How to Assess GST 2.0’s Impact on Your Business’s Pricing, Invoicing and Cash Flow

Assess GST 2.0 supply by supply: verify the notified rate, model pricing choices, review invoices across the effective date, and forecast ITC and cash flow.

Assess GST 2.0 one product or service at a time: confirm its classification and notified rate, model the effect on customer prices and pre-tax margin, review transactions that straddle the rate-change date, then reconcile input tax credit (ITC), inventory, collections and tax payments. Most revised rates took effect on 22 September 2025; specified tobacco products were excluded pending a later notified transition date. The right response depends on your transaction facts and business choices—not just the headline rate change.

What changed, and when?

The 56th GST Council’s rate changes generally took effect on 22 September 2025. The Council’s FAQ dated 3 September 2025 identifies specified tobacco products—including cigarettes, chewing tobacco products such as zarda, unmanufactured tobacco and beedi—as a phased exception: their existing rates remained pending a later notified date. The Council’s 56th meeting press release describes the recommended changes and phasing, but recommendations are not a substitute for the legal notification that applies to a particular supply.

For each affected item, use the applicable notification and schedule rather than assuming a broad reform summary settles its rate. The GST Council’s CGST rate-notification index is the official starting point. Check the current notification and classification before changing a product or service’s tax setting, especially for a phased category.

How to build a rate and classification register

Create one row for every material product or service. Include its HSN or SAC classification, prior rate, current notified rate, effective date, and notification reference. Keep items with a delayed transition separate, and record the specific date and legal basis only after confirming the applicable notification.

This register is the control point for downstream pricing, billing and reporting. If the classification or effective date is wrong, changing the invoicing system alone will not fix the underlying treatment.

How to model pricing and margins

A lower GST rate does not dictate what a business should charge. It may allow a lower tax-inclusive customer price, a higher retained pre-tax amount, or a combination of the two. Model the alternatives for each affected line using the actual prior and revised rates.

Compare the scenarios

Scenario What to calculate What it helps you decide
Full pass-through Reduce the tax-inclusive price so the customer receives the full tax decrease. How much the customer-facing price changes and whether it fits your market and contracts.
Hold the tax-inclusive price Keep the customer price unchanged and calculate the resulting pre-tax amount at the new rate. How much of the tax change is retained before tax, and the effect on gross margin.
Partial pass-through Reduce the customer price by part of the tax decrease and calculate the remaining pre-tax effect. A balance between customer price and margin objectives.

For each scenario, record the pre-tax selling price, tax-inclusive price and gross margin. Use business-specific inputs when choosing among them: contract terms, competition, distributor arrangements, price points, and whether labels or catalogues display tax-inclusive prices. The Council’s materials establish rate changes, not a required pricing policy or a guaranteed demand response.

How to check invoices around the change date

Do not determine the rate for every open transaction from the invoice date alone. The Council’s FAQ explains that section 14 of the CGST Act governs changes in tax rates, and the applicable time of supply can depend on when the supply, invoice and payment occurred. For example, if a supply took place before the change but the invoice was issued afterward, the relevant payment timing may affect the result.

  1. Identify the effective date. Use the date in the applicable notification for the product or service.
  2. Collect the transaction dates. Record the supply date, invoice date and payment or advance date.
  3. Apply the statutory transition rule to the fact pattern. Do not automatically re-rate all open invoices based on when staff issue them, and do not assume the payment date alone controls every case.
  4. Keep the supporting record. Retain the classification, notification and date information used to determine the rate.

Transactions spanning the change date may need individual review. If a pattern is unclear or material, have a chartered accountant or GST practitioner assess the facts against the applicable provisions.

What to check about ITC and exempt supplies

For purchases, verify that the input tax was charged at the rate applicable to the inward supply and that the credit meets the usual statutory conditions. The Council’s FAQ says eligible credit is credited to the electronic credit ledger. An existing ledger balance may be used for output tax liabilities subject to section 49 of the CGST Act and the rules.

If a revised schedule makes an outward supply exempt, identify the effective date and calculate any ITC reversal required under the Act for supplies made from that date. Do not assume all accumulated credit disappears, or that pre-change credit is automatically refundable. The FAQ distinguishes use of an existing balance from reversal and discusses limits on refunds of accumulated credit arising from an inverted duty structure.

How GST 2.0 can affect working capital

Estimate cash flow from your own ledger and transaction timing; the rate change alone does not show whether your business will have more cash available. Build a weekly or monthly bridge that tracks:

  • Output tax due and when it becomes payable.
  • Eligible ITC expected and when it is available for use.
  • Any required reversal and its timing.
  • Stock purchased under the old rate and the cash tied up in it.
  • Customer collection dates and supplier payment dates.
  • Refund assumptions, shown separately rather than treated as available cash without support.

Compare an expected case with a delayed-credit case. This makes it easier to spot a temporary cash gap caused by the timing of receipts, tax payments, inventory and usable credit. Do not treat an expected refund or credit as cash on hand until its availability is established.

How to choose a pricing and operating response

Compare options against the factors that matter to your business, not just the size of the rate change:

  • Customer price and demand: the revised price and the likely customer response.
  • Pre-tax margin: how much of the rate change you pass on or retain.
  • Contracts and channels: requirements for communicating changes to customers, distributors or other channels.
  • Implementation risk: the time and error risk involved in updating billing, catalogues, labels and invoices.
  • Working capital: inventory exposure and the timing of collections, eligible ITC and any reversal.

If you use invoicing or accounting software, assess whether it supports effective-date rate changes, classification controls, an audit trail, credit-note workflows and exportable reports. Software can help implement and document a decision; it cannot determine a disputed classification or replace a transaction-specific tax review.
