Online checkout, payment links and dynamic QR are separate services with different pricing and terms. As of 8 October 2026, the Ministry of Finance says a new MDR framework is scheduled to take effect on 15 October 2026: qualifying small merchants may remain at zero MDR, while specified direct-account merchant transactions above ₹2,000 are described at 0.4%, subject to a cap for larger transactions. Your merchant category and the payment method matter, so confirm both with your provider before comparing costs.
Choose the right way to accept UPI
For face-to-face sales, the simplest setup is usually a merchant QR linked to the business account. A customer scans it with a UPI app and authorizes the payment. For sales through a website, app or remote checkout, a payment gateway, dynamic QR or payment link may be more appropriate. These are different products: a fee advertised for online gateway payments should not be assumed to apply to a printed in-store QR.

Start by matching the product to how customers pay you. A shop that mainly takes counter payments may need only a merchant QR and a way to confirm that payment arrived. A business taking orders remotely or through an online store should ask about gateway features, links or dynamic QR as well. If you need both, request separate prices for each channel so the quote makes clear which fees apply to offline QR acceptance and which apply to online collection.

Onboard with a bank or merchant provider and use the QR code assigned to the business account. The provider may let you download and print it or order a sticker or standee. Use the code issued for your merchant account, not a generic QR intended for another account. Paytm for Business QR information and PhonePe offline payments.

Before displaying the code, check that it is the one assigned to the business account you intend to receive payments into. Keep the code visible and accessible at the point of sale, and consider whether customers can scan it easily from the counter. If you replace or move signage, use the provider-issued code again rather than copying an unrelated QR. These are practical checks on the payment destination; the physical sign itself is not proof that a payment has cleared.
Soundbox or smart speaker
A soundbox is optional hardware that can announce payment confirmations. It can help staff notice incoming payments in a busy shop, but it is not required to accept QR payments. Compare the device price or rental, setup charge, any data or network charge, support, return terms and cancellation conditions. Keep these costs separate from transaction fees. Paytm’s agreement includes soundbox fee schedules, and PhonePe describes SmartSpeaker features. Paytm business terms and PhonePe offline payments.
Ask whether the equipment is purchased or rented, whether there is a recurring charge, and what happens if you stop using the service or return the device. A soundbox is a confirmation aid, so compare its practical value for your staff with its full cost rather than treating it as a mandatory part of UPI acceptance. Check device and service charges on their own line in the written quote, including any applicable taxes or network fees.

Online checkout, dynamic QR and payment links
For online sales or remote collection, ask about gateway checkout, dynamic QR and payment links. Compare supported payment methods, integration requirements, settlement timing, refunds, disputes and any recurring-payment charges. PhonePe’s gateway page describes dynamic QR and payment-link products; its pricing page says figures were accurate as of July 2026 and advertises a promotional offer. Confirm current availability, eligibility, expiry and terms rather than treating a promotion as a permanent tariff. PhonePe payment gateway and PhonePe gateway pricing.
Ask the provider which payment instruments are supported through the gateway and how its online product is priced. Also ask whether integration, refunds, disputes, recurring payments or faster settlement have separate terms. A promotional zero-fee offer may be limited by time or merchant segment; it should not be used as a price assumption for a different product, such as your shop’s printed QR. The pricing page’s July 2026 date is a reminder to confirm the offer and schedule again before you sign up.
Understand the announced MDR rules and effective date
The Ministry of Finance’s FAQ dated 15 September 2026 says the finalized provisions take effect on 15 October 2026. Therefore, as of 8 October 2026, this is an announced framework with a future effective date, not a reason to assume every provider has already applied the new schedule. Confirm how and when your provider will implement it. Ministry of Finance FAQ on UPI MDR.
When you request a quote, ask for the schedule that applies now and the provider’s explanation of what will change on the effective date. The policy announcement is not a substitute for confirming your own account category, payment type or provider contract. Since this guidance is dated to the announced implementation, businesses should recheck provider terms after 15 October 2026 rather than relying indefinitely on a pre-effective-date quote.

