Build your retirement budget by listing what your household expects to spend, estimating Social Security at several possible claiming ages, adding pensions and other income, and calculating how much savings must cover. Then adjust the plan for taxes, work income, and required withdrawals. The result should be your household’s cash-flow plan—not a universal spending target or a promise that a particular withdrawal rate will work for everyone.

Start with the monthly amount your household needs to fund

A retirement budget is most useful when it shows not only whether income appears to cover expenses over a year, but also when money needs to arrive. Some costs recur each month; others come once or a few times a year. Put them in separate categories so a large annual bill does not disappear inside an average that looks affordable.

Separate spending by timing and flexibility

  • Essential recurring expenses: costs your household expects to pay regularly and cannot readily eliminate. Record the amount and payment frequency.
  • Flexible spending: expenses that can be reduced or postponed if income, balances, or plans change.
  • Irregular expenses: costs that arrive periodically rather than monthly. Record the expected bill and due month, then set aside a monthly amount if that helps you prepare.
  • Planned reserves: money you intend to retain for future needs or unexpected costs. Decide how much to reserve and when; do not treat the same dollars as both available spending and savings.

For each item, note whether the figure is a current amount or a future estimate, whether it is monthly or annual, and when it is due. Convert annual costs to a monthly planning figure by dividing by 12, but keep the due date in the calendar as well. The monthly equivalent helps compare costs; it does not mean the bill will actually be paid in equal monthly installments.

Keep gross income and spendable cash separate. A benefit estimate or account withdrawal stated before tax is not automatically the amount available for bills. The amount left after taxes and any withholding is what belongs in the spendable-cash calculation.

How much Social Security will you get?

Your own estimate is more useful than a generic average. The Social Security Administration (SSA) bases retirement benefits on your highest 35 years of earnings and the age you start receiving benefits. If your record has fewer than 35 years of earnings, missing years count as zero; additional high-earning years may replace lower-earning years. The earnings record and assumptions about future earnings therefore matter, not just the age at which you plan to stop working. See SSA’s explanation of your retirement age and when you stop working.

Get the estimate tied to your record

  1. Open SSA’s Plan for Retirement page and use the account tools to review your retirement estimate and earnings record.
  2. Check that the earnings history shown is consistent with your records. If information appears wrong or incomplete, resolve that issue with SSA rather than treating an estimate based on an inaccurate record as a firm budget input.
  3. Compare estimates for more than one possible claiming age. SSA’s account tools let you compare estimates across ages; record the age and monthly estimate for each scenario.
  4. Review the future earnings assumptions used for each estimate. Choose assumptions that fit your likely work plans, rather than treating continued earnings as certain if you expect to stop or reduce work.
  5. Write down when each estimate was obtained and whether it is stated before tax. Revisit it if your work plans or SSA’s estimates change.

An SSA estimate is a planning figure tied to the earnings record and assumptions used to produce it. It is not a guarantee of the exact future payment. Keep it labeled as an estimate in the budget, and avoid presenting one estimate as a universal amount for all retirees.

Compare Social Security claiming ages against the household’s cash-flow needs

For ordinary retirement benefits, the earliest claiming age is 62. The monthly benefit generally rises the longer you wait, up to age 70. Starting earlier means a smaller monthly check for a longer period; waiting means a larger monthly check for a shorter period. SSA says there is no single best age for everyone. Its planning page explains that the amount will be higher the longer you wait to apply, up until age 70, while its retirement guidance discusses important considerations when planning for retirement.

Compare ages as cash-flow scenarios, not as a contest to find the biggest monthly benefit. Delaying may increase the later benefit estimate, but the household still needs a plan for the years before that benefit begins. Claiming earlier can provide income sooner, but the smaller monthly estimate changes later cash flow. The right comparison depends on the complete household picture; the cited SSA guidance does not identify a universally best choice.

Make a scenario table

Fill in a row for every age you are considering. Use your own SSA estimates, and do not substitute an unsupported average benefit.

