How to Avoid Paying for a TV Licence Legally: UK Rules and Options

You may not need a UK TV Licence if nobody at your address watches or records live TV or uses BBC iPlayer. Here are the rules, exemptions and options.

You can legally avoid paying for a UK TV Licence if nobody at the address watches or records live TV on any channel or service, and nobody watches or downloads programmes on BBC iPlayer. Owning a television does not by itself mean you need a licence; what matters is how people at the property use it and their other devices.

Do I need a TV Licence?

Under section 363(1) of the Communications Act 2003, a television receiver must not be installed or used unless its installation and use are authorised by a licence. TV Licensing says the rules cover watching or recording live TV on any channel or streaming service, and watching or downloading BBC programmes on BBC iPlayer. The scheme is governed by the Communications Act 2003 and the Communications (Television Licensing) Regulations 2004, as amended; TV Licensing says it applies in England, Scotland, Wales, Northern Ireland, the Channel Islands and the Isle of Man (TV Licensing: legislation and policy).

The rule is not limited to a television set. A phone, tablet, laptop, computer, games console, recorder or streaming box can be used for viewing that requires a licence. A cable, satellite or streaming subscription does not replace one.

What counts as live TV?

Live TV is a programme watched or recorded as it is being shown on a TV service or streaming service. It can include delayed broadcasts, repeats, +1 channels and live online channels—not just sports or news. The channel’s country of origin or the device used does not change the basic test.

When don’t I need a licence to watch TV?

If nobody at the address watches or records live TV on any channel or service, and nobody watches or downloads BBC programmes on iPlayer, the following are generally licence-free:

  • On-demand or catch-up programmes on services other than BBC iPlayer.
  • S4C programmes on demand.
  • Films streamed, rented or bought from services such as Netflix, Amazon Prime or Now, when watched on demand rather than as a live channel programme.
  • DVDs and Blu-rays.
  • Ordinary online video clips, including YouTube clips, and video games.

These examples depend on how you watch, not the name of the app. An on-demand film is different from a live channel or programme viewed through the same service. TV Licensing’s guidance sets out the activities you can watch without a TV Licence.

Do I need a TV Licence if I don’t have a TV?

No television set is required for a licence obligation to arise. If someone at the address watches live TV on a phone or computer, for example, that viewing can require a licence. Conversely, owning or possessing a television does not by itself require one if nobody uses it—or other devices—for licensable viewing.

Do I need a TV Licence to watch BBC iPlayer?

Yes. TV Licensing says a licence is required to watch or download BBC programmes on BBC iPlayer, including catch-up and on-demand programmes. This is an exception to the general rule that on-demand viewing does not need a licence. S4C programmes on demand are identified as exempt; live TV rules still apply to live viewing.

How to check your household’s viewing

  1. Check every person at the address. Consider what household members and other relevant viewers watch or record, rather than only your own habits.
  2. Classify each programme by how it is watched. Is it live on a channel or service, on demand, or downloaded? Live viewing triggers the rule regardless of device.
  3. Check for BBC iPlayer use. Watching or downloading BBC programmes there requires coverage even when the programme is on demand.
  4. Review exceptions and unusual arrangements. For multiple homes, businesses, some tenancy situations or unusual accommodation, use TV Licensing’s home and business guidance and the relevant scenario-specific rules.

What if nobody needs a licence?

You can tell TV Licensing that your address does not need a licence. Make the declaration only if it accurately reflects the viewing of everyone whose use is relevant at the property. The declaration does not create an exemption; the viewing activity determines whether a licence is required. TV Licensing says it may visit to confirm that a licence is not needed.

TV Licensing reported that, as at September 2025, one in 14 people contacted after declaring no need were found to need a licence. This is the service’s own reported figure, not an independent estimate of how common unlicensed viewing is. Reassess if viewing habits change, someone moves in, or anyone starts watching live channels or using BBC iPlayer.

What are the consequences of watching without a required licence?

TV Licensing says watching licensable content without a licence risks prosecution and a fine of up to £1,000 (TV Licensing: penalties and enforcement). In Scotland, it says the Procurator Fiscal decides whether to prosecute. A letter, visit or other contact from TV Licensing does not by itself establish that an offence has occurred. If you face a specific allegation or court matter, seek current legal advice rather than relying on a general guide.

If you need a licence but the cost is difficult

At the time of TV Licensing’s page reviewed for this article, a standard colour licence cost £180 per year. Its listed ways to pay included paying in one go or spreading payments quarterly, monthly or weekly; the payment card option started at £6.50 a week, and quarterly direct debit carried a £1.25 charge per payment. These prices and payment terms can change, so check the current payment options before choosing a plan.

TV Licensing says people aged 75 or over who receive Pension Credit qualify for a free licence. Its current guidance also points to reduced-fee or free licence possibilities for people aged 74 or over and people who are severely sight impaired; eligibility conditions apply. Check the service’s concession guidance for current criteria and any evidence required. If you do need coverage, compare available payment schedules by total cost and cash flow, and check whether a plan adds a charge. A streaming subscription, device purchase, VPN or payment to a channel provider does not substitute for a TV Licence.
