Building a semiconductor fab is a multibillion-dollar capital project, not simply a matter of constructing a cleanroom and filling it with machines. The project must coordinate three interdependent scopes: the factory and contamination-controlled cleanroom, the utility and subfab systems that keep it running, and the process tools selected for a particular kind of chip. Intel’s June 2023 explainer gives a useful but broad benchmark—about $10 billion and three to five years for a typical fab—but that is not a universal estimate or a current quote. Actual cost and schedule depend on the fab’s scope, technology, capacity, site, and definition of “complete.”
What building a semiconductor fab involves
A fab is a manufacturing system housed inside a building. Its construction plan has to bring the physical facility, its supporting infrastructure, and its production equipment together in a sequence that allows the process tools to operate reliably. A building can be substantially complete while the equipment is still being installed, qualified, or prepared for production.

The three scopes overlap, but they answer different questions:

- Utilities and subfab: How will power, air, water, process support, and equipment services reach the cleanroom?
- Process tools: What equipment is required to manufacture the intended products using the chosen process technology?
These scopes must be planned together. Process equipment draws on facility services, while the design of the cleanroom and support areas has to accommodate the selected tool mix. A budget that counts the building but leaves out process tools, or counts tools without making clear whether utility and cleanroom systems are included, describes only part of the project. The announcement may still be useful, but it cannot be read as a complete fab cost without knowing its boundaries.

That distinction matters when evaluating a proposed budget or comparing project announcements. A number for an entire investment portfolio, a group of factories, or an advanced-packaging facility cannot be treated as the cost of one wafer fab.
How much does it cost to build a semiconductor fab?
Intel’s June 9, 2023 article, “How a Semiconductor Factory Works,” says a typical fab costs about $10 billion, takes three to five years, and involves 6,000 construction workers. This is a manufacturer’s generalized description, not a quote for a defined project. It does not establish a universal cost per fab, a cost per wafer of capacity, or a current estimate for a specific site.
To make a fab estimate useful, first define what the number covers. At minimum, a decision-maker needs to state the product and process technology, wafer size and planned capacity, location and site readiness, whether the work is new construction or an expansion, and whether the estimate includes process tools, cleanroom and utility systems, packaging, and production ramp-up. Public project announcements in the examples below do not provide normalized cost-per-capacity comparisons.
Recommended Free Tools
Those details are not minor qualifiers. A greenfield project and a modernization project do not begin with the same site conditions or scope. A process technology and product target determine which kinds of manufacturing tools are needed, while wafer capacity affects what production scale the planned facility is intended to support. Geography and site infrastructure also belong in the comparison because a fab depends on major utility systems. Without those definitions, two headline investment figures may be describing quite different work.
Project announcements are not directly comparable
| Announcement | What the stated figure covers | What it does not establish |
|---|---|---|
| TSMC Arizona; U.S. Department of Commerce, November 15, 2024 | More than $65 billion in planned investment for three greenfield fabs. Commerce also announced up to $6.6 billion in direct funding, with disbursements tied to construction, production, and commercial milestones. | It is not the cost of one fab, a cost-per-capacity figure, or a breakdown of which facility and equipment costs are included. |
| Intel preliminary-terms announcement; U.S. Department of Commerce, March 20, 2024 | A portfolio of projects across Arizona, New Mexico, Ohio, and Oregon, including new fabs, modernization, packaging facilities, and technology development. | The portfolio is not one fab project, and its different scopes should not be combined into a single fab cost. |
| Amkor Peoria; U.S. Department of Commerce, December 20, 2024 | An announced advanced-packaging and test facility. | This is not a wafer fab. The cited announcement does not establish a comparable wafer-fab cost. |
These figures answer different questions. The TSMC figure is a planned investment across three greenfield fabs; the Commerce funding amount is direct government funding associated with that project and paid against milestones. Intel’s announcement spans several kinds of work. Amkor’s project concerns packaging and test rather than wafer fabrication. None of these announcements alone supplies a like-for-like price for a factory with a specified capacity and process.
A disciplined comparison therefore checks more than the number and company name. Is the project wafer fabrication or packaging and test? Is it greenfield construction or modernization? What product, process technology, and wafer capacity are specified? What does the announced investment include—process tools, utilities, cleanroom work, packaging, or some combination? Finally, does the cited date mark construction, production, or a commercial milestone? If those axes differ, the projects should be described side by side rather than ranked as though they were equivalent.
Separate the investment total from the funding award
For TSMC Arizona, Commerce’s November 2024 release describes more than $65 billion in planned project investment and up to $6.6 billion in direct funding. The funding is not an additional fab cost to add to the investment figure: it is an award supporting the project, with disbursements linked to construction, production, and commercial milestones. Keeping project investment and public funding distinct prevents a common budgeting error—mistaking the source of some capital for the total cost of the facilities.

