How to Build a Diversified Portfolio When U.S. Stocks Are Near Record Highs

A market record is not a timing signal. Build a portfolio around your goals and risk tolerance, check fund overlap and concentration, and rebalance by a rule chosen in advance.

A record high in U.S. stocks is not, by itself, a reason to sell or to change your investment plan. Build a portfolio around your goals, time horizon, risk tolerance, and financial circumstances; diversify across and within asset classes; then use a rule you chose in advance to keep the portfolio near its intended risk. That approach acknowledges market risk without pretending to know when prices will fall or which investments will lead next.

What a market high does—and does not—tell you

A stock index reaching a record means its quoted level is higher than it has been before. It does not tell you whether the market will rise or fall tomorrow, how large a future decline might be, or whether your own portfolio is positioned appropriately. A high valuation can be a warning about risk, but it is not a reliable clock for timing a purchase or sale.

As an Amazon Associate I earn from qualifying purchases.

Vanguard puts the distinction this way: “High valuations are not a market timing tool; instead, they are a useful signal warning us of market risks.” The warning is a reason to understand your exposure and make sure it fits your plan—not proof that a correction is imminent. Vanguard says no one can predict a correction’s timing or magnitude, and advises long-term investors to maintain diversification appropriate to their goals and risk profile.

Market conditions can also look healthy at the index level while becoming more concentrated underneath. In an assessment dated September 25, 2026, Charles Schwab’s Liz Ann Sonders and Collin Martin described the S&P 500 as near record highs while leadership was concentrated among a small group of mega-cap technology companies and market breadth had weakened. That is Schwab’s dated market commentary, not a permanent description of the market or a forecast of what happens next. It is a useful prompt to inspect what you own rather than assume an index’s headline performance represents every company or sector.

Start with your whole portfolio, not one account

Before deciding whether to rebalance, make an inventory of investments across the accounts that matter to your plan. A retirement account, taxable brokerage account, and other investment accounts can each look diversified in isolation while adding up to a concentrated overall portfolio. Include cash and cash equivalents if they are part of the money you have set aside for investing or near-term needs.

Map exposure by asset class and geography

For each holding, identify its broad role: U.S. stocks, non-U.S. stocks, bonds, cash, or another category relevant to your situation. Then look beyond the account label. A fund held in a retirement account is still exposure to the assets it owns; an account’s tax treatment does not change its market exposure.

For stock investments, distinguish U.S. from non-U.S. exposure. A portfolio made up of several U.S. funds may still have little or no international diversification. International holdings can help spread exposure across markets, but they do not guarantee higher returns or protection from losses. Vanguard’s historical comparison illustrates why recent leadership should not be mistaken for a forecast: using relevant MSCI indexes through the 10 years ended December 31, 2024, Vanguard calculated annualized returns of 13% for an all-U.S. stock portfolio and 5% for a non-U.S. stock portfolio. Those are historical outcomes for that period, not expected future returns and not evidence that international stocks must outperform next.

Inspect concentration within each category

Count more than fund names. Check whether a large share of your stock exposure depends on a narrow sector, a small group of companies, or one issuer. If several holdings own many of the same large companies, owning all of them does not necessarily spread your risk as much as the number of funds suggests. A broad fund can hold many securities, while a narrowly focused fund can concentrate exposure; the label “fund” or “ETF” alone does not establish diversification.

Investor.gov describes diversification as spreading investments across and within categories, and offers the familiar reminder, “Don’t put all your eggs in one basket.” Applied to a portfolio, that means checking both the mix of asset classes and what sits beneath each fund. Read each fund’s stated investment focus and holdings information, then compare major positions across funds. If the same companies recur prominently, treat the overlap as part of your total exposure rather than as independent diversification.

Use a simple exposure worksheet

A basic inventory can be a spreadsheet or a written list. Record each holding, the account where it sits, its broad asset class, its geographic or sector focus, and its approximate share of the overall portfolio. If a holding spans categories, note its underlying exposure rather than forcing it into a misleading single label. This is not a performance forecast; it is a way to see whether the portfolio you actually own resembles the one you intend to own.

  • List investment accounts and holdings, including cash that belongs in the plan.
  • Classify holdings by underlying asset exposure, not just by fund name.
  • Separate U.S. and non-U.S. stock exposure, and identify bond and cash exposure.
  • Check sector, issuer, and top-holding concentration, including overlap among funds.
  • Compare the resulting portfolio with the allocation you intend to maintain.

