How Social Security COLA Is Calculated and Who Qualifies for an Increase

SSA calculates Social Security’s 2026 COLA by comparing third-quarter CPI-W averages. The 2.8% adjustment applies automatically to covered benefits and SSI payments, though individual net increases vary.

Social Security’s 2026 cost-of-living adjustment (COLA) is 2.8%. The Social Security Administration (SSA) calculates it by comparing the average Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) in July, August and September with the average for the third quarter of the last year a COLA took effect. Eligible Social Security beneficiaries and Supplemental Security Income (SSI) recipients receive the adjustment automatically; they do not apply for it. But a 2.8% COLA does not necessarily mean the amount deposited into every person’s account rises by exactly 2.8%.

How the 2026 Social Security COLA was calculated

The formula is set by law. The Bureau of Labor Statistics calculates the CPI-W each month, and SSA uses the average of its July, August and September readings—the third quarter—to determine the COLA. SSA compares that three-month average with the average for the third quarter of the last year in which a COLA took effect.

For the 2026 adjustment, the last COLA year used as the base was 2024. SSA compared the 2025 third-quarter average with the 2024 third-quarter average:

Calculation input CPI-W average
Third quarter of 2024, base period 308.729
Third quarter of 2025 317.265

The calculation is (317.265 − 308.729) ÷ 308.729 × 100, which gives an increase of about 2.765%. SSA rounds a positive result to the nearest tenth of one percent, producing a 2.8% COLA. SSA determined the 2026 adjustment on October 24, 2025.

The CPI-W is a broad price index, not an estimate of how much any one household’s personal expenses have risen. A person’s own spending may change faster or slower than the index. The index SSA uses for this calculation is the CPI-W; it is not a personal inflation rate or a different price index selected by an individual beneficiary. In its March 2025 publication, SSA says of the CPI-W, “By law, it is the official measure we use to calculate the COLA.”

The comparison is tied to the last year a COLA took effect, not necessarily the immediately preceding year. That is why SSA used 2024 as the base year for the 2026 adjustment. Beneficiaries do not choose a price index or submit their own inflation figures; SSA applies the statutory method after the relevant CPI-W data are available.

Why there may be no COLA in a year

The formula does not guarantee an annual increase. If the relevant CPI-W average does not rise from the comparison period, or if a positive change rounds to zero, SSA does not provide a COLA for that year. SSA’s current technical explanation describes the rule in terms of no increase or a rounded increase of zero.

This means the 2.8% figure is specifically the 2026 COLA, based on the CPI-W comparison through the third quarter of 2025. It should not be mistaken for an adjustment in a later year: each year’s calculation depends on its own comparison period and SSA determination.

Who receives the COLA

SSA applies the annual COLA to Social Security benefits and SSI payments. For 2026, SSA says both Social Security beneficiaries and SSI recipients receive the 2.8% adjustment. It is an automatic adjustment under the statutory formula, not a separate grant that requires an application.

“Qualifies” in this context means that a person has a benefit or payment covered by the program and is entitled to an amount to which the adjustment can be applied. The COLA does not create a Social Security benefit for someone who does not otherwise qualify for one, and reaching a particular age by itself does not guarantee a Social Security payment. Retirement, disability, survivor, family and SSI eligibility follow their respective program rules.

The COLA changes an existing covered benefit or payment; it is not a new benefit category with its own application process. SSA’s 2026 fact sheet says Social Security beneficiaries and SSI recipients receive the adjustment. Its 2026 FAQ estimated that 75 million people across the two programs would be affected. That broad estimate does not determine whether an individual has established entitlement or predict the size of that person’s increase.

SSA gives an example in which a worker first eligible for benefits in 2026 could first receive the COLA effective for December 2026. That example illustrates why a new claimant’s first applicable increase may differ from the increase already being applied to existing payments; it is not a universal first-payment date for every type of claim. If a claim is new or pending, check the entitlement date and COLA information in the individual SSA notice or account.

Why your payment may not rise by exactly 2.8%

The 2.8% figure is the COLA rate, not a promise that every person’s final net deposit will be 2.8% higher. For retirement benefits, SSA applies the COLA to the primary insurance amount (PIA), the benefit amount derived from a worker’s earnings record. It then applies relevant retirement factors, deducts applicable offsets and truncates amounts according to its rules. The resulting payment can therefore differ from a simple calculation that multiplies the current net deposit by 1.028.

PIA example: the adjustment before considering a person’s final deposit

SSA’s example starts with a PIA of $2,108.50. After a 2.8% COLA, the amount is $2,167.50, after SSA truncates it to the next lower dime. This example demonstrates the adjustment to a PIA; it is not a forecast of what every beneficiary will receive in a bank account.

The example also shows why it is useful to distinguish the COLA rate, the PIA and the final payment. The rate applies within SSA’s benefit calculation; the PIA is not necessarily the same as the amount a person receives after applicable factors and deductions. Multiplying an old bank deposit by 1.028 may therefore produce a different figure from SSA’s updated amount.

