A 0% balance transfer does not automatically make new purchases interest-free. If you carry a balance from month to month, new purchases on most cards can accrue interest from the transaction date. In the situation described by the Consumer Financial Protection Bureau (CFPB), avoiding purchase interest generally means paying the entire account balance—including the transferred balance—in full by the due date. Your card agreement controls the exact terms.
This is a U.S.-specific explanation of how balance-transfer promotions, purchase APRs and grace periods interact. The safest decision comes from reading your current statement and agreement, not from assuming that a promotional rate applies to every transaction on the account.

Why new purchases can accrue interest during a 0% transfer offer
A balance-transfer promotion and a purchase grace period are separate features. The promotional rate applies to the balance covered by the offer, subject to its terms. It does not, by itself, promise that later purchases will have an interest-free period.
A grace period is the time between the end of a billing cycle and the payment due date. Card issuers are not required to offer one, although many cards provide a purchase grace period when the account meets the agreement’s conditions. If you do not pay the full balance by the due date, you may lose that grace period. New purchases can then accrue interest from their transaction dates, even if the transferred balance has a 0% rate.

The CFPB’s guidance, last reviewed January 22, 2024, says that for most credit cards, purchases accrue interest from the transaction date when the cardholder carries a balance month to month: “For most credit cards, if you carry a balance month to month, any purchases you make will accrue interest from the date of the transaction.” “Most” matters: issuers’ terms differ, so check your own agreement rather than assuming every card treats purchases identically.
The practical distinction is between the balance category and the account as a whole. A transfer can sit in a promotional category while purchases sit in a standard purchase category. The transfer’s 0% rate may continue to apply to the transferred amount, but the purchase category can still have its own APR and can lose its grace period when the account is not paid as required.
What you generally have to pay to avoid purchase interest
For the CFPB’s described situation—a promotional balance transfer on the account and new purchases—you generally need to pay the entire account balance, including the transferred balance, by the due date to avoid interest on the purchases. Paying only the amount of the new purchases may not be enough while the transfer balance remains.

That can be an unwelcome result if you moved a balance to a 0% offer specifically to pay it down over time. The transfer’s promotional rate may still reduce interest on the transferred amount, but carrying that balance can affect whether new purchases qualify for a grace period. Do not treat a 0% transfer rate as a blanket 0% rate on everything charged to the card.
“Pay in full” can be easy to misunderstand. It generally refers to the full account balance required by the agreement for the relevant statement, not merely the minimum payment, the amount of new purchases, or an amount you choose to direct to one balance category. Your statement may show a statement balance, a current balance, a minimum payment and separate balances by APR. The agreement explains which amount must be paid and by when to preserve or regain a grace period.
Check the statement and card agreement for the account’s current balances, APRs, due date, grace-period conditions, and any requirement to pay in full for one or more billing cycles to retain or regain the grace period. The CFPB’s “Credit card contract definitions” page can help explain terms used in agreements, but the terms of your own account are the ones that apply.
Grace periods: what they cover and how they can be lost
A grace period normally concerns purchases, not every type of transaction on a card. It is the interval after a billing cycle closes and before the payment due date. If the account satisfies the issuer’s full-payment conditions, purchases made during the cycle may avoid interest. If the required balance is not paid, the issuer may remove the purchase grace period and calculate interest from transaction dates.
The CFPB states plainly that “Credit card companies are not required to give a grace period.” Even when a card offers one, the agreement can specify conditions for keeping it. A transfer balance can therefore create a problem even when the transfer APR is 0%: the cardholder may be carrying a balance under the issuer’s definition, and new purchases may no longer receive the usual interest-free window.

