How Starlink Availability Depends on Spectrum Rules and Local Licensing

Starlink availability depends on more than satellite coverage: country authorization, address-level service status, installation rules, and approval for mobile use can all matter.

Starlink can have satellites capable of reaching a location and still be unavailable there: coverage is not the same as permission to provide service. Availability also depends on what Starlink offers at a specific address and, separately, on local rules for installing or using the equipment. Check the address in Starlink’s availability map, then verify the requirements that apply to your country and intended use.

Why satellite coverage does not guarantee service

Availability involves several different questions. A satellite may be physically able to reach an area, but Starlink still needs the relevant governmental authorizations to provide service there. Its service terms make obtaining and maintaining necessary authorizations a condition of service.

Starlink’s availability map distinguishes whether service can be ordered from whether satellites can reach a location. For areas that are not yet available, the map may show: “Pending service coverage or regulatory approval.” That status can reflect either factor; it does not, by itself, identify which approval or technical condition is outstanding.

There is no single global “Starlink spectrum license” that answers every country’s rules. Spectrum rights, terminal approvals, telecommunications authorizations, and local installation requirements can be separate legal questions. Which agency handles them, and what authorization is required, depends on the jurisdiction; the general availability information does not establish a universal licensing process.

What determines whether you can order service

Country authorization

Starlink must have the governmental permissions required to provide service in the relevant jurisdiction. A satellite footprint, service in a neighboring country, or the ability to receive a signal does not establish that permission.

Address-level availability and plan

Even where Starlink operates in a country, the map asks users to check availability and plans for their service area. A country’s general status therefore does not settle whether service can be ordered at a particular address or which service options are offered there.

Installation and property rules

Permission to subscribe is not the same as permission to install equipment at a particular property. Starlink’s terms place responsibility on customers to comply with applicable building codes, zoning rules, association requirements, lease obligations, landlord or owner approval, permits, and related requirements. These may matter for a rooftop, rental, business, or shared-building installation.

Moving use has additional approval limits

Residential availability does not establish that a kit or service plan can be used while moving. Starlink’s terms restrict in-motion use to designated kits and countries or uses with the required approvals.

Starlink says eligible plans may serve users in international waters, while use on land and in territorial waters depends on local government approval. For a vehicle, vessel, or aircraft, check the approval for the specific use and service category rather than relying on the status of a stationary home address.

How to check your location and use case

  1. Check the service address. Enter the exact address in Starlink’s official availability map. Note whether the map indicates availability or a pending status, and review the plans it displays for that service area.
  2. Review the applicable Starlink terms. Check the current terms for your country or region for the governmental-authorization condition and any restrictions relevant to your service.
  3. Check installation requirements. If you rent, live in a managed or shared building, or need a rooftop or business installation, confirm the relevant owner, lease, association, building, zoning, and permit requirements before installing equipment.
  4. Verify mobility approval if applicable. For use on a moving vehicle, vessel, or aircraft, confirm that the specific kit and service category are permitted for that country and use. Do not treat ordinary address availability as approval for in-motion use.
  5. Consult the national communications regulator for spectrum status. Use the regulator’s current rules or authorization records for the country in question. The general Starlink information described here does not provide a complete country-by-country list of spectrum permissions.

What this means before you spend money

A Starlink kit is receiving equipment; buying the hardware does not itself provide the governmental authorization required for service. Before purchasing, establish that service can be ordered for your address and that your intended installation and use comply with applicable requirements. If the map shows pending status, it does not establish that service will be available by a particular date.