Planning factor What to record for each claiming age
Estimated monthly benefit Your SSA estimate at that age, with its estimate date and earnings assumptions
Years before benefits begin How long the household must fund the gap from work, other income, or savings
Other income during the gap Pension, annuity, part-time earnings, or investment income expected during those years
Work plans Whether you expect to keep working and when that work may change
Household considerations Longevity expectations, survivor considerations, and how the decision affects the household
Remaining cash-flow gap Expected expenses less spendable income from all other sources

The table is a decision aid, not a claim that every factor can be reduced to a precise number. In particular, health, longevity, and survivor considerations are personal. Use them to understand the trade-offs rather than to manufacture certainty about how long benefits or savings will be needed.

Add every other income stream separately

Social Security is one line in a retirement cash-flow plan, not the whole plan. List pension and annuity payments, part-time earnings, investment income, and planned savings withdrawals separately. Record when each is expected to start, how often it is paid, and whether the estimate is gross or spendable after tax.

Keeping sources separate makes it easier to see whether a cash-flow gap is temporary or ongoing. For example, a household may have a period before benefits begin when savings or work income must fund expenses, followed by a different mix of income later. The budget should show those periods rather than flattening them into a single annual total.

Do not confuse other retirement income with earnings used to calculate a Social Security retirement benefit. Pensions, annuities, investment income, and savings withdrawals are not covered earnings in the benefit calculation, although they may be taxable. A particular income source can matter to the household’s taxes and budget without changing the earnings history on which the retirement benefit is based.

Calculate the savings withdrawal needed to close the gap

For each planning period, subtract expected spendable income from expected spending. If the result is positive, that is the remaining amount the household needs to fund from savings or another source. If income exceeds expenses, decide whether the difference will be saved, retained as a reserve, or used for planned spending rather than silently counting it twice.

Use the same time period for both sides of the calculation. For a monthly plan:

Monthly amount to fund from savings = monthly expenses − spendable Social Security − spendable pension and annuity income − spendable work and investment income.

A positive result is a planning gap, not an instruction to withdraw that exact amount from one account without checking taxes, timing, and account rules. A negative result means the listed income exceeds the listed expenses for that period; it does not by itself settle how much should be saved or how to invest.

Distinguish a gross withdrawal from spendable cash

Money withdrawn from a retirement account may not equal the amount available for expenses after tax. Traditional IRA withdrawals are generally taxable, and the tax treatment of other income and accounts depends on the account and household. Estimate the after-tax cash that can actually be used for bills. If you only know the gross amount, label it as gross and do not treat it as spendable income.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This distinction is particularly important when comparing scenarios. A plan that shows a certain dollar amount of withdrawals may leave a different amount available to spend depending on the account type and household tax situation. The available source guidance does not establish an individual tax rate or a universal tax calculation, so use a household-specific estimate rather than assuming that all withdrawals have the same tax result.

Compare which accounts would fund each period

For each gap period, note the account type you expect to use, the planned withdrawal timing, the gross withdrawal, and the estimated spendable amount. Include any required withdrawal that applies to an account, even if the household has not chosen that account as its preferred source for ordinary spending. This gives you a more realistic timing plan and makes it easier to see where tax treatment may change the result.

The available guidance supports comparing account type, tax treatment, withdrawal timing, required minimum distributions, and spendable income. It does not support a particular investment allocation, guaranteed investment return, or universal safe withdrawal percentage. Do not use an assumed return or fixed percentage to conceal a cash-flow gap that the budget has not otherwise addressed.

Put required withdrawals and continued work on the calendar

Retirement income can change because of account rules or work, even if regular expenses stay the same. Add relevant dates and amounts to a calendar instead of treating them as a footnote in an annual total.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Required minimum distributions

The IRS describes a required minimum distribution (RMD) as the minimum amount that must be withdrawn from an account each year. RMDs generally begin at age 73 for traditional IRAs and many employer plans. Owner-lifetime RMDs generally do not apply to Roth IRAs. Account type and exceptions matter, so check the current rules for the account rather than assuming one rule applies to every retirement balance. See the IRS page on required minimum distributions.