The milestone structure also matters when reading an announcement. An award tied to construction, production, and commercial milestones is not the same thing as saying the full amount is paid at groundbreaking or that a facility is already producing. The project investment describes a planned scope; the award describes public support and the conditions associated with disbursement. Neither figure, by itself, provides a cost breakdown for each fab.

What equipment and building systems does a fab need?
Intel describes four facility levels that show why the cleanroom is only one part of the factory: the fan deck, cleanroom, clean subfab, and utility level. Its June 2023 explainer says a typical fab includes 1,200 multimillion-dollar tools and 1,500 pieces of utility equipment. Those are Intel’s generalized figures, not a count that can be applied to every fab regardless of process or capacity.
The figures make clear that the production floor is only one visible part of the facility. A large tool population has to be served by utility equipment and connections, and that support occupies dedicated levels of the fab. For a planning discussion, it is useful to ask not only how many process tools are contemplated, but also what supporting equipment and distribution systems the design must accommodate. The cited figures illustrate scale; they are not a universal equipment specification or procurement list.
1. The fan deck supports cleanroom air systems
The fan deck is where cleanroom air-handling systems operate. Air circulation and control of temperature and humidity are part of production infrastructure, not optional finishing touches. Their design and operation must support the controlled environment needed by manufacturing equipment.
This is why cleanroom construction cannot be treated as a cosmetic interior fit-out that follows completion of the building. The cleanroom environment and its air systems are among the facility requirements that have to be coordinated with the production space and tools. The source material does not specify a universal room classification or air-handling capacity, so those values must be determined for the actual project rather than inferred from a generic fab benchmark.
2. The cleanroom houses the manufacturing tools
The cleanroom is the controlled production space containing process tools. The equipment mix depends on what the fab will make and the process technology it will use. NIST identifies lithography, etching, and deposition among energy-intensive process steps. It does not provide a universal tool list or a single equipment configuration for all fabs.
That distinction matters when someone asks what equipment is required. “A fab” is not a single standardized machine set: its tools are chosen for the product and process it is intended to run. The available examples support naming broad process categories, but not a detailed bill of equipment, vendor mix, individual tool price, or procurement schedule. A project estimate should state whether its tool costs are included instead of assuming that a construction figure covers them.
EUV lithography is one element of a tool mix for advanced chip features, not a synonym for a fab. EUV uses 13.5-nanometer light. ASML’s 2025 annual report records a 1,000-watt EUV source demonstration in April 2025 and cautions that a commercially ready 1,000-watt source may take time. That demonstration is a technology milestone; the report does not give a fab-level scanner price or procurement lead time.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesIn other words, a notable lithography technology milestone does not answer the wider factory questions. It does not say what an entire fab costs, how many tools a particular project needs, or when those tools can be delivered and integrated. Those questions depend on the defined process and project scope, and the cited ASML report should not be used to manufacture a scanner price or schedule estimate it does not provide.

3. The clean subfab supports process tools
Below the cleanroom, the clean subfab accommodates support equipment and service connections. Intel’s example includes pumps, transformers, power cabinets, and connections serving the tools above. NIST also identifies vacuum pumps and local exhaust abatement among the supporting equipment that uses power. This level is part of the operating system of the fab, rather than spare space that can be planned after the production floor is finished.
Planning the subfab alongside the cleanroom helps keep the relationship between production tools and their supporting equipment visible. A tool count alone does not capture the space and services needed below or around those tools. Intel’s 1,500-piece utility-equipment figure is a generalized illustration of the size of this support layer, not a precise count for a proposed project.
4. The utility level distributes services
Intel describes electrical panels and mains on a utility level. NIST’s assessment adds the wider utility picture: fabs need reliable power, backup provisions, cleanroom air circulation and environmental control, and process-water treatment for ultra-pure water and wet processing. Utility capacity and distribution must be designed around the production process and support equipment.