Regaining a lost grace period may take more than one payment. Some agreements require the account holder to pay in full for one billing period; others can require more than one full-payment cycle. Do not assume that making one large payment immediately restores the benefit. Look for language describing when the grace period is retained, lost and restored.
The timing also matters. A purchase made before you have restored the grace period can be treated differently from a purchase made after the agreement says the grace period is active again. Ask the issuer for the effective date if the agreement is unclear, and keep records of the answer.
What to check before using the card for new purchases
- Find the purchase APR and the transfer APR. On your statement, identify each balance category and its APR. A 0% or low transfer APR does not establish what rate applies to purchases. Also note whether the purchase APR is fixed or variable under the agreement and where the issuer displays its current rate.
- Read the grace-period language. Look for whether the issuer offers a purchase grace period while a transferred balance remains, and what payment is required to preserve it. Issuers are not required to provide a grace period; the CFPB explains this in guidance last reviewed September 23, 2024. Search the agreement for “grace period,” “new purchases,” “paid in full” and “finance charge.”
- Check the payment and due-date conditions. Confirm what “paid in full” means for your account, the amount due to meet that condition, and the due date. Verify the payment posting deadline and accepted payment methods so a payment is not treated as late. Also check whether restoring a grace period takes one or more full-payment billing cycles.
- Review the transfer offer’s timeline and follow-on rate. Confirm when the promotional period ends and what rate applies afterward. The length of a promotional rate does not answer whether purchases have a grace period. Record the expiration date and review the next rate before continuing to use the card.
- Look up payment allocation rules. Your agreement explains how payments are applied among balances with different APRs. Allocation rules affect how quickly balances are repaid, but they do not by themselves restore a grace period. Identify how the minimum payment is allocated and how amounts above the minimum are distributed.
- Check for account-specific exceptions. The offer, card agreement and statement may use different labels for promotional transfers, purchases and other balance categories. Use the definitions in your agreement rather than relying on a general explanation of 0% cards.
The CFPB’s U.S. credit-card application disclosure rule, 12 CFR § 1026.60, addresses disclosure of introductory-rate duration and the rate that follows it. For an individual account, use the issuer’s offer and agreement to confirm the actual promotion terms. The disclosure rule does not turn a transfer promotion into a universal purchase grace period.

How payments are allocated—and why that is not a grace-period fix
Many issuers calculate interest daily using a daily periodic rate and the balance on which interest applies, often based on the average daily balance over the billing cycle. Your statement separates balance categories that have different APRs. The CFPB describes these methods in guidance last reviewed January 22, 2024.
Generally, the portion of a payment above the minimum payment is applied first to the balance with the highest APR, then to other balances in descending APR order. The agreement determines how the minimum payment is allocated. If your purchases have a higher APR than a promotional transfer balance, extra payment may therefore go toward the purchases first. That allocation does not mean purchases are paid first in every respect, nor does it erase the effect of carrying a balance on the grace period.
For example, an account could show a 0% transfer balance and a purchase balance at the standard purchase APR. A payment larger than the minimum may be directed toward the purchase balance because it has the higher APR, while the transfer balance remains. That may reduce the amount exposed to the purchase APR, but it does not retroactively create a grace period for transactions already made.
Interest calculated daily means the date of a purchase and the dates payments post can affect the amount charged. A purchase made early in a billing cycle can be present for more daily balances than a purchase made near the cycle’s end. The exact calculation method, daily periodic rate and treatment of credits or fees appear in the agreement and statement disclosures.

In particular, paying an amount equal to your new purchases does not necessarily prevent purchase interest. A payment allocation formula is not the same as a rule that grants an interest-free period; the account’s grace-period terms determine that.

