How to Build Healthier Soil With Compost and Cover Crops

Compost adds organic material and some nutrients; cover crops protect soil and grow living roots. Use soil tests and local guidance to match both practices to your garden.

Build healthier garden soil by using finished compost and cover crops for different jobs: compost adds organic material and some nutrients, while cover crops keep soil covered, grow roots, and can capture or cycle nutrients. The right amounts and plants depend on your soil, climate, growing season, and next crop—there is no universal recipe or reliable timeline for a particular increase in soil organic matter.

Think of soil health as a system

Compost and cover crops work best alongside practices that protect soil rather than repeatedly leaving it bare or disturbed. USDA Natural Resources Conservation Service (NRCS) identifies four soil-health principles: minimize disturbance, maximize soil cover, maximize biodiversity, and maximize continuous living roots. Cover crops can support several of these principles by keeping living roots in the ground and covering the surface between cash crops.

NRCS defines cover crops as non-cash crops grown during fallow periods to protect, stabilize, and enrich soil. Compared with bare fallow, they can reduce erosion and chemical runoff, improve water infiltration, increase organic matter and nutrient availability, and suppress weeds. The results depend on the crop species and how it is managed; they are potential benefits, not guarantees. NRCS’s small-farms and gardens factsheet describes these functions and examples.

How compost helps—and how much to use

What finished compost contributes

Finished compost can help garden soil accept and store water, add organic material, and feed soil organisms that release nutrients over time. Its fertilizer value is relatively low compared with concentrated fertilizers, so do not assume compost alone will meet every crop’s nutrient needs. Composition varies by source and product; check available quality or nutrient information when choosing compost.

For a vegetable-garden context, Oregon State University (OSU) Extension recommends a 3–4-inch layer of compost for a new bed, worked into the top 8–12 inches, and a ¼–1-inch surface layer each year for an existing bed. Treat these as OSU’s regional garden recommendations and a starting point, not a universal prescription. A raised bed should be filled with a soil mix, not compost alone. Use a soil test before adding more

Do not add compost automatically every year. Soil tests can help determine whether lime or fertilizer is needed and reduce the risk of excess nutrient additions. OSU Extension’s January 2023 article, reviewed in 2025, says gardeners whose soil organic matter is in the 3% to 5% range should hold off adding more and test again in a year or two. That threshold is the article’s context-specific guidance, not a universal cutoff for every soil or region. Read OSU’s article on testing and compost.

Use soil-test results and local interpretation to decide whether to add compost, lime, or fertilizer. Too much compost can contribute to nutrient buildup and water-quality concerns, so more is not automatically better.

Choose cover crops for a goal, place, and season

Start by deciding what you need the cover crop to do: protect soil from erosion, produce biomass, capture nutrients, suppress weeds, or provide several benefits. Then choose a species or mix that fits your region, planting window, and the date you need to plant the next crop. NRCS’s national Cover Crop (Ac.) (340) standard provides minimum science-based guidance; state standards may add locally relevant details for soils, climate, and resource concerns. Examples of cover crops

NRCS examples include rye, wheat, oats, clovers, turnips, radishes, and triticale. Grasses, legumes, and forbs can be used, and mixes can combine species with different benefits. The best choice depends on the goal and local growing conditions, not simply on a plant’s general reputation.

A regional example: Western Oregon

OSU Extension’s September 2025 recommendation for Western Oregon is crimson clover seeded at 12 pounds per 1,000 square feet by October 1. The article advises growers east of the Cascades to seek a locally suitable mix. Neither that species nor its date and rate should be treated as a recommendation for other regions. Plan termination around the next planting

A cover crop must be terminated in time for its residue to break down before the next crop is planted. If residue is incorporated too close to planting, the next crop may not have enough time before planting for decomposition. The appropriate interval varies with species, conditions, and local practice: one OSU garden guide says to dig in a cover crop at least two weeks before planting, while another Oregon article advises incorporating residue three to four weeks before planting vegetables. Use those as Oregon-specific guidance, not a universal calendar rule. OSU’s garden-soil guide and its Western Oregon cover-crop article describe the respective intervals.

NRCS’s small-farms and gardens factsheet says benefits are often maximized by planting cover crops as early as possible and terminating them as late as feasible. Balance that aim with the next crop’s planting date and the risk of the cover crop producing unwanted seed. Check local recommendations for the chosen crop and plan the termination date backward from when the next crop must go in.

Put the practices together

  1. Test and assess the bed. Use soil-test results to guide lime and fertilizer decisions and to avoid adding compost when it is not needed.
  2. Apply finished compost to fit the bed. Use local extension rates as a starting point, distinguishing a new bed from an established one; do not fill a raised bed with compost alone.
  3. Identify the bare-soil window. Decide when the bed will be unplanted and how long a cover crop can grow before the next crop is due.
  4. Choose a locally appropriate cover crop. Match species or mix to the goal, region, planting window, and termination needs.
  5. Terminate with decomposition time in mind. Allow residue to break down before planting, using guidance for the local climate and cover crop rather than assuming a single interval applies everywhere.

For organic production, USDA Agricultural Marketing Service guidance reproduces the National Organic Program rule requiring producers to manage plant and animal materials to maintain or improve soil organic matter without contributing to contamination of crops, soil, or water by nutrients, pathogens, heavy metals, or prohibited-substance residues. This is a regulatory requirement for organic production, not a general substitute for local compost-safety or soil-management advice. USDA AMS organic production and handling standards provides the rule’s context.