Power and water are not the only boxes to check: air handling, temperature and humidity control, treatment, distribution, and connections to tools and support equipment all belong in the facility plan. The cited sources identify these needs without giving a one-size-fits-all engineering specification. A project cannot take a historical median from another set of factories and treat it as the required service capacity for its own site.
Why utilities are production-critical
A semiconductor fab’s utilities are part of its productive capacity. Power interruptions or voltage sags can disrupt operations, according to NIST’s 2024 environmental assessment. The assessment also describes the scale of energy and water use in a historical sample of operating facilities.
| Resource measure | Reported value | Scope and qualification |
|---|---|---|
| Electricity | Approximately 2.74 million MWh | Median among a sample of 29 fabs for 2021, as reported in NIST’s 2024 assessment. |
| Ultra-pure water | Approximately 4.25 billion gallons | Median among a sample of 29 fabs for 2021, as reported in NIST’s 2024 assessment. |
These medians demonstrate the scale of fab utility demand; they are not forecasts for a prospective project. They do not tell a builder how much electricity or water a new site will need. A real estimate requires the proposed process, capacity, equipment, site, and utility design. NIST says lithography, etching, and deposition tend to be among the most energy-intensive process steps, while supporting equipment also draws power.
The 2021 sample is a useful warning against treating utilities as a small building-services allowance: the reported median electricity consumption was about 2.74 million MWh and the median ultra-pure-water use about 4.25 billion gallons among the 29 sampled fabs. But a median is a description of that sample, not a design target. It does not reveal what a particular proposed fab will consume or establish that every fab uses the same amount.

Reliability is as important as nominal supply. NIST notes that an outage or voltage sag can disrupt operations, so a planning review should address reliable power and backup provisions rather than merely list a target amount of electricity. Similarly, ultra-pure water and wet processing require treatment and distribution systems, not just an assumed water connection. These are design questions to resolve for the site and process; the historical consumption figures are context, not a substitute for that work.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How long does it take to build a chip factory?
Intel’s three-to-five-year description is a broad benchmark for a typical fab, published in June 2023. It is not a guaranteed schedule for any particular greenfield or expansion project. A schedule also needs to define its endpoint: construction completion is different from tool installation, process qualification, or commercial production.
A practical schedule should track distinct milestones rather than use “built” as if it meant production-ready:

- Building and cleanroom completion: Construct the factory and the controlled production environment, including the air-handling and related facility systems.
- Equipment installation and integration: Move in and connect process tools and supporting equipment, then integrate them with facility utilities and services.
- Process qualification: Establish that the installed process system can perform as intended before treating the facility as ready for volume production.
- Commercial ramp: Move from readiness toward commercial manufacturing. Project announcements may separately identify construction, production, and commercial milestones.
The sources cited here do not establish standard durations for these individual stages. A project’s public groundbreaking date is therefore not a production-readiness date, and a construction estimate should not be read as a promise that commercial output starts at the end of that period.
For a credible schedule comparison, use the same endpoint for every project. One announcement may refer to a construction milestone, another to expected high-volume production, and another to commercial milestones tied to funding. Those are different events. A timeline should identify which event its headline duration measures and show the intervening installation, integration, qualification, and ramp milestones rather than imply they happen automatically when the building is finished.
Read project dates as dated forecasts, not current status
Commerce’s April 8, 2024 preliminary-terms release said TSMC expected first-fab high-volume production in the first half of 2025. That was a forecast published in 2024; it is an expired historical expectation, not evidence of the facility’s current production date or status. Commerce later reported on April 29, 2025 that TSMC Arizona had broken ground on its third fab. A groundbreaking confirms a construction milestone, not that the fab is complete, qualified, or producing at volume.
These announcements illustrate why dates need their publication context. A forecast can be useful as a record of what a company expected at the time, but it should not silently be rewritten as a present-day status update. Likewise, a groundbreaking is evidence that construction began for that project milestone; it does not establish when the cleanroom, tools, qualification, or commercial ramp will be complete.
How to frame a credible fab budget and schedule
For a finance or project review, avoid treating a single headline figure as a complete business case. Ask whether the scope and endpoint are explicit, and whether the costs and milestones cover the same project.