Why paying only the new-purchase amount can fail
It is natural to think that a transfer balance and a purchase balance are separate bills: pay the purchases in full and leave the transfer for the promotional period. Under the CFPB’s described situation, that assumption can be wrong. The issuer may require the entire account balance—including the transfer—to be paid by the due date before purchases receive the no-interest treatment.
The minimum payment is designed to keep the account current, not necessarily to avoid interest. Paying more than the minimum can reduce balances and may be allocated to the highest-APR category, but it is not automatically the amount needed to preserve the grace period. Likewise, paying the purchase balance shown on an online dashboard may not equal paying the required statement or account balance in full.
Review each statement after a purchase cycle. Look for a purchase APR, a finance charge, average daily balance information or a separate interest line. If the statement’s figures do not match the agreement’s explanation, contact the issuer and ask which balance had interest, the dates used, and what payment would restore the grace period.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsIf you cannot pay the entire balance by the due date
If paying the full account balance is not practical, consider using another payment method for new purchases while the transfer remains on the card. That can keep those purchases from being added to this card’s balance, where they might otherwise accrue interest. It does not stop interest already accruing on a transferred balance, change the card agreement, or guarantee a particular amount of savings.
This approach is a way to separate new spending from the transfer card; it is not a way to avoid all borrowing costs. The alternative payment method may have its own APR, fees, due dates or loss-of-grace-period rules. Check those terms before switching spending. Avoid making a purchase on a different card merely because its name or marketing mentions a low rate.
If another payment method is unavailable, reduce or postpone discretionary purchases until you understand the cost. Keep essential spending within a repayment plan you can meet. Do not close or alter the transfer account based solely on a general rule; the transfer’s promotional terms, minimum payments and expiration date still apply.
What changes when the promotional rate ends
The transfer promotion’s duration is separate from the purchase grace-period question. Under the CFPB’s guidance on introductory rates, last reviewed September 23, 2024, an introductory rate generally must last at least six months unless the consumer is more than 60 days late. The issuer must disclose the introductory period’s length and the rate that follows it.
Use the offer documents and account agreement to identify the expiration date and post-promotion rate for your transfer. Do not infer the purchase APR, grace-period status, or payment conditions from the promotional rate alone.

As the expiration approaches, check whether the transferred balance will move to the disclosed rate and whether any separate purchase balance already has a different APR. Continue making at least the required minimum payment on time. A late payment can have consequences under the agreement and may affect promotional terms; the disclosure about introductory-rate duration does not replace the card’s late-payment provisions.
Comparison checklist for two cards or two offers
If you are deciding whether to use an existing card or accept a different transfer offer, compare terms rather than marketing labels. Ask these questions for each account:
- Grace-period availability: Does the card offer a purchase grace period while a transfer balance remains, or only when the account is paid in full?
- Purchase APR: What rate applies to new purchases today, and how is it calculated?
- Transfer APR: What rate applies during the promotion, and what happens when it expires?
- Full-payment requirement: What exact amount must be paid by the due date to retain or regain the purchase grace period?
- Restoration timing: How many full-payment billing cycles are required after a grace period is lost?
- Payment allocation: How is the minimum payment allocated, and where do payments above the minimum go when APRs differ?
- Disclosure dates: When does the introductory rate start and end, and what post-promotion rate is disclosed?
These are account and offer terms, not a universal ranking. A card that is useful for transferring a balance may be unsuitable for everyday purchases if you intend to carry the transfer.

