How to Check What Backs a Stablecoin and Where Its Reserves Are Held

Check a stablecoin’s official reserve disclosure, compare dated assets with outstanding tokens, and examine custody, assurance scope and redemption terms separately.

To check what backs a stablecoin, start with the issuer’s official reserve disclosure, then compare the dated reserve value with the number of tokens outstanding. Read the asset breakdown, accountant’s assurance and custody details, and check redemption terms separately. A reserve total, a stable market price and a statement called “proof of reserves” do not, on their own, establish every risk or guarantee that every holder can redeem at par.

What “backed” means—and what to verify

A stablecoin’s backing is a claim about assets held against tokens in circulation. The useful comparison is the disclosed market value of those assets against the number and nominal value of outstanding units, using figures measured on comparable dates and under clearly stated methods.

Rules differ by issuer and jurisdiction. For example, the New York Department of Financial Services (NYDFS) guidance applies to U.S. dollar-backed stablecoins issued under its supervision. It calls for reserve value at least equal to outstanding units at each business-day end, plus monthly independent CPA attestations addressing reserve value, outstanding units and adequacy. Those requirements should not be generalized to every stablecoin. NYDFS guidance

“Where reserves are held” can refer to several different things: the type of asset, the institution or fund holding it, the legal entity that issued the token, or the geographic location of custody. An issuer may disclose some of these without publishing account-level details. Treat each as a separate question.

How to check a stablecoin’s reserves

  1. Identify the exact token and issuer. Use the issuer’s official site to confirm the token, network or version, issuing legal entity and relevant jurisdiction. A wrapped token or similarly named asset may have different backing. Circle says regulated affiliates issue USDC, so identify which entity and jurisdiction apply to the token you are checking.   2. Open the latest official disclosure and note its dates. Record the “as of” date, the period covered and the publication date, if stated. A live dashboard and a monthly accountant’s report may show different dates and serve different purposes; neither is a continuously updated guarantee.
  3. Compare reserves with outstanding units. Find both the reported reserve value and the circulating or outstanding token count. Check that the figures cover the same date and that the disclosure explains any exclusions, reconciliation items or measurement methods. A token’s on-chain supply can help show how many units exist, but it cannot independently verify off-chain bank balances or custody. The issuer’s and accountant’s reporting connect those separate records.
  4. Examine what the reserve contains. Look beyond the headline total to cash and deposits, government securities, money-market funds, repurchase agreements (repos) and any other categories. Consider liquidity, credit exposure, maturity or tenor, and concentration: these assets do not have identical risks or availability. The federal disclosure language for permitted payment stablecoin issuers includes reserve amount and composition and average tenor; NYDFS guidance specifies eligible categories for issuers it supervises.   5. Trace custody as far as the disclosure allows. Distinguish the issuer, cash-holding bank, fund, fund manager and custodian. Look for named institutions, account segregation, legal entities and geographic custody locations by asset category. A named fund manager is not necessarily the custodian, and a statement that cash is held at regulated financial institutions is not a list of every bank or account.
  6. Read the assurance and redemption terms separately. For an attestation, check the accounting firm, assurance standard, date or dates tested, management assertions and assets or liabilities included. Then look up who may redeem directly, what onboarding or other eligibility conditions apply, the expected timing and any fees. An exchange’s secondary-market trading is not the same as a direct redemption promise from the issuer.

How to interpret attestations and “proof of reserves”

An attestation has a defined scope and date. Read the report itself: what management asserted, what the accountant examined, and whether the work addressed a point-in-time balance or a period. Do not treat a reserve attestation as automatically equivalent to a comprehensive audit of all issuer operations, liabilities, custody arrangements or future redemption risks.

NYDFS describes monthly independent CPA attestations for covered issuers that examine specified assertions, including reserve market value by asset class, outstanding units, reserve adequacy and whether reserve conditions were met. Its framework calls for examination at period end and on at least one randomly selected day during the period. This scope is specific to issuers under NYDFS supervision. NYDFS guidance

The SEC’s statement on covered stablecoins uses “proof of reserves” in that specific context: an issuer may publish it as a verification method or audit to demonstrate sufficient reserves for a covered stablecoin. The label alone does not tell you the report’s scope; inspect the underlying disclosure and applicable context. SEC statement

What public disclosures can—and cannot—show about custody

Circle says the majority of the USDC reserve is held in the Circle Reserve Fund (USDXX), an SEC-registered government money market fund. Circle identifies BNY as custodian of that fund portfolio and BlackRock as its manager. Its disclosure says the fund may hold cash, short-dated U.S. Treasuries and overnight U.S. Treasury repurchase agreements; Treasury and overnight reverse-repo holdings may be held in custodial accounts, a separately managed account or the Circle Reserve Fund. Circle also says cash reserves are held at regulated financial institutions. These disclosures name institutions and structures, but they are not a full account-by-account inventory. Location disclosures are a distinct matter. Federal statutory text for permitted payment stablecoin issuers includes geographic custody location by reserve category. Public issuer pages may identify institutions or asset categories without giving the location of every account or facility. Check the applicable law and issuer report rather than assuming that “held in a bank” answers where, legally or geographically, every reserve asset is held. Federal statutory text

Dated examples: why the “as of” date matters

Issuer dashboards change, so retain each figure’s date and source when comparing disclosures. Circle’s USDC transparency page displayed $74.1 billion in circulation and $74.3 billion in reserves as of October 5, 2026. A Federal Reserve note published April 8, 2026, analyzed issuer attestations and reported that USDT had approximately 1.04 times total reserves per coin in circulation, with approximately 0.74 times in the note’s higher-quality categories; USDC had 1.0 times backing in higher-quality reserves. How to compare two stablecoins

Use the same questions for each issuer, but compare only figures with compatible dates and definitions. Reserve totals alone can obscure differences in liquidity, reporting quality, custody and access to redemption.

  • Backing and reserve quality: reserve value versus outstanding units; asset types, liquidity, maturity and concentration.
  • Reporting: freshness and frequency of disclosures, accountant independence, assurance standard and scope.
  • Custody: named banks, funds, custodians and legal entities; disclosed locations; segregation and insolvency treatment.
  • Redemption: direct eligibility, timing, fees and other conditions, considered separately from exchange trading.
  • Rules and jurisdiction: the issuer’s legal entity, governing jurisdiction and regulatory framework.
