To control costs, confirm the business’s assigned merchant category code (MCC), eligibility for small-merchant protections, fees beyond MDR, and any optional device or service charges. Under the announced framework, the Ministry of Finance says payments up to ₹2,000 remain zero MDR, while certain higher-value merchant payments may attract category-based charges. Google Pay for Business says its announced schedule starts on 15 October 2026; as of 13 October 2026, that date is still upcoming.
What a business needs to accept UPI
UPI acceptance is not limited to a large shop or a business with a point-of-sale terminal. A merchant can accept payment through a QR code shown on a phone or printed for a billing counter. Customers scan the code with a UPI app and pay to the merchant’s VPA, or virtual payment address.

To set this up, contact the bank holding the business account or choose a merchant payment provider. The provider will explain its onboarding steps and how it assigns or verifies the merchant category code (MCC). That code matters because the announced MDR schedule varies by merchant category; the everyday description of a business does not necessarily determine its formal category.
Information and account details
Google Pay for Business lists business name, address, phone number, contact details, MCC, VPA, and a business or personal bank account among the sign-up information. Those are examples of one provider’s requirements, not a universal checklist: another bank or provider may require different documents or account arrangements. If the business does not already have a VPA, Google says to contact a bank or payment service provider.
#1 Best Overall
Before submitting an application, ask which account will receive payments, which VPA and MCC will be associated with the merchant, what evidence is needed to verify the business, and how long activation normally takes. Get the provider’s answers in writing, especially if the business has more than one line of activity or sells goods and services that could fit different categories.
Choose a QR format
A provider may let a business display its QR on a phone or request a physical QR kit for the counter. A standee is optional; the QR itself must be the merchant’s valid code. Do not use an unrelated code simply because it is convenient to print: customers need to pay the intended merchant account, and staff need to be able to identify incoming payments.
Keep the displayed QR visible and check that the merchant name shown to a customer matches the business. Decide how staff will confirm payment in the provider’s app or other agreed process before handing over goods. A printed code makes the payment destination easy to scan, but it does not replace the business’s own transaction and reconciliation process.

What MDR means—and what it does not mean
MDR, or merchant discount rate, is a merchant-side charge associated with payment acceptance. The Ministry of Finance says MDR is neither a tax nor a charge collected by the Government or NPCI. It also says customers should not pay MDR and that banks have been advised to prevent merchants from passing the charge on to customers.
MDR is not a complete name for every possible cost of accepting UPI. A bank may charge for an account or impose requirements; a provider may have its own service terms; and an optional soundbox may have a subscription. Google Pay for Business says its SoundPod subscription plan is separate from MDR and unchanged by the announced fee schedule. Do not assume that a QR kit, soundbox, or other device is free, or that all providers charge the same amount.
Ask for a written fee schedule covering the merchant account, payment types, MDR, settlement, hardware rental or purchase, device subscriptions, and any other service charges. This helps avoid mistaking a bank or device fee for MDR—or overlooking a cost because a provider describes its QR acceptance as free.

Announced MDR protections and rates
The Ministry of Finance’s 15 September 2026 release describes the announced framework. Google Pay for Business says its fee schedule starts on 15 October 2026 and is assessed transaction by transaction, based on MCC, rather than on whether monthly or quarterly turnover crosses ₹1 lakh or ₹3 lakh. As of 13 October 2026, the provider’s stated start date has not yet arrived. Confirm the effective terms with the chosen provider, particularly if implementation or policy changes after that date.

| Payment or merchant category | Announced MDR treatment | What to verify |
|---|---|---|
| Any merchant UPI payment up to ₹2,000 | Zero MDR under the Ministry’s 15 September 2026 announcement. | Confirm the transaction amount and that the payment is covered by the provider’s UPI terms. |
| Eligible P2PM small merchant receiving up to ₹1 lakh per month through UPI QR | Zero MDR on all transactions under the Ministry’s announcement, including transactions above ₹2,000. | Confirm that the provider classifies the business as P2PM and how it determines monthly UPI receipts and eligibility. |
| Covered standard P2M payment above ₹2,000 | 0.4%; capped at ₹300 for transactions of ₹75,000 and above, under the Ministry’s announced schedule. | Check the assigned MCC and whether the payment falls within this covered category. |
| Named essential and thin-margin sectors above ₹2,000 | Flat ₹5 for listed categories including railways, telecom, insurance, fuel, and agricultural inputs. | Do not infer eligibility from a broad business description; ask the provider to confirm the MCC and treatment. |
| Capital-market payments above ₹2,000 | 0.02%, capped at ₹300 under the announced schedule. | Confirm that the payment is classified as a capital-market payment. |
The P2PM small-merchant protection and the ₹2,000 transaction threshold address different things. The first concerns a merchant’s classification and monthly UPI QR receipts; the second is an individual payment threshold in the announced schedule. A small merchant who qualifies for the P2PM protection is described by the Ministry as receiving zero MDR on all transactions. A business should not assume it qualifies solely because it is small or because its turnover falls below a figure mentioned in a question or provider FAQ.
For a covered standard payment above ₹2,000, 0.4% of ₹5,000 is ₹20. At ₹75,000, 0.4% is ₹300, which is also the stated cap for transactions at that size and above. These are arithmetic illustrations of the announced rate, not a quote for a particular merchant: the MCC, P2PM status, payment type, provider implementation, and effective terms determine the applicable treatment.