Specified direct-account P2M transactions
For specified person-to-merchant (P2M) UPI payments made directly from a bank account, the FAQ describes MDR of 0.4% on transactions above ₹2,000. It describes a cap of ₹300 on transactions of ₹75,000 and above. The government’s PIB explanation says merchant payments up to ₹2,000 remain free under the stated framework. These figures should be read with their transaction type, threshold and effective date; they are not a universal price for every UPI-linked product. Ministry of Finance announcement via PIB, 15 September 2026.
For scale, 0.4% of a ₹5,000 transaction is ₹20, while 0.4% of ₹75,000 is ₹300, the stated cap level. These are illustrations of the announced rate and cap only for the specified transaction type and category; they do not establish what a particular merchant will be charged before the effective date or under a different provider product. A transaction at or below ₹2,000 falls within the stated free band, while the threshold and cap should be checked against the actual transaction and applicable terms.
Zero MDR for qualifying small merchants
The official materials describe continued zero MDR for eligible small merchants in the P2PM category receiving up to ₹1 lakh per month through UPI QR. Eligibility depends on the category assigned to the merchant account. The FAQ says an account receiving inward UPI credits above ₹1 lakh a month for three consecutive months transitions to P2M. Since the provider administers the account’s classification, ask which category applies and how it will handle any threshold crossing.
Do not assume that a monthly amount alone settles your status. The provider’s assigned account category matters, and the stated condition concerns inward UPI credits through QR. Ask the provider to confirm in writing your present classification, the threshold it is applying, whether it monitors the relevant monthly credits, and how it will notify you if your account is reclassified. This is particularly important for a business whose receipts vary from month to month.
The Ministry of Finance says about 96% of merchant transactions will remain unaffected, describing these as transactions below ₹2,000 or covered by the small-merchant zero-MDR framework. That is an aggregate statement about the framework, not a guarantee about the fees charged to any particular business or its devices and services. Ministry of Finance announcement via PIB, 15 September 2026.
Do not treat every UPI-linked payment as the same product
Standard bank-account UPI, credit-linked UPI, cards, wallets and gateway products can have different pricing and rules. The government FAQ says credit-linked UPI follows separate credit-product rules; provider materials also distinguish payment categories. Ask for the rate applicable to each method your business enables, rather than applying the direct-account P2M framework to every transaction.
When comparing quotes, identify the exact instrument and channel in each line item: for example, direct bank-account UPI at an in-person QR is not the same comparison as credit-linked UPI or a card payment accepted through a gateway. If the provider groups several methods into one headline price, ask for the individual terms or a written explanation of which category applies. This avoids mistaking the announced direct-account MDR framework for an all-in fee schedule.

Do not add MDR as a UPI surcharge to customers
The Ministry of Finance FAQ says MDR is a merchant-side charge and customers must not be charged an added UPI surcharge for it. The PIB release also says banks are advised to ensure merchants do not pass MDR through to customers. Ministry of Finance FAQ and PIB announcement.