- Define the facility: Is it a wafer fab, a packaging-and-test facility, or a mixed portfolio of projects?
- Define the production target: What product and process technology, wafer size, and capacity are planned?
- Define the site and delivery model: Is the work greenfield construction or modernization, and what site infrastructure is required?
- Define included costs: Does the figure include process tools, cleanroom construction, utilities, packaging, and ramp-up, or only a subset?
- Define the schedule endpoint: Is a date for building completion, tool installation, qualification, first production, or commercial ramp?
- Keep project funding separate: Record public awards, planned investment, and milestone-based disbursements as distinct financial measures.
- Test utility assumptions: Treat power, water, air handling, treatment, and backup provisions as production requirements, not generic building allowances.
A useful review can turn those prompts into a scope checklist: identify the product and process, the wafer size and planned capacity, whether the site is greenfield or being modernized, and which facility and equipment costs are included. Then match the timeline to named milestones and state whether it ends at construction, production, or commercial ramp. This will not create a cost estimate by itself, but it makes clear what a future estimate must cover and which comparisons are valid.
If those definitions are missing, the estimate may still describe a project announcement, but it cannot support an apples-to-apples comparison or a reliable forecast for a specific fab. The examples show why: a three-fab investment, a multi-state portfolio, and an advanced-packaging facility have different scopes even when all are associated with semiconductor manufacturing.
What the available benchmarks can—and cannot—tell you
The Intel figure is useful as an order-of-magnitude illustration of the scale and broad duration of a typical fab, while its equipment counts make clear that the cleanroom needs a large supporting system. The Commerce and NIST figures add project and infrastructure context: multi-fab investment can exceed $65 billion, utilities can involve exceptionally large historical consumption, and public funding can be tied to milestones. None of these figures replaces a project-specific cost model, site utility study, equipment plan, or schedule.
Likewise, the EUV source demonstration gives a dated example of progress in one technology used in advanced lithography, not a shortcut for estimating the entire factory. A useful fab plan keeps the tool mix, support equipment, building systems, utilities, financing, and schedule milestones visible as connected but distinct parts of the project.
Frequently Asked Questions
How much does it cost to build a semiconductor fab?
Intel’s June 2023 explainer gives a broad illustrative figure of about $10 billion for a typical fab. It is not a universal or current project quote. A useful estimate must specify product and process technology, wafer size and capacity, site, greenfield versus expansion scope, and whether it includes process tools, cleanroom, utilities, packaging, and ramp-up.
How long does it take to build a chip factory?
Intel’s June 2023 general benchmark is three to five years. Treat it as an illustrative range, not a guarantee. Site development, building and cleanroom completion, equipment installation and integration, process qualification, and commercial ramp are distinct milestones, and the cited sources do not set standard durations for each.
What equipment and utilities does a semiconductor fab need?
A fab combines process tools selected for its product and process—such as equipment for lithography, etching, and deposition—with support systems. Intel describes fan deck air systems, a cleanroom, a clean subfab with items such as pumps, transformers and power cabinets, and a utility level with electrical panels and mains. NIST also identifies reliable power and backup provisions, air circulation and environmental control, and treated ultra-pure water for wet processing.
Is an advanced-packaging facility the same as a wafer fab?
No. The Amkor Peoria project announced by Commerce in December 2024 is an advanced-packaging and test facility, not a wafer fab. Its announcement should not be treated as a comparable wafer-fab cost.
Does a fab groundbreaking mean it is ready to produce chips?
No. Groundbreaking marks a construction milestone, not completion, equipment integration, process qualification, or commercial production. Commerce reported TSMC Arizona’s third-fab groundbreaking on April 29, 2025; that announcement alone does not establish production readiness.
The Bottom Line
A semiconductor fab is a coordinated project spanning cleanroom construction, utility and subfab infrastructure, and a process-specific tool set. Intel’s 2023 figures—about $10 billion and three to five years—are useful only as broad illustrative benchmarks. Before comparing costs or schedules, define the facility, capacity, site, included equipment and infrastructure, and milestone endpoint. A groundbreaking is not production readiness, and historical utility medians are not a forecast for a new site.