The Ministry estimates that about 96% of P2M transactions will remain unaffected and about 4% will attract MDR under the announced framework. These are the Ministry’s estimates published in 2026, not independently measured figures here. They describe transaction shares, not a promise that a particular business will pay nothing or a prediction of its own cost.
How to compare banks and merchant providers
There is no single provider cost that can be applied to every small business. Provider contract costs and operating terms are not uniformly established across options. Compare offers against the actual way the business takes payments, and ask the provider to put the answer in writing.

- P2PM eligibility: Ask whether the business can be classified as a P2PM small merchant, what monthly UPI QR receipts count toward the ₹1 lakh condition, and how the provider determines or communicates eligibility.
- Payment mix: Estimate how many individual payments are likely to be at or below ₹2,000 and how many will be above it. For higher-value payments, ask which announced rate applies to the MCC and payment type.
- Account charges: Separate MDR from bank account fees or requirements. Google’s guidance for individual-account use is a provider-specific case: it says use with BHIM UPI can receive up to ₹50,000 per month without fees, after which the bank may charge fees or add requirements. This is not the Ministry’s P2PM classification or its ₹1 lakh monthly UPI QR protection.
- QR and device costs: Ask whether a physical QR kit has a fee and whether a soundbox is optional, rented, purchased, or covered by a subscription. Get the price and billing frequency rather than assuming a device is included.
- Settlement and reconciliation: Confirm when funds reach the account, what transaction details appear in statements or reports, how staff can match payments to sales, and how to get help with a disputed or missing payment.
A useful comparison is not just “Which provider has the lowest MDR?” It is “What would this provider charge and require for this business’s MCC, payment sizes, monthly receipts, account, settlement needs, and chosen devices?” Two providers may differ in service terms even when the announced policy framework is the same.

A practical setup and cost-check process
- Choose the receiving bank or provider. Confirm it supports merchant UPI acceptance for the business and ask for its current onboarding and fee documents.
- Verify the business details and MCC. Give an accurate description of what the business sells. Ask the provider to state the assigned MCC and explain how it affects the announced MDR schedule.
- Confirm the VPA and account. Check the merchant name and receiving account associated with the VPA. If using an individual account, ask specifically about bank limits, fees, and requirements; do not treat those as the same thing as P2PM eligibility.
- Decide how customers will scan. Use the provider’s valid merchant QR on a phone or request a physical counter kit. Add a soundbox only if its operational benefit is worth its separately stated service cost.
- Map likely payments to the rules. Estimate payment count and value, identify transactions above ₹2,000, and ask whether the small-merchant P2PM exemption applies. For higher-value payments, confirm the category rate or special sector treatment against the MCC.
- Read the complete written schedule. Separate MDR from account charges, settlement terms, QR or hardware charges, soundbox subscriptions, and other provider services. Check the start date and whether the schedule is current.
- Test a payment and reconcile it. Confirm that the customer-facing merchant name is correct, the payment reaches the intended account, staff can verify it, and the transaction can be matched to the sale in the business’s records.
Why older reports may give a different answer
The Ministry’s 8 August 2026 release described a pending amendment that would enable the UPI and Services Steering Committee to decide MDR, if any. The later 15 September 2026 release supplied more specific thresholds, categories, rates, and exemptions. For the announced rates in this article, the September release is the relevant statement; an August report describing only an enabling provision predates it.
The Ministry says banks have been advised to prevent merchants from passing MDR on to customers. Treat MDR as a merchant-side acceptance cost and ask the provider how the applicable charge is handled, rather than adding a surcharge to a customer’s payment based on an assumption.
Questions to settle before choosing
Before accepting regular customer payments, obtain clear answers to these questions:
- What MCC and merchant classification will appear on the account?
- Does the provider treat this business as an eligible P2PM small merchant, and how is the monthly ₹1 lakh UPI QR receipt condition assessed?
- Which transactions are covered by the zero-MDR treatment, and how are payments above ₹2,000 categorized?
- What fees can the bank or provider charge apart from MDR?
- What will a QR kit or soundbox cost, if the business chooses one?
- When are funds settled, and what reports or support are available for reconciliation?
These details determine the business’s actual costs more reliably than a turnover rule quoted without its classification, account, and transaction context. The published framework gives merchants a basis for asking precise questions; the provider’s written terms establish how the business is onboarded and charged.
