How Natural Gas Pipeline Companies Make Money

Natural gas pipeline companies earn revenue from transporting and storing gas, often combining fixed capacity reservations with charges based on actual use. Contracts, regulation, and other business lines shape each company’s results.

Natural gas pipeline companies earn revenue by transporting gas and, where they offer it, storing gas for customers. Many contracts pair a fixed charge for reserving capacity with additional charges tied to the amount of gas actually moved or stored. A company’s mix of these fees depends on its contracts, assets, and whether its operations are interstate, intrastate, or part of a broader energy business.

What customers pay a pipeline company for

A pipeline operator generally sells access to transportation capacity, not simply the gas itself. A shipper—such as a gas producer, marketer, utility, or other customer—contracts to move gas between points on a system. The operator may also sell storage services. Some integrated companies have additional activities, including gathering gas near production fields, processing it, selling gas, or managing gas for their own account. Those are related energy businesses, but they are not all pipeline transportation.

Revenue is not the same as profit. The charges a company collects must be weighed against operating costs, depreciation, interest, taxes, and the capital spending needed to maintain or expand its facilities. A company with substantial contracted revenue may still face significant costs or investment needs; revenue alone does not reveal what remains for owners.

How capacity reservation charges work

Under a firm transportation agreement, a customer reserves a defined amount of pipeline capacity for a stated contract period. The customer pays a reservation or demand charge for the right to use that capacity, whether or not it uses all of it on a particular day. That fixed-fee structure can give an operator contracted revenue that is less sensitive to daily gas throughput than a business relying only on usage fees.

Williams describes firm transportation and storage contracts that use daily or monthly reservation charges, often alongside charges based on gas delivered or stored. Energy Transfer likewise describes demand fees as fixed payments for reserved capacity that remain payable even when the customer does not transport gas. These are examples from company disclosures, not terms that apply identically to every pipeline.

In practical terms, a reservation fee compensates the operator for making an agreed amount of capacity available during the contract period. The shipper is paying for access, not only for each unit of gas that ultimately travels. That distinction helps answer a common question: a pipeline may still receive the contracted reservation payment on a day when the customer sends little or no gas, provided the contract requires that payment and the customer meets its obligations. The reservation charge is not necessarily the only charge: the agreement may also include a volume-based commodity fee or other terms.

Reservation charges do not make revenue risk-free. Contract expiration and renewal, customer credit, competing routes, regulatory outcomes, utilization, and the need to fund expansion can all affect results. A contracted revenue base should not be mistaken for a guarantee of stable revenue or profit.

How usage-based charges add revenue

Some charges vary with the volume of gas transported or stored. A contract may bill a commodity or throughput fee for gas delivered, and interruptible transportation is commonly charged according to actual use. Williams describes its interruptible contracts as volumetric and generally short-term. Energy Transfer reports transportation charges based on throughput and describes contracts that may use fuel retention, a percentage of the gas transported, or a combination of fee types.

In a firm contract, a customer may therefore pay both to reserve capacity and for actual service. In other arrangements, the revenue may be more directly tied to volumes. The exact mix depends on the contract and tariff; there is no supported industry-wide percentage for how much pipeline-company revenue comes from reservations rather than throughput.

These structures create different sensitivities. A firm reservation charge is less directly linked to the volume moved on a particular day, while a throughput charge rises or falls with the amount of service used. Interruptible service, described by Williams as generally short-term and volumetric, ties payment more directly to actual use. Fuel retention is another possible contract feature: Energy Transfer reports that some arrangements retain a percentage of gas transported, or combine that approach with other fee types. These examples illustrate why it is useful to read contract and segment disclosures rather than assume every shipper is billed in the same way.

How storage contributes

Companies that own or operate gas storage facilities can charge customers to store gas and, depending on the service, to inject or withdraw it. Storage contracts may be firm or interruptible, and their fee structures can differ. Williams also reports storage assets with market-based rates, which is a reminder that not every storage facility has the same rate-setting arrangement as a regulated interstate transportation service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Storage is a distinct service from moving gas through a pipeline. When assessing a company, check whether reported storage revenue belongs to a regulated transportation segment, a separate storage business, or another category, rather than assuming one rate regime covers all assets. Also distinguish a storage fee from a transportation fee: a company may earn from making storage available or providing storage service even though that is not the same activity as carrying gas between pipeline points.

How U.S. regulation affects pipeline revenue

For interstate natural gas transportation and storage in the United States, the Federal Energy Regulatory Commission (FERC) shapes rates, tariffs, and service terms. Williams says its rates are established primarily through FERC ratemaking, while negotiated rates can also be available under tariff provisions and FERC policy. This does not mean every pipeline charge is one uniform government-set price.

Intrastate operations, gas sales, gathering and processing, and storage assets with market-based authority may follow different arrangements. The regulator and applicable terms depend on the service and jurisdiction, so a company’s interstate pipeline revenue should not be treated as interchangeable with revenue from every other activity it reports. In particular, “pipeline company” does not mean every line of business in a company’s accounts is priced under the same interstate tariff framework.

FERC’s Form No. 2 collects financial and operational reporting from major interstate pipelines, including balance sheets, income statements, cash flows, and notes. FERC defines a “major” pipeline for this reporting as one transporting or storing for a fee more than 50 million dekatherms combined. The form can help readers examine a specific company’s filings rather than rely on a generalized claim about the industry.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a reader checking a particular operator, the form is a way to move from a broad business-model explanation to the company’s reported financial and operating detail. It is not a single industry-wide answer about what share of revenue comes from each type of fee. Use it alongside the company’s annual report, paying attention to the reporting year and the way the company groups its operations.

