To check whether a price change is personalized, compare the same item from the same seller at nearly the same time while holding location, availability, delivery, account, and checkout conditions as steady as possible. Repeat the comparison and record the results. A persistent difference shows that the quotes vary under those conditions; it does not, by itself, prove a retailer used your personal profile to set a price.
How to make a fair comparison
Start by deciding exactly what you are comparing. A listing’s displayed price is not necessarily the final amount, and two search results may not represent the same offer. Save screenshots or notes with the item, seller, time, and conditions.
- Match the product and seller. Use the same product identifier, variant, quantity, and seller. A similar-looking item, a different size, or another marketplace seller is not a like-for-like comparison.
- Compare at nearly the same time. Note the date and time for each observation. Prices and offers can shift with time, inventory, demand, promotions, location, or sales channel. The FTC discusses these possible influences in its staff report on surveillance pricing, and the OECD describes the broader challenge of comparing online prices in its background note on algorithms and collusion.
- Keep the market and availability constant. Use the same store or website, location, currency, and stock or delivery availability. A VPN or location change can expose you to a different market or shipping context, making the result harder to interpret.
- Separate the item price from the total. Record the item price, discount or coupon, shipping or delivery charge, taxes, service fees, and final checkout total separately. Keep fulfillment method and membership eligibility the same.
- Vary one condition at a time. For example, compare the same offer while signed in and in a separate clean browser session, leaving the other conditions unchanged. Repeat the comparison; changing account, browser, device, and location all at once makes it difficult to tell which factor corresponds with a difference.
- Distinguish price from placement. Record whether the same item’s price changed, a discount or fee changed, or the search results merely showed a different product or order. Product ranking is not the same as a changed price for the same item.
What a repeatable difference does—and does not—show
If the same offer repeatedly displays different prices under carefully matched conditions, you have evidence that the quote varies with some condition you tested. Possible explanations include an account-specific offer, a promotion, inventory or market changes, or a test by the retailer. The observation alone does not identify the cause or establish that a personal willingness-to-pay profile set your price.
The FTC’s 2025 initial findings say intermediaries can make consumer data available to retailers. The behaviors discussed include location, demographic information, mouse movements, and items left in a cart; the FTC also describes hypothetical examples based on aggregated or anonymized material. That makes data-informed pricing and product selection plausible, but does not show that any particular retailer personalized a particular shopper’s quote. The FTC’s release also reported that the intermediaries it reviewed worked with at least 250 clients selling goods or services such as groceries and apparel; that figure describes those firms’ client relationships, not 250 retailers proven to personalize prices. An OECD Secretariat background note from 2018 describes a study that tested 16 e-commerce sites using real and synthetic accounts and reported some form of personalization on 9 of the 16. The study used controls intended to reduce noise, including identical-account controls, and did not cover discounts or coupons. That result is specific to that study; it is not a current estimate for all online stores and says nothing conclusive about your own quote. See the OECD Secretariat background note.
Why private browsing is not a definitive test
A private window or cleared cookies can change locally stored browser information, but neither makes a comparison anonymous or blocks every way a site or app may recognize activity. The FTC notes that tracking may involve cookies, pixels, device fingerprinting, advertising identifiers, and cross-device tracking. Private browsing generally does not stop websites from seeing online activity. The FTC explains these limits in its online privacy guidance and consumer information on online tracking.

You can review browser and account privacy settings, limit location access when it is not needed, and check a retailer’s cookie choices. These steps may limit some tracking, but they cannot prove whether a displayed price was personalized. Avoid treating a VPN or a new device as a clean test: each can alter location or other conditions and introduce a different explanation for a changed offer.

What to do if the difference persists
- Keep dated screenshots showing the exact item, seller, price, checkout stage, and relevant conditions.
- Review the retailer’s privacy notice, cookie choices, account settings, and the terms attached to the offer.
- Ask the retailer whether the offer is account-specific and what factors determine it. Include the comparison details rather than only reporting that prices looked different.
- For U.S. readers, note the policy status carefully: on August 19, 2026, the FTC announced a draft enforcement policy statement on personalized pricing and sought public comment through September 18, 2026. The agency said undisclosed use of personal data for personalized pricing could violate the FTC Act. The announcement was a draft open to comment, not a final rule or blanket ban; the release was updated August 31, 2026 to correct an earlier error. See the FTC announcement.
