Federal return-to-office policy and the DOGE workforce agenda are related, but they came from separate presidential actions. A January 2025 direction called for executive-branch employees, including remote workers, to work full time from an agency location, subject to exceptions and later guidance. A separate February order imposed hiring controls and directed agencies to prepare for workforce reductions. The DOGE founding order itself did not end telework.
What changed—and which order did what?
“DOGE” is often used as shorthand for several administration policies, but the relevant actions were distinct. The dates and effects matter: the order establishing the U.S. DOGE Service addressed technology and government efficiency; the return-to-in-person direction addressed where employees work; and a later workforce order addressed hiring and possible reductions.

Executive Order 14158 set July 4, 2026, as the termination date for the temporary DOGE organization. The order clarified that this would not by itself terminate other authorities in the order. That date, on its own, does not establish that every DOGE-related authority or workforce policy ended then.
Are remote government jobs ending?
The January 2025 direction was broad: agencies were told to require employees, including those working remotely, to work from an agency location full time. OPM later said earlier telework guidance inconsistent with the presidential memorandum and its implementation guidance had been rescinded. The direction is therefore a major change for employees whose positions had been remote or telework-based, but it is not proof that all remote work or all federal jobs disappeared.

Exceptions are part of the implementation. GAO describes subsequent guidance permitting exceptions for certain military and Foreign Service spouses, qualifying medical conditions, and other compelling reasons. Agency implementation and applicable guidance determine how an individual case is handled; the general direction should not be mistaken for a guarantee that a particular employee qualifies for an exception.
Telework and remote work are related but not identical arrangements. Telework generally means an employee works away from the agency worksite for some of the workweek; a remote position may have no regular agency worksite for that employee. The cited policy materials discuss both, but do not support treating every employee’s arrangement as interchangeable.
How the workforce-reduction agenda intersects with office attendance
The return-to-in-person direction and the February workforce order can affect the same employees, but they use different mechanisms. The first changes the expected work location. The second directs agencies to plan staffing, constrain hiring, and prepare for reductions in force. An employee being told to report to an agency location is not, by that fact alone, evidence that the employee has been selected for a reduction in force.

Executive Order 14210 directed a workforce-reduction plan relying on efficiency and attrition, with no more than one hire for every four departures under the plan, subject to specified exemptions and plan details. It also directed agencies to develop data-driven hiring plans in consultation with DOGE teams and to prepare for large-scale reductions in force consistent with applicable law. Provisions excluded some public-safety, immigration-enforcement, and law-enforcement functions, and the order allowed additional agency and OPM exemptions.

A January 15, 2025 House Oversight hearing transcript records Representative Melanie Stansbury characterizing Musk and Ramaswamy as having been open about ending telework as a way to get federal workers to leave, and referring to their Wall Street Journal opinion piece. That is Stansbury’s account in a hearing—not the text of the opinion piece or a direct quotation from Musk or Ramaswamy. The official actions described above establish the policies and their stated mechanisms; they do not establish that Musk personally ordered specific employees back to offices.
What the evidence says about remote work and hiring
The available findings speak to recruitment and hiring goals, not a universal productivity verdict. GAO reported that OPM found remote job announcements averaged 366 applications, compared with 51 for similar non-remote announcements. GAO also found that agencies with a higher share of remote job announcements were more likely to meet mission-critical hiring goals. The latter is an association; it does not show that remote work alone caused agencies to meet those goals.

These figures matter to agencies competing for applicants, particularly for hard-to-fill roles, but they do not establish what happens to service quality, output, or taxpayer costs when a particular job moves to an office. Application volume is not the same measure as retention, performance, or mission delivery.

In a January 2, 2026 public explanation, OPM Director Scott Kupor argued for office attendance on the grounds of communication, collaboration, mentoring, and supervision. He wrote: “Because communication and collaboration are sub-par when nobody is in the office.” This is the administration’s rationale as stated by the OPM director, not an independent measurement of the effect of office attendance in every agency or role.

He said roughly 10% of employees had received exemptions and that in-office rates were around 90%. Those are the director’s reported figures and framing as of January 2, 2026—not an independently audited current count.

GAO’s recommended approach is to evaluate costs and benefits rather than assume one arrangement works equally well everywhere. Its recommendation called for OPM guidance assessing effects on agency mission and outcomes, recruitment and retention, and operating costs. GAO reports that OPM issued revised federal telework and remote-work guidance on December 31, 2025, calling for formal assessments before arrangements or programs and periodic reevaluation.
GAO’s described assessment factors include:
- Mission results and employee performance.
- Recruitment and retention, including whether agencies meet mission-critical hiring goals.
- Real-estate and equipment expenses, as well as costs of ending or changing existing arrangements.
- Time-and-attendance audits and the management needs of the work.
GAO noted that agencies had analyzed recruitment and retention effects, but OPM’s earlier guidance requiring assessment of remote work’s effects on mission, recruitment, and retention had been canceled at the time GAO described. The revised guide provides an evaluation framework; it does not establish that every agency has completed a sound assessment.
What federal employees and applicants can reasonably conclude
The official actions support a few practical conclusions, but not a prediction about every position:

The cited GAO findings do not provide a nationwide causal estimate of the effects of return-to-office on resignations, productivity, service quality, or total taxpayer costs.