Set a target mix that fits your circumstances

Asset allocation is the division of a portfolio among broad investment categories. There is no single stock-and-bond percentage that suits every investor. The appropriate mix depends on what the money is for, when you expect to need it, your ability and willingness to tolerate losses, and your broader financial circumstances. The SEC’s Investor.gov materials identify goals, time horizon, and risk tolerance as central allocation considerations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Connect the allocation to a specific goal

Write down the purpose of the money before choosing the mix. A portfolio intended for a goal many years away may have different needs from money you expect to spend soon. Consider whether you have other resources, how dependable your income is, and whether a temporary decline would force you to sell investments at an inconvenient time. The question is not only how much risk you can tolerate emotionally; it is also how much risk your goal and finances can withstand.

Time horizon matters because investments can fluctuate while you wait for a goal to arrive. A long horizon may give you more time to recover from a decline, but it does not remove risk or guarantee recovery on a particular schedule. A shorter horizon can make a severe drawdown more consequential if you need to withdraw during it. Those are reasons to make the allocation goal-specific—not reasons to follow a fixed formula based only on age or market headlines.

Understand the different jobs—and risks—of stocks, bonds, and cash

Stocks provide ownership exposure to companies and may support long-term growth, but their prices can fall sharply and remain depressed for a period. Bonds can provide interest income and behave differently from stocks in some market conditions, but bond prices can decline as interest rates or credit concerns change. Cash and cash equivalents can be useful for liquidity and near-term spending, but their purchasing power may be eroded by inflation and they may not provide the growth needed for longer-term goals.

None of these categories is a risk-free substitute for another. Adding bonds or cash changes a portfolio’s expected growth, volatility, liquidity, and inflation exposure. The right balance depends on which trade-offs are acceptable for the particular goal. A conservative allocation can still lose value; a growth-oriented allocation can still be unsuitable if a decline would derail the plan or prompt an unplanned sale.

Separate the target from the market forecast

Choose the target allocation because it serves the goal and the investor, not because you expect to call the next market turn. If you change the target whenever one category has recently done well or a market commentator warns of trouble, you risk turning a long-term plan into a sequence of short-term bets. A strategic target is an anchor for decisions; it is not a promise that every asset will perform as expected or a reason never to revisit the plan.

Build diversification across and within categories

Once you have a target mix, implement it with exposures broad enough to avoid relying on a single market, sector, or company more than your plan intends. Mutual funds and ETFs can make it easier to own portions of many investments, but the vehicle does not guarantee breadth. A fund focused narrowly on one industry or segment may add concentration rather than reduce it.

Check breadth, not the number of holdings

A portfolio can contain many funds and still share the same underlying risks. For example, multiple U.S. stock funds may have substantial exposure to the same large companies, or funds with different names may focus on closely related segments. Look at what the holdings own and how those exposures combine. The relevant question is not “How many funds do I own?” but “How broadly are the portfolio’s risks spread?”

Decide what role international stocks play

U.S. companies are not the entire global equity market. Including non-U.S. stocks can reduce dependence on the fortunes of one country’s companies and market, though international markets have their own risks and can underperform U.S. stocks for extended periods. Currency movements, economic conditions, and market composition can all affect results. The historical MSCI comparison above shows that returns differed across the measured decade; it does not establish a reliable pattern for the next decade.

Choose international exposure as part of a diversification decision tied to the target plan, not as a wager that recent U.S. leadership must reverse. If your current mix has little international exposure, determine whether that is intentional and consistent with your investment approach before making a change.

Evaluate a fund’s role before adding it

For each potential holding, ask what exposure it contributes, whether that exposure is already present elsewhere, and whether it is broad or narrowly focused. Also consider its stated fees and any transaction costs in the account where it would be held. The available educational guidance supports evaluating these features, but does not identify a particular security or establish a universally best fund. Selecting a ticker without a portfolio role can make a diversified plan harder to understand and maintain.

Rebalance with a rule, not a headline

Market movements can push a portfolio away from its target. If U.S. stocks rise faster than bonds or international stocks, the U.S. stock share may become larger than intended, increasing the portfolio’s exposure to that category. Rebalancing means adjusting holdings toward the target allocation to restore the intended risk profile. It is not a promise of profit and does not predict which asset will perform best next.