Include applicable RMDs in the year-by-year cash-flow calendar. They can affect how much must be withdrawn and the timing of withdrawals, but the gross amount withdrawn is not necessarily the amount available to spend after tax. The IRS rule is about a minimum withdrawal; it is not a recommendation to spend the entire distribution.

Work income before full retirement age

If you claim Social Security and continue working before reaching full retirement age, earnings above the applicable annual limit can affect benefit checks. The limits are specific to the year and to the timing of full retirement age. For 2026, SSA reports a limit of $24,480 for beneficiaries who are under full retirement age all year, and a limit of $65,160 for earnings before the month full retirement age is reached in 2026. These are 2026 figures, not permanent limits; check SSA’s current rules for the year that applies to your plan before relying on them.

When the household expects work income, add the expected earnings and the relevant year-specific earnings-test limit to the calendar. Do not assume that a limit from one year remains valid in another. Also keep this earnings-test question distinct from the question of how the earnings record affects the benefit calculation: work can be relevant to both planning questions, but they are not the same calculation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build the budget in phases instead of using one retirement number

A single monthly target can hide the years when the household has a different mix of income. Lay out the plan by phase, such as the period before Social Security starts, the period after one household member claims, and any later period when another benefit or required withdrawal changes cash flow. Use only the phases relevant to your household.

Before a benefit begins

List expenses and income for the months or years before the planned claim date. Show how much of the gap is expected to come from wages, a pension, an annuity, or savings. If the plan assumes savings will bridge the period, record the anticipated withdrawals and the account sources rather than writing only “savings.”

After claiming begins

Replace the pre-claim estimate with the SSA estimate for the selected age and recalculate the gap. Do not simply add the benefit to the old savings plan: the purpose of the calculation is to determine how much the new income changes the amount the household needs to fund from other sources.

When work or account rules change

Show the month or year when expected work changes, when an income source begins or ends, and when an RMD rule applies. These transitions can create a short-term gap even if an annual budget looks balanced. A date-based view helps identify when to keep funds available and when an estimate needs to be refreshed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common budgeting mistakes and how to correct them

  • Using a generic benefit amount: Replace it with the estimate tied to your SSA earnings record and selected claiming age.
  • Assuming the benefit estimate is guaranteed: Label the estimate with its date and earnings assumptions, and revisit it if those inputs change.
  • Comparing only monthly benefit checks: Add the years before claiming, the income that covers those years, work plans, household longevity and survivor considerations, and the remaining cash-flow gap.
  • Counting gross income as cash available for bills: Separate pre-tax amounts from estimated spendable amounts and account for the household’s tax situation.
  • Mixing irregular expenses into an average without noting due dates: Keep the monthly planning amount and the actual payment date in the worksheet.
  • Treating other income as covered earnings for Social Security: List pensions, annuities, investment income, and withdrawals as household cash-flow sources, not as earnings in the Social Security benefit calculation.
  • Using an old earnings-test limit: Verify the current SSA amount for the year and the applicable full-retirement-age category.
  • Ignoring account withdrawal rules: Add applicable RMDs and account-specific tax treatment to the timing plan.
  • Assuming one withdrawal rate or investment return will solve every gap: The cited guidance does not establish a universal rate or return. Calculate the household’s gap directly and seek personalized investment or tax advice where needed.

Review and update the plan when inputs change

A retirement budget is a set of estimates that should change when its inputs change. Revisit it when the expected benefit start date moves, work income changes, an expense materially changes, investment balances change, or tax or RMD rules are updated. A scheduled review can also help you notice when estimates are stale before relying on them for a major decision.

At each review, update the SSA estimate and its assumptions, refresh other income amounts, revise expense timing, and recalculate the gap for each phase. Preserve prior versions or dates so you can tell whether a change came from new information or a changed plan. If a result depends on tax treatment or account rules you cannot determine from your own records, seek qualified personalized advice rather than treating a general rule as a household-specific answer.