Factors between the PIA and the amount paid

A retirement benefit is built from a worker’s earnings history. SSA generally uses up to 35 years of indexed earnings to calculate the baseline benefit and PIA. The amount actually payable can then reflect early or delayed retirement factors, among other applicable rules. A COLA adjusts the established benefit structure; it is separate from the original calculation of a worker’s benefit.

Deductions can also change the net amount. SSA gives the Medicare Supplementary Medical Insurance (Part B) premium as an example of a deduction that may affect a Social Security payment. A comparison between the old and new deposits may therefore reflect both the COLA and changes to deductions, rather than the COLA alone. Review the benefit amount and deductions on the notice instead of treating the bank deposit as the starting figure for a COLA calculation.

When the increased payments arrive

The 2026 COLA applies to Social Security benefits beginning with benefits received in January 2026. SSI’s increased January payment was issued on December 31, 2025, because of the holiday payment calendar. The same annual COLA can therefore appear on different dates for Social Security and SSI recipients.

Payment type When the 2026 increase appeared
Social Security Benefits received in January 2026
SSI The increased January payment was issued December 31, 2025

In general, after 1982, Social Security COLAs have applied to December benefits received in January. SSI’s January payment is commonly issued at the end of December when January 1 is a holiday. Check the specific payment calendar and notice for an individual case rather than assuming that the two programs use the same deposit date.

The payment date is separate from the quarter used to calculate the percentage. SSA compares CPI-W data from the third quarter, announces the adjustment after that data are available, and applies it to the covered benefits on the program’s payment schedule. The date an SSI payment arrives early because of a holiday does not mean the COLA was calculated using a different inflation measure.

How to check your own COLA notice and amount

SSA mails COLA notices during December. Beneficiaries can also view notices in the Message Center of a personal my Social Security account. For the 2026 adjustment, SSA said online notices were available to most beneficiaries who had created an account by November 19, 2025.

  1. Sign in to your my Social Security account. Use the account associated with your own benefit record.
  2. Open the Message Center. Look for the COLA notice that describes the adjustment and the payment amount.
  3. Compare the stated benefit with your deposit. If the deposit differs from a simple 2.8% calculation, review the notice for benefit factors, deductions or offsets, including any Medicare premium deduction.
  4. Contact SSA about a case-specific discrepancy. A notice or account shows the amount SSA has calculated for your record; a general COLA percentage cannot account for every individual factor.

SSA’s 2026 FAQ estimated that 75 million Social Security and SSI recipients would be affected by the adjustment. That is SSA’s estimate, not an individual eligibility test or an estimate of how much any one person’s payment will rise.

The COLA does not set the Medicare Part B premium

The COLA and the Medicare Part B premium are separate calculations. SSA states that the CPI-W is not used to determine the Part B premium; that premium is adjusted separately based on program costs. As a result, a beneficiary’s net Social Security deposit can reflect a COLA increase and a separate premium deduction. Check each amount on the SSA notice rather than treating the COLA as a guarantee about the net deposit.

SSA’s March 2025 COLA publication puts the distinction directly: “Unlike the Social Security COLA, the CPI-W is not used to determine the Medicare Part B premium.” A change in that premium is not part of the CPI-W COLA formula, even if both affect the amount a person sees in a monthly deposit.

Frequently Asked Questions

How does SSA calculate the Social Security COLA?

SSA compares the average CPI-W for July, August and September with the average for the third quarter of the last year a COLA took effect. For 2026, the comparison was 317.265 for 2025 Q3 against 308.729 for 2024 Q3. The resulting increase was rounded to the nearest tenth of a percent, or 2.8%.

Who gets the 2026 Social Security increase?

SSA says the 2.8% adjustment applies to Social Security beneficiaries and SSI recipients. It is automatic for covered benefits and payments; it does not replace the eligibility rules for establishing a Social Security or SSI entitlement.

When did the 2026 COLA show up in payments?

Social Security benefits reflecting the increase began with benefits received in January 2026. The increased January SSI payment was issued on December 31, 2025, because of the holiday payment calendar.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why did my deposit rise by less than 2.8%?

The COLA rate is not necessarily the percentage increase in a net bank deposit. SSA adjusts the PIA and then applies relevant benefit factors, offsets and truncation; deductions such as the Medicare Part B premium can also affect the net amount. Check your SSA notice and account for the amount specific to your record.

Does the COLA determine my Medicare Part B premium?

No. SSA says CPI-W is not used to determine the Part B premium, which is adjusted separately based on program costs. The premium can affect a Social Security deposit, but it is not part of the COLA calculation.

If I first become eligible in 2026, do I get the 2026 COLA?

SSA gives the example that a worker first eligible for benefits in 2026 could first receive the COLA effective for December 2026. This is an example, not a universal timing rule for every claim. For a new or pending claim, confirm the applicable date with SSA.

The Bottom Line

SSA calculates the 2026 COLA by comparing third-quarter CPI-W averages, producing a 2.8% adjustment for covered Social Security benefits and SSI payments. The adjustment is automatic, but its effect on an individual’s net deposit depends on benefit factors and deductions. Use your my Social Security notice or account for your exact amount, and treat any Part B premium change as separate from the COLA.
