel, ports, terminals and other relevant carriers.
- Money and risk: every payer and payee, banks or other payment parties, and the insurer.
- Goods and documents: goods description, origin, destination, intended use, cargo records and bill of lading.
For a vessel, record its identifiers, owner, flag, home ports and recent port calls where available. UK maritime guidance also identifies cargo suppliers as an area for due diligence. A vessel or other intermediary can matter even when the named seller is not designated.
3. Search current official lists and verify possible matches
Use the official sanctions list for each jurisdiction identified in step 1. Search people, companies and relevant ships, and compare identifiers rather than relying on an exact-name result. For a person, useful details may include aliases and date or place of birth. For a company, compare registration details, addresses and ownership information; for a vessel, use vessel identifiers as well as its name.
A possible or partial match needs investigation and a documented resolution. A name that does not appear in a search is not, by itself, proof that the party is unaffected: restrictions can also apply through ownership or control, and the transaction may involve restricted goods, services, destinations or funds.

For UK checks, the government says the UK Sanctions List became the only source for UK sanctions designations on 28 January 2026. The UK government’s sanctions collection, updated 30 March 2026, records that change. Check the current list and the relevant regime rules rather than relying on an old download or an unsourced search result. The government also says businesses may use an outsourced commercial screening service, but a screening result does not replace legal analysis.
4. Trace ownership and control, not just listed names
Check the direct and indirect owners of each material company, its beneficial owners, directors and relevant control rights. Look for who can appoint or remove decision-makers, direct the company’s affairs or otherwise exercise practical influence, as well as formal share ownership. Keep evidence for each link in the ownership chain.
Under UK guidance, some restrictions extend automatically to an entity owned or controlled by a designated person, even if the entity itself is not named on the list. EU enhanced due-diligence guidance for operators addressing Russia sanctions circumvention identifies indicators such as ownership changes around sanctions and possible control through linked people or entities, including situations where direct ownership appears below 50 percent. Those indicators warrant closer examination; they are not a universal legal test. Apply the exact law of each relevant jurisdiction.

5. Check the goods, destination and end use
Compare a sufficiently detailed description of the goods, and the relevant commodity code where applicable, with the trade restrictions in each relevant sanctions regime. Check restrictions that may apply to the destination, origin, location, end use or provision of related services. Do not assume that a product is permitted merely because it is not named on a sanctions list: a financial restriction can still affect the transaction.
UK Sanctions End-Use Controls guidance, published 22 April 2026, addresses goods, being informed, border consequences, licences, recordkeeping, due diligence and penalties. Whether a particular control applies depends on the relevant rules and facts, including the intended end use.
6. Follow the shipment and the money
Review the physical route and the financial route as separate but connected parts of the transaction. Check the carrier and vessel, vessel ownership and flag, ports and recent port activity, cargo parties, insurance, and any fees or services required to move or land the goods. Compare the names and roles shown in shipping documents, including the bill of lading, with the parties identified in your transaction map.

Then trace who sends and receives funds, including any banks or intermediaries. UK importer/exporter guidance flags port or landing fees and explains that a bill of lading can be treated as funds for financial-sanctions purposes. It also warns that funds may be made available directly or indirectly to a designated person. An apparently ordinary trade company can be used to provide access to foreign currency or a financial system, so a legitimate-looking invoice does not settle the payment question.

Red flags are reasons to gather more evidence, not proof of a breach on their own. UK and EU guidance identifies patterns that merit closer review, including:

- A name or partial match to a designated person or entity.
- Opaque ownership, complex payment arrangements, shared addresses or unexplained links between parties.
- Ownership or beneficial-ownership changes near the time sanctions were imposed.
- A request to replace a refused buyer with a similar-profile company, or multiple simultaneous requests for the same equipment.
- Unusual vessel activity, route changes or other indications that the stated shipment route may not tell the whole story.
For each concern, note the facts, seek corroborating information and record how it was resolved. If important facts remain unclear, pause the transaction while you assess the applicable rules rather than treating an unresolved match or unexplained change as cleared.

8. Decide whether an exception, licence or change of plan is available
If a restriction may apply, examine the specific regulations and official guidance for the relevant regime. These outcomes are distinct:

Availability and effect depend on the relevant regime and transaction. Do not assume a licence exists or applies. For a live shipment or an unresolved legal question, contact the relevant authority and obtain independent sanctions advice from a qualified professional.
9. Keep an audit trail and repeat the checks
Record the date and sources searched; names and identifiers; ownership and control evidence; goods classification and end-use information; route, vessel and shipping-document checks; payment and insurance parties; red flags and their resolution; the decision and approver; and any licence or legal advice. Retain relevant correspondence and supporting records under the applicable requirements.

Repeat screening at intervals and when a director, owner, product, service, route or counterparty changes. UK guidance notes that risks can change even for established business relationships, so a check performed when a supplier was first approved may not answer whether a later shipment can proceed.
Official self-checking or a screening service?
A business can search official government lists itself or use a commercial screening service. The choice is about workflow and coverage, not a transfer of responsibility for the transaction decision. Check a service’s jurisdiction and list coverage, update timing, alias and identity data, ownership and control coverage, vessel and shipping data, audit trail, escalation process and integration with your workflow. UK guidance permits use of outsourced commercial screening but does not endorse a particular provider or say that a service result replaces checking the underlying rules.
No general answer can determine whether a particular shipment, supplier or partner is prohibited from the title alone. That conclusion requires the actual party identifiers and ownership chain, goods and end use, route and vessel, payment chain, and jurisdictions involved.
