Tall buildings can make a street shadier, windier in some spots, and more sheltered in others. They do not have one predictable effect on street-level temperature: shade can reduce daytime heating, while surrounding walls can retain heat into the evening. The result depends on building shape and spacing, street layout, local climate, and time of day.
How tall buildings change wind at street level
A tower redirects moving air rather than simply stopping it. Wind may be pushed down a building face, speed up around a corner, funnel along a street, or weaken in a sheltered area behind a structure. Podiums, neighboring buildings, and the width and shape of a tower’s lower levels all influence what pedestrians experience.
That is why wind studies test particular building arrangements instead of treating height as the only variable. A Toronto development study used computational fluid dynamics, a water flume, and wind-tunnel work to examine how conditions changed across development stages: Toronto study of urban wind conditions.
What specific wind studies found
- A 2012 boundary-layer wind-tunnel study found poorer natural ventilation at pedestrian level around a wider isolated building in its tested setup. It also found adverse ventilation effects when the gap between buildings was less than half the building width, and when a podium was included. These are results for the tested configurations, not universal design rules: 2012 wind-tunnel study.
- A 2017 study compared wind-tunnel models of 200 m and 400 m super-tall building forms. The 400 m forms produced higher pedestrian-level speed-up ratios in the tested configurations, while projected width—especially near the ground—strongly influenced results: Xu, Yang, Yoshida, and Tamura, 2017.
- A 2024 densification study found worsened pedestrian wind comfort for towers more than twice the height of surrounding buildings in its modeled settings. Trees lowered street-level wind in those settings but did not significantly weaken corner streams: 2024 densification study.
These studies measure different forms and conditions; none establishes a universal wind-speed change or a generally safe threshold for every street.

Why shade can cool a street by day but retain heat later
Tall buildings along narrow streets can form an urban canyon. The walls shade pavement and limit how much solar energy it absorbs during the day. But the same walls can absorb and trap heat reflected or emitted by pavement, restricting its escape and contributing to nighttime urban-heat-island conditions. The U.S. Environmental Protection Agency describes both effects and says the overall outcome depends on city layout, latitude, season, and other factors: EPA, “Reducing Urban Heat Islands: Compendium of Strategies, Cool Pavements”.
So a shaded street is not automatically cooler at every hour. Daytime shade, evening heat retention, wind speed, and cloud cover all affect surface and air temperatures; the balance varies by place and weather: Factors affecting surface and air temperatures.

Why air temperature is not the same as how hot it feels
Air temperature alone does not describe outdoor thermal comfort. A 2019 study paired computational fluid dynamics with an outdoor-comfort model and used physiologically equivalent temperature (PET), a measure that reflects outdoor thermal conditions beyond air temperature. In its modeled urban forms, shade reduced the morning PET increase relative to open areas, but PET rose by more than 10 °C from morning to noon. The authors associated the modeled rise with buildings absorbing solar radiation and later acting as heat sources, alongside warmer air in canyons and at intersections: “Relationship between pedestrian-level outdoor thermal comfort and building morphology in a high-density city,” 2019.
That figure is a modeled result for the study’s forms, not a prediction that every shaded street will warm by that amount. The authors found that shortening building lengths and increasing porosity at lower levels were effective interventions in the configurations they tested.

What to compare when evaluating a street or development
There is no single score that captures whether a building arrangement is better for street-level wind and heat. A useful comparison separates the conditions and times that matter:
- Wind: pedestrian-level speed, gust exposure, comfort or safety, and whether the street remains ventilated.
- Shade: when and how long shade falls on the street in different seasons and orientations.
- Heat: daytime pavement heating and how readily heat escapes in the evening and at night.
- Form: tower height relative to neighbors, lower-level width, spacing, podiums, street width, and building length.
- Local conditions: latitude, prevailing wind, cloud cover, and the surrounding urban form.
Interpret any reported number in context: the studies cited here include wind-tunnel experiments, case analysis, and numerical modeling, each testing particular geometries and conditions. Their results explain mechanisms and trade-offs, not a single street-level outcome that applies everywhere.