- Assuming “0%” applies to all charges. Confirm whether the 0% rate is limited to transferred balances and whether purchases have a separate APR.
- Paying only the purchase amount. The CFPB’s described situation generally requires paying the full account balance, including the transfer, to avoid purchase interest.
- Confusing the minimum payment with a full payment. The minimum keeps the account from being treated as unpaid under ordinary terms but does not necessarily preserve a grace period.
- Assuming allocation restores the grace period. Sending extra money to the highest-APR balance may reduce interest exposure, but allocation is not a grace-period rule.
- Ignoring billing-cycle timing. Interest is often calculated daily, so transaction and payment-posting dates can matter.
- Failing to check the next rate. A promotion’s end date and post-promotion APR should be recorded before the transfer is made.
- Relying on a generic explanation. Grace periods are not mandatory and issuer agreements differ. The current statement and agreement control.
Practical decision: use the transfer card for purchases or not?
| Your situation | Practical approach | Why |
|---|---|---|
| You can pay the entire account balance, including the transfer, in full by the due date. | Confirm the agreement’s conditions and due date, then pay the required full amount on time. | In the CFPB’s described situation, paying the full balance is generally how to avoid interest on new purchases. |
| You plan to carry the transferred balance and cannot pay the full account balance. | Use another payment method for new purchases if practical, and avoid adding them to the transfer card. | New purchases on most cards can accrue interest from their transaction dates when a balance is carried. |
| You are unsure whether the grace period applies with a transfer balance. | Check the agreement, statement, or ask the issuer about the exact account terms before making purchases. | Grace periods are not mandatory, and issuer terms differ. |
| You already made purchases and paid less than the full account balance. | Review the statement for purchase interest and contact the issuer if the charge or terms are unclear. | Paying just the purchase amount may not satisfy the full-balance condition while a transfer balance remains. |
| The promotion is nearing its end. | Confirm the expiration date, post-promotion APR and remaining transfer balance; continue meeting the minimum payment. | The introductory period and the rate that follows it are disclosed separately from purchase-grace-period rules. |
| You are comparing a new transfer offer with the current card. | Compare grace-period conditions, purchase and transfer APRs, full-payment requirements, restoration cycles and allocation rules. | A low transfer rate alone does not show how new purchases will be treated. |
Questions to ask the issuer
If the agreement is difficult to interpret, ask specific questions rather than “Is this card 0%?” Ask whether purchases receive a grace period while a transfer balance remains; what exact amount must be paid by the due date; whether one or more full-payment cycles are needed to restore the grace period; what APR currently applies to purchases; and how payments are allocated among the transfer and purchase balances. Ask when the answer takes effect and request confirmation through the issuer’s secure message system if available.
Keep the statement showing the balances and APRs for the cycle in question. If an interest charge appears, ask which transactions generated it and whether the charge follows the agreement. The issuer’s explanation cannot change the written contract, but it can help you identify the applicable section and correct future payment instructions.
Bottom line for your account
Before using a card that carries a balance transfer, answer three account-specific questions: Does the card offer a purchase grace period while the transfer remains? What full payment and number of billing cycles are required to retain or regain it? What APR applies to purchases and after the transfer promotion ends?
For most cards, carrying the transfer means new purchases can accrue interest from their transaction dates. In the CFPB’s described situation, the general way to avoid that purchase interest is to pay the entire account balance, including the transfer, by the due date. If you cannot confirm that purchases are protected and cannot pay the entire balance, putting new spending on another payment method can keep it off the transfer card. Always verify the current statement and agreement because those account-specific terms control.

Does a 0% balance transfer make new purchases interest-free?
Not necessarily. For most cards, carrying a balance can remove the purchase grace period, so new purchases may accrue interest from their transaction dates even while the transferred balance has a 0% rate. Check the card agreement.

If I pay my new purchases in full, can I avoid interest while carrying the transfer?
Not always. In the CFPB’s described situation, you generally must pay the entire account balance, including the transferred balance, by the due date. Paying only the purchase amount may not satisfy the account’s full-payment condition.
Are credit card issuers required to provide a grace period?
No. The CFPB says credit card companies are not required to give a grace period. If an issuer offers one, the agreement states the conditions for keeping or regaining it.
How long does it take to regain a lost grace period?
It depends on the agreement. The issuer may require payment in full for one or more billing cycles. Read the account terms or ask the issuer for the exact number of cycles and the effective date.

It can reduce the balance exposed to a higher APR, because amounts above the minimum generally go first to the highest-APR balance. However, payment allocation does not itself restore a grace period or guarantee that no purchase interest will be charged.
What if I cannot pay the transfer and purchases in full?
If practical, use another payment method for new purchases so they are not added to the transfer card. Check the alternative method’s APR, fees, due date and grace-period terms. This does not erase interest already accruing or change the transfer agreement.
What happens when the introductory transfer rate ends?
The transferred balance generally moves to the post-promotion rate disclosed in the offer and agreement. The CFPB says an introductory rate generally must last at least six months unless the consumer is more than 60 days late. The purchase APR and grace-period rules remain separate questions.
Where can I find the terms that control my account?
Review the current statement, balance-transfer offer and cardholder agreement. Look for purchase and transfer APRs, grace-period conditions, full-payment requirements, restoration cycles, due date, promotional expiration and payment-allocation rules. Contact the issuer if any wording is unclear.
The Bottom Line
A 0% transfer is not a blanket 0% rate for new spending. If you carry the transfer, assume purchases may accrue interest from the transaction date unless your agreement clearly provides a grace period. To avoid that interest in the CFPB’s described situation, generally pay the entire account balance by the due date; otherwise, consider another payment method for new purchases and verify all terms in your statement and agreement.