Choose a calendar review or a threshold rule

You can review the portfolio on a schedule, such as at a recurring interval that fits your plan, or set allocation thresholds in advance and act when a category drifts beyond them. A calendar approach is easy to remember; a threshold approach ties action more directly to the size of the deviation. Neither method is a forecast. The useful feature is that the rule is established before an emotionally charged market move, so a headline alone does not determine the response.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no need to invent a complicated system. Write down how often you will check the allocation or what kind of deviation will prompt a review. Apply the rule consistently and make sure it considers the whole portfolio rather than one account in isolation.

Use cash flows where suitable before selling

If you are adding money, directing new contributions toward underweighted categories can move the portfolio closer to its target without selling an appreciated holding. Dividends and interest can also be directed toward areas below target when that suits the account and plan. This approach may reduce the need for transactions, but the available cash flow may not be enough to restore the desired mix.

Account for taxes and transaction costs

Selling investments can have tax consequences in a taxable account, and transactions may involve costs. Before selling, check the account type, the holding’s tax treatment, and any applicable transaction charges. A tax-advantaged account may be treated differently from a taxable brokerage account, but the appropriate implementation depends on the investor’s circumstances. Rebalancing is a risk-management process; it is not a reason to ignore the financial consequences of the chosen method.

When a portfolio spans accounts, consider whether adjustments in one account or use of contributions across accounts can bring the overall mix closer to target. Avoid assuming that a transaction is costless or tax-neutral without checking the account and the applicable rules. For personal tax questions, seek qualified advice rather than inferring a result from general investing guidance.

Turn the plan into a repeatable process

A written policy makes it easier to distinguish a meaningful change in your life from a passing market concern. Record the goal, target allocation, reason for the chosen balance, review method, and the circumstances that would justify changing the plan. The document can be brief; its purpose is to make the decision criteria explicit before the next bout of volatility.

  1. Define the goal. State what the money is intended to fund and when you expect to need it.
  2. Set the allocation. Choose a mix of stocks, bonds, and cash based on the goal, time horizon, risk tolerance, and financial circumstances. Specify the geographic and other diversification you intend within categories.
  3. Inventory current holdings. Include the relevant accounts, classify underlying exposures, and check concentration and fund overlap.
  4. Choose a rebalancing rule. Decide on a recurring review schedule or pre-set allocation thresholds, and document how you will handle drift.
  5. Choose an implementation order. Consider directing contributions, dividends, and interest toward underweighted categories before deciding whether selling is appropriate.
  6. Check the costs and account effects. Review taxes and transaction costs that may apply to any sale or purchase.
  7. Revisit after a real change. Review the plan when a goal, time horizon, income, spending need, or other important financial circumstance changes—not simply because an index made a new high.

Keep the review separate from the decision to act. A scheduled check can reveal drift or concentration without requiring a trade every time. If the portfolio remains consistent with the target and the assumptions behind it still hold, the market’s record level alone does not create a new allocation rule.

Common mistakes to avoid

  • Moving to cash because prices are at a high. A high does not establish when a decline will happen or how deep it will be. Selling to avoid a hypothetical correction is a timing decision, not diversification.
  • Assuming several funds mean broad diversification. Funds can hold many of the same companies or concentrate on the same sector. Inspect underlying exposure.
  • Equating a bond or cash allocation with no risk. Bonds can lose value, and cash can lose purchasing power to inflation. Each category has a different risk profile.
  • Chasing the most recent winner. A decade in which one market led does not demonstrate that it will lead in the next period. Treat historical returns as context, not a forecast.
  • Rebalancing without considering taxes and costs. A sale may have consequences that differ by account. Consider cash flows and account-level implementation before trading.
  • Changing the plan in response to every commentary update. Market assessments are time-sensitive. Use them to prompt a portfolio review, not to replace the goals and risk limits that define your strategy.

When the portfolio needs more than a routine review

If you cannot determine what your funds own, how accounts combine, or how a proposed allocation relates to a goal, pause before making a large change. The SEC’s investor education materials are general guidance, not a personalized allocation recommendation. A qualified financial professional can help assess a complex situation, particularly when taxes, withdrawals, multiple goals, or competing financial needs affect implementation. Ask how the professional is compensated and what conflicts may apply, and make sure any advice addresses your whole financial picture rather than a market prediction.

The practical response to record-high U.S. stocks is therefore specific but not dramatic: understand your existing exposure, define a suitable target, check diversification both across and within asset classes, and rebalance only under a rule that fits your plan. A portfolio should be built for the investor’s destination and capacity for risk—not for a guess about the next market move.
