TikTok’s proposed U.S.-specific recommendation system is meant to address a central problem in the U.S. dispute: moving American user data to U.S. servers does not, by itself, show who controls the software deciding what those users see. Reuters reported in May 2024 that TikTok had begun building a separate copy of its recommendation system. Later reports described a U.S. operating structure involving Oracle and a separate U.S. app and data system. But TikTok disputed the original account, and public reporting does not establish that a fully independent U.S. algorithm has been completed or independently audited.
Why TikTok’s recommendation algorithm is at the center of the dispute
The For You feed is not simply a list of videos from accounts a person follows. A recommendation system selects and ranks videos, helping determine which creators find an audience, how trends spread, and what users are likely to watch next. Those decisions can also shape discovery of products and advertising opportunities.

That makes the system valuable to TikTok—and politically sensitive. U.S. lawmakers have worried that a China-based parent could influence which topics are amplified or suppressed, access user behavior, or affect how recommendations change. The concern is about control over the information environment as well as data storage.
A buyer or U.S. operator could not necessarily reproduce the familiar TikTok experience just by acquiring a company or an app. The product depends on recommendation technology and the systems, data, and engineering processes around it.

What TikTok reportedly began building
Reuters reported on May 30, 2024, citing sources with direct knowledge, that TikTok’s U.S.-algorithm work had begun in late 2023. The report said hundreds of engineers in the United States and China were separating millions of lines of code to create a system independent of ByteDance’s Chinese service, Douyin. At the time, TikTok had about 170 million U.S. users, according to the report. These were reported details, not a public technical specification, and TikTok called the account “misleading and factually inaccurate” without publicly identifying which details it disputed.
The reported effort was more ambitious than copying one algorithm file. Recommendation systems generally depend on interconnected components, including:
- Systems that identify candidate videos and rank them for a particular user.
- User and video signals, such as viewing and engagement patterns, and the infrastructure that stores and processes them.
- Content-understanding, search, and hashtag systems that help connect videos to interests and topics.
- Safety and moderation rules that can affect whether and how content is recommended.
- Model-training, experimentation, monitoring, and rollback tools used to update the service and respond to problems.
Separating such a system can mean reproducing components, removing dependencies, rebuilding services, or licensing technology. The phrase “custom algorithm” is a shorthand, not a confirmed official name for a TikTok product. It does not establish which of these technical arrangements was adopted.

Why storing U.S. data was not the same as separating the algorithm
TikTok’s earlier Project Texas focused on protecting U.S. user data in an Oracle-hosted environment. In testimony to Congress, CEO Shou Chew described the proposed U.S. data protections. But data location alone does not establish who can change ranking software, train or update models, access engineering systems, or set moderation rules. Lawmakers continued to raise questions about algorithmic and operational control.
The distinction is straightforward: a server can be in the United States while software and decisions affecting what it delivers remain connected to systems or personnel elsewhere. A separate codebase and training process could address more of those dependencies, but a claim of separation needs evidence about access, updates, and governance—not just the location of data centers.
Congress passed the Protecting Americans from Foreign Adversary Controlled Applications Act in April 2024. The law required ByteDance to divest TikTok’s U.S. operations or face restrictions that could make the service unavailable in the United States. The statutory deadline of January 19, 2025, became a central point in the dispute. The legal question therefore extended beyond whether U.S. data was hosted domestically to whether ByteDance would continue to control the U.S. application, its data, or its recommendation technology.

What a U.S.-specific system would have to keep—and what could change
A U.S. system would not have to show only American videos. It could still recommend creators and trends from around the world. The crucial difference would be who controls the ranking infrastructure and what data and systems it uses to decide what U.S. users see.
Separating the system could also change how the feed behaves. A model trained or adjusted on U.S. user interactions may become more tailored to domestic audiences, while having less access to global behavioral signals or the engineering processes that support TikTok’s existing system. Reuters sources reported that management saw a risk of weaker performance because the existing recommendation system relied heavily on ByteDance engineers in China for maintenance and engagement optimization.
Possible effects are not confirmed outcomes. A separated system could take longer to recognize an international trend, produce different results for U.S. viewers and creators abroad, or need time to regain personalization quality. Changes to recommendation systems could also affect search, shopping discovery, advertising, and moderation—not only the For You feed. The available reporting does not establish how a U.S. system performs compared with TikTok’s global one.

- Creators outside the United States: Their reach among U.S. viewers could change if U.S. recommendations rely more heavily on domestic signals.
- U.S. creators with international audiences: A divided operating system could make distribution across markets less symmetrical.
- Breaking news and emerging trends: A more isolated training and update loop could make it harder to learn from signals elsewhere, though it would not preclude recommending international content.
- Users traveling or using the app across borders: Public reporting does not explain whether feed behavior would follow an account, location, device, or market-specific app environment.
- Music, commerce, and monetization: Rights and business arrangements may not transfer cleanly to a separate U.S. operating environment.
What Oracle’s role does—and does not—show
Later reporting described Oracle as a central infrastructure and security partner for a U.S. system, with responsibilities related to hosting or securing U.S. data and monitoring the U.S. environment. A Reuters report also described plans for a standalone U.S. app with separate algorithm and data systems. These reports point to a broader arrangement than Project Texas, but they do not establish that Oracle invented the recommendation system, writes its ranking logic, or independently controls every product decision.
Hosting, security review, and governance are distinct responsibilities. A cloud provider can help isolate infrastructure and monitor changes; that alone does not prove that the ranking model is neutral, that ByteDance has no practical influence, or that the U.S. operator controls all updates. The public reporting available as of August 18, 2026, does not provide a complete technical record or independently verified audit results for the production system.
How the reported plan developed
| Date or period | What was reported or established |
|---|---|
| Late 2023 | Reuters later reported that work on a U.S. copy of the recommendation system began around this time; the claim was attributed to sources, not a public technical disclosure. |
| April 2024 | Congress passed the divest-or-ban law covering applications controlled by foreign adversaries. |
| May 30, 2024 | Reuters reported the code-separation project. TikTok disputed the report’s characterization. |
| January 19, 2025 | The statutory deadline became a key milestone in the U.S. TikTok dispute. |
| 2025–2026 | Later reports described a U.S. joint-venture or operating structure, a standalone U.S. app, and Oracle’s security role. Other reporting described ByteDance as retaining a significant connection to parts of the broader business. The available public record does not independently establish the final legal status of every arrangement or the full production status of the algorithm as of August 18, 2026. |
The 2024 engineering account, later reports about a proposed or emerging corporate structure, and the system’s actual operation are different stages. A planned separation is not proof of completion, and a change in ownership or governance does not, by itself, demonstrate that all technical dependencies have changed.

What would demonstrate that the separation is meaningful?
A credible arrangement would need to show how control works in practice, not just state that data or code is in the United States. Useful evidence would include:
- Clear authority over deploying software and approving model updates.
- Documented access controls showing which personnel and entities can reach source code, training systems, and user data.
- Independent audits of code changes, data flows, and recommendation integrity, with findings made public where possible.
- Logs and review procedures that make model updates traceable and reversible.
- Governance rules identifying who can set ranking and moderation policies and who is accountable for them.
- Evidence that the system remains resilient and useful, including continuity for creators and international content.
Even strong technical separation would not make a recommendation system politically neutral: ranking always reflects design choices, safety rules, and commercial priorities. It could, however, make those choices more auditable and reduce the possibility of outside control. The unresolved question is whether the reported U.S. structure can provide verifiable independence without sacrificing the performance and cross-border discovery that define TikTok.
