Identify the changed fact, check whether it affects a registration field, and compare that field with Rule 19 of the CGST Rules and the GST Portal’s current instructions. If the change alters the business’s PAN, Rule 19 calls for a fresh registration application rather than an ordinary amendment.
Start with the change, not a general GST-law update
Not every amendment to GST law requires every registered business to amend its registration. This process concerns changes to registration particulars—not later changes to tax rates, return requirements, or GST law generally.
Write down what changed and when it changed, then compare the facts with the particulars in your GST registration and latest certificate. Rule 19 covers changes to particulars furnished in the registration application or later amended particulars. Keep documents that support the change, because the amendment application must be supported by documents relating to it.
Decide whether an amendment or a fresh registration is needed
If the business PAN is changing
Rule 19 says that if a change in the business constitution results in a different PAN, the person must apply for fresh registration using Form GST REG-01. Do not treat a different PAN as a routine amendment to the existing registration.

If the PAN is unchanged
Check whether the changed detail is one of the registration particulars covered by Rule 19 and how the current portal classifies that field. A change may call for an amendment even when the business continues under the same PAN.
Check whether the field is core or non-core
The GST Portal’s Welcome Kit describes core fields as requiring tax-officer approval and gives examples. Rule 19 is the controlling legal source for the categories it lists; the portal’s examples are operational guidance. Special circumstances can affect how a particular change is handled, so check the live portal and applicable law for the exact field.

These examples do not replace checking the precise field against current Rule 19 and the portal. In particular, do not assume that a state change or change of constitution is simply an additional-place amendment.
Apply within the deadline
CBIC’s Rule 19 states that an amendment application should be submitted within 15 days of the change. For the listed changes requiring officer approval, the proper officer should approve the application within 15 working days of receiving it, after verification. The 15-working-day period is an approval period, not extra time for the business to file.

For other particulars, Rule 19 generally treats the registration certificate as amended upon submission, with qualifications including the online verification required for an authorized signatory’s mobile number or email address. If the officer considers an amendment unwarranted or the supporting documents incomplete or incorrect, the rule provides for a notice-and-reply process. A submitted ARN therefore does not establish that a core amendment has been accepted. Track the application and respond to any notice within the deadline stated in it and the applicable rule.
Submit the amendment on the GST Portal
- Open the amendment service: Log in to the GST Portal and go to Services → Registration → Amendment of Registration. The Welcome Kit describes this route; follow the labels and prompts on the live portal if they have changed.
- Choose the relevant field category: Select Core Fields or Non-Core Fields, then edit the relevant tab and enter the reason and amendment date if requested.
- Attach supporting documents: Provide documents relating to the change, as required by Rule 19 and the portal’s prompts.
- Complete verification and submit: Choose the authorized signatory and sign using DSC or authenticate by EVC, as applicable to the filing. Complete any field-specific online verification requested by the portal.
- Save the acknowledgement: Retain the application reference number (ARN) and any portal notification for tracking.
Confirm the registration was updated
The GST Portal Welcome Kit says a non-core filing acknowledgement or ARN is sent to the registered email and mobile number and the primary authorized signatory. For core fields, it describes SMS or email notification on approval or rejection. Use the ARN to track the result rather than treating submission alone as approval.

After approval, use Services → User Services → View/Download Certificate to retrieve the latest certificate, then check that it contains the corrected particulars. For a non-core change, also confirm the relevant registration details reflect the submission, bearing in mind any field-specific verification requirement.

Consider asking a GST practitioner or the jurisdictional authority when it is unclear whether the business constitution or PAN has changed, when the portal’s classification does not fit the facts, or when an officer issues a notice. The GST Portal Welcome Kit says practitioners can assist with amendment or cancellation applications; that assistance is optional, not a filing requirement.