Keep the distinction between any merchant-side MDR treatment and other contracted provider costs clear when reviewing a bill.
Compare providers on the service you actually need
Public provider pages do not establish a complete, like-for-like all-in fee comparison across banks and aggregators. The available information covers different products and merchant segments, and offers can change. Use the provider descriptions as a starting point, then request a dated written schedule for your business category and payment channels.
For a fair comparison, give each provider the same description of your business and ask about the same services. Include whether you want in-person QR, online checkout or links, a soundbox, and any settlement option beyond the provider’s standard arrangement. Ask whether prices include taxes and whether any quoted offer has an end date or eligibility condition. A dated schedule helps you distinguish a genuine difference in cost from a different product or temporary promotion.
Paytm for Business
Paytm’s public materials describe free account setup, QR download and printing, a business dashboard, settlement features and device options. Its pricing and agreement distinguish payment categories and include soundbox fee schedules; applicable taxes or other terms may affect the final amount. Confirm the current quote and how the provider will implement the framework effective 15 October 2026. Paytm pricing and Paytm business terms.
Do not read “free account setup” as a promise that every optional service or device is free. Ask which features are included with the account, what the dashboard and settlement features cover, and whether a selected device plan adds setup, recurring or other charges. Request the actual schedule for your payment category and confirm how the provider will handle the upcoming policy date.
PhonePe Business
PhonePe’s offline merchant information describes QR stickers and standees and SmartSpeaker options. Its payment-gateway service is separate from offline QR acceptance. The gateway pricing page advertises a promotional zero-fee offer and marks its pricing as accurate as of July 2026; confirm the offer’s current status, expiry, eligibility and terms before relying on it. Ask whether the offline QR and SmartSpeaker package is suitable for your account and what costs attach to the hardware. Separately, if considering the gateway promotion, confirm the precise product, eligible merchant segment, offer period and any terms that affect pricing. Do not compare a temporary gateway offer with another provider’s offline QR transaction fee as though they cover the same service.
Banks and other merchant acquirers
The government’s MDR guidance does not establish comparable all-in device, gateway, settlement or service fees for every bank and aggregator. Request the provider’s full schedule for your merchant category, instrument mix and channels. The advertised MDR rate alone may not describe what you pay for optional hardware or online services.
Recommended Free Tools
Ask each bank or acquirer for the terms in a format that lets you compare like with like: applicable rates by payment instrument, the merchant classification used, threshold handling, equipment costs, settlement timing, and fees for online collection or support if relevant. Public provider pages and government guidance do not establish a universal ranking or all-in tariff across providers, so a quote specific to your profile is more useful than an unsupported claim that one provider is cheapest.
Use this checklist to compare the full cost
| What to compare | Questions to ask |
|---|---|
| Merchant classification | Am I onboarded as P2PM or P2M? What threshold applies, and how will the provider handle reclassification? |
| Payment instrument | What applies to direct bank-account UPI, credit-linked UPI, cards, wallets and other enabled payment types? |
| Transaction amount | Which charges apply below and above ₹2,000? Does a cap or sector category apply to my transactions? |
| QR signage and devices | Is signage free, purchasable or replaceable? Is a soundbox bought or rented? What are setup, monthly, data, return and cancellation costs? |
| Online collection | Are payment links, dynamic QR, checkout integration and recurring payments available, and how is each priced? |
| Settlement and reconciliation | When do funds settle? Are instant settlement, reports, refunds, disputes or support charged separately? |
| Taxes and promotions | Are quoted charges tax-inclusive? Is a promotional tariff time-limited or restricted to a merchant segment? |
Ask providers to quote the same business profile, transaction mix and services. A useful written quote specifies the date, whether charges include taxes, which payment types and transaction bands it covers, and whether device or settlement fees recur. This makes differences visible without confusing an online promotion with in-store QR pricing.
It can also help to describe your typical payment pattern rather than asking only for a headline rate: what channels you plan to use, which payment methods you will enable, and whether you want optional hardware or online features. The available provider pages and government guidance do not provide a standard cost calculator or a comparable all-in tariff for every provider, so do not infer your total monthly cost from the MDR percentage alone. Ask the provider to identify the charges that could appear on your statement and how they are calculated.
Set up UPI acceptance in practice
- Choose the channel. Decide whether you need an in-person QR, online checkout or payment link, or both. Treat online gateway features as a separate product decision from a printed QR. If you need more than one channel, ask for a separate price and terms for each.
- Apply with a bank or merchant provider. Ask how the account will be classified (P2PM or P2M), which payment instruments it will accept and how the provider will implement the rules effective 15 October 2026. Ask for its explanation of thresholds and reclassification rather than assuming your business will fit a category automatically.
- Get and verify the assigned QR. Download or order the QR tied to the business account. Check that it identifies the intended merchant account before printing or displaying it. Ask the provider how to replace signage if the code is damaged or you change your display.
- Choose display and confirmation equipment. Place the QR where customers can scan it. Decide whether a printed copy, sticker, standee or optional soundbox suits the premises, then verify all one-time and recurring charges. A soundbox is optional; its value is a staff-confirmation feature, not a condition of accepting QR payments.
- Test the collection and settlement flow. Make a small test payment, confirm the notification and account credit, and check the provider’s dashboard or reconciliation records. Ask how refunds and payment disputes are handled. Confirm when funds settle and whether any settlement option has a separate charge.
- Keep the fee schedule and review it. Save the provider’s dated terms and compare actual statements against the quoted instrument rates, devices, settlement services and applicable taxes. Recheck any promotion and the provider’s MDR implementation after the effective date.
Keep the written schedule alongside the account and device terms so staff or whoever manages bookkeeping can identify which service a charge belongs to. When checking statements, compare the actual products and transaction categories with the quote rather than assuming a single UPI rate covers every payment. If the provider changes a tariff or category, ask for the updated schedule and effective date.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsCommon mistakes that lead to avoidable cost or confusion
- Using a generic or unrelated QR: display the code assigned to the business merchant account so payment reaches the intended account.
- Assuming every UPI payment is free or has one rate: check merchant classification, direct-account versus credit-linked payment, transaction size and service channel.
- Confusing an offer for gateway payments with offline QR pricing: confirm the product, eligibility, end date and terms attached to the offer.
- Ignoring hardware costs: ask whether a soundbox is rented or purchased and include setup, recurring, network, tax and cancellation charges.
- Passing MDR to customers as a UPI surcharge: the government FAQ describes MDR as a merchant-side charge and says customers must not be charged it as an added UPI surcharge.
- Relying on old policy material as the current schedule: the 2025 government incentive release concerns the earlier FY2024-25 scheme and zero-MDR regime, not the announced October 2026 framework. 2025 PIB release.
- Treating a headline price as the full cost: a quoted transaction rate may not include device, network, settlement, online-service or tax terms. Ask for those items separately.
- Assuming the policy announcement automatically answers your account question: the stated framework depends on payment type and merchant category. Confirm classification and provider implementation instead of applying a general rate to every receipt.
What the available fee information can—and cannot—tell you
The official materials establish the announced framework’s effective date, stated transaction bands and small-merchant conditions. Provider pages show that services and fee schedules differ, but they do not support a ranked, all-in comparison for every provider and business profile. The most reliable comparison is therefore a dated quote for your assigned category and actual mix of in-person and online payments, with optional equipment and service charges itemized.