Other revenue streams in integrated energy companies

Some pipeline companies operate beyond interstate transportation and storage. Energy Transfer identifies intrastate gas sales, storage fees, and gas management revenue. Williams describes gathering and processing businesses whose activity depends in part on producer drilling, commodity prices, economic strength, and natural gas demand.

These activities can broaden a company’s revenue base, but they also bring different drivers and risks. For example, gathering and processing can be more exposed to producer activity and commodity-market conditions than a long-term firm transportation reservation. Gas sales are commodity transactions, not simply a fee for carrying another party’s gas.

Keep the distinctions visible when comparing business lines: interstate transportation is not the same as intrastate transport; storage is a separate service; gathering and processing take place near production and depend partly on drilling activity; gas sales and gas management are other activities again. An integrated company can report several of these at once, so a company-wide revenue figure may conceal materially different sources and drivers.

What company disclosures show—and what they do not

Williams states in its 2025 Form 10-K that most of its interstate transmission businesses are fully contracted under long-term firm reservation contracts. It says near-term changes in gas prices and transported volumes have limited impact on those revenues because firm capacity charges recover most of the cost of service. This describes Williams’s business, not every pipeline operator.

Williams also reported that approximately 44 percent of its regulated interstate natural gas transportation and storage revenue in 2025 came from its top ten customers. That is a company-specific customer concentration figure, not an industry average. A small number of large customers can matter because the operator’s revenue depends on those customers’ ability and willingness to meet contract obligations.

There is no established industry-wide figure here for the share of pipeline-company revenue generated by reservations versus usage. Comparing companies requires looking at the same reporting period and comparable segment definitions; a percentage from one company cannot stand in for the sector. The 44 percent customer-concentration figure also should not be repurposed as a general measure of pipeline-company concentration: it refers specifically to Williams’s regulated interstate natural gas transportation and storage revenue in 2025.

How to assess a pipeline company’s revenue model

When reading an annual report or regulatory filing, separate the revenue sources before deciding how predictable the business may be. These questions help identify the main drivers:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Fixed versus volume-sensitive fees: What portion of transportation or storage revenue comes from reservation charges, and what portion changes with actual throughput or stored volumes?
  • Jurisdiction and service: Which activities are interstate transportation, intrastate transport, storage, gathering and processing, or gas sales? Do not assume the same rate rules apply to all of them.
  • Contract duration and renewal: How long do firm contracts run, when do they expire, and how much capacity must be renewed or remarketed?
  • Customer concentration and credit: Does a small group of customers account for a significant share of revenue, and what does the company disclose about their creditworthiness?
  • Utilization and expansion: How much capacity is being used, and will new projects require substantial investment before they contribute revenue?
  • Commodity and producer exposure: Are results materially influenced by gas sales, drilling activity, or commodity prices, rather than primarily by contracted transportation?

FERC Form No. 2 is one source for major interstate pipeline financial and operational details. Company annual reports can explain how management groups businesses and contracts, but segment labels and definitions may vary, so compare like with like and note the reporting year.

When comparing two operators, apply the same questions to both: compare firm reservation revenue with volume-sensitive fees; interstate with intrastate exposure; transportation with storage, gathering, processing, or gas sales; contract duration and renewal profile; customer concentration and credit quality; and utilization, expansion projects, or exposure to drilling and commodity cycles. Numerical comparisons are most useful when they cover the same period and use comparable segment definitions.

Frequently Asked Questions

What is a pipeline capacity reservation fee?

It is a fixed charge for reserving a specified amount of pipeline or storage capacity for a contract period. The customer pays for the right to use that capacity, and a firm reservation or demand charge may remain payable even if the customer does not transport gas on a particular day. Some contracts also add a charge based on actual volumes.

Do pipeline companies get paid if no gas flows?

They may, if a customer has a firm capacity reservation contract that requires a fixed reservation or demand payment. That payment compensates the operator for making capacity available; it is distinct from any volume-based fee. The contract terms matter, and not every service is structured this way.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do pipeline companies make money by reselling natural gas?

Their core transportation business generally earns fees for moving gas for customers, and some companies also charge for storage. Integrated operators may separately sell gas or manage gas for their own account, but those commodity activities are not the same as transportation revenue.

Are all natural gas pipeline rates set by FERC?

No. FERC shapes rates, tariffs, and service terms for U.S. interstate natural gas transportation and storage, and negotiated rates may be available in defined circumstances. Intrastate operations, gas sales, gathering and processing, and some storage assets can follow different arrangements.

How much of a pipeline company’s revenue comes from reservation fees?

There is no industry-wide percentage established by this research. Contract structures and business mixes vary, so check company disclosures and compare the same reporting periods and segment definitions. Williams’s 2025 disclosures describe its own business, not an industry average.

The Bottom Line

Natural gas pipeline companies commonly earn revenue from a mix of fixed capacity reservations and charges linked to gas transported or stored. Storage, intrastate operations, gathering and processing, and gas sales may add other revenue streams, but each has different drivers and potentially different regulation. To understand a specific company, examine its contracts, asset mix, customer concentration, jurisdiction, and filings—then distinguish revenue from profit.