In particular, do not use older government incentive material from FY2024-25 as if it were the October 2026 framework. Nor should the Ministry’s estimate that approximately 96% of merchant transactions remain unaffected be treated as a promise about an individual merchant’s total costs. The policy announcement, provider tariff, device plan and online-service offer answer different questions. Keeping those distinctions clear is the most reliable way to choose a setup without mistaking a headline rate for the complete bill.
Frequently Asked Questions
Will small-value UPI transactions be impacted?
The Ministry of Finance FAQ describes merchant payments up to ₹2,000 as remaining free under the framework. The announced provisions are scheduled to take effect on 15 October 2026. This statement concerns the framework and does not establish whether optional hardware, online services or other payment instruments have separate provider charges.
Will small local vendors (P2PM) be charged MDR on UPI payments?
The official materials describe zero MDR for eligible P2PM small merchants receiving up to ₹1 lakh per month through UPI QR. The merchant account’s assigned category matters. The FAQ says an account with inward UPI credits above ₹1 lakh per month for three consecutive months transitions to P2M, so ask your provider how it classifies and monitors your account.
Is a soundbox required to accept UPI QR payments?
No. A soundbox or smart speaker is optional equipment for audio payment confirmations. A business can display its provider-issued merchant QR without one. If you choose a device, compare purchase or rental terms, setup, recurring, data or network, support, return and cancellation costs.
Are UPI QR and payment-gateway fees the same?
Not necessarily. An in-person static merchant QR is a different product from online checkout, dynamic QR or payment links. Compare each service separately, including supported payment methods, integration, settlement, refunds, disputes and recurring-payment terms. A promotional gateway price should not be assumed to apply to offline QR acceptance.
Can a business add MDR to a customer’s UPI bill?
The Ministry of Finance FAQ says MDR is a merchant-side charge and customers must not be charged an added UPI surcharge for it. The PIB release also says banks are advised to ensure merchants do not pass MDR through to customers.
How should I compare two providers if their public prices are different?
Request dated written schedules for the same business category, channels and payment mix. Compare merchant classification, rates by payment instrument and transaction band, equipment and recurring charges, settlement and service fees, taxes, and promotion eligibility and duration. Public provider pages and government guidance do not establish a complete all-in ranking across providers.
The Bottom Line
Start with the provider-issued QR for in-person payments, and treat online collection and optional soundbox hardware as separate product and cost decisions. The announced MDR framework is scheduled for 15 October 2026: qualifying P2PM small merchants may remain at zero MDR, while specified direct-account P2M transactions above ₹2,000 are described at 0.4%, capped at ₹300 for transactions of ₹75,000 and above. Confirm your merchant category, payment types and provider’s dated fee schedule before relying on a headline rate.
