Semiconductor fabs use ultrapure water to rinse wafers repeatedly and support other manufacturing tasks. Once water carries away chemicals, particles, or other process residues, it becomes wastewater—but it does not all go through the same treatment. Fabs separate streams and decide how to treat, reuse, or discharge each one based on its chemistry, intended destination, and applicable rules.
Why semiconductor fabs need water
Water serves several roles in semiconductor manufacturing. The incoming supply is treated to make ultrapure or deionized water, which is used to rinse wafers after process steps. Water also supports chemical preparation, equipment and material cleaning, some exhaust-control functions, and cutting or grinding operations.
Those uses make both water purity and supply reliability important. The process details vary by facility; the U.S. Environmental Protection Agency’s technical account of these uses dates to 1983 and should not be read as a description of every modern fab’s configuration. It also reports historical subcategory figures of 193 million liters per day (51 million gallons per day) of process-water use and average process-wastewater flow of 594,000 liters per day (157,000 gallons per day) in its sampled regulatory record—not current industry benchmarks. How water becomes fab wastewater
Water becomes wastewater when it carries away residues from manufacturing. EPA identifies etching, cleaning, degreasing, cutting, and grinding as wastewater-generating operations. Rinses following etching or cleaning can contain chemical residues; water used in cutting and grinding can carry particles or slurry.

The contaminants depend on the fab’s processes and chemistry. EPA’s overview of the broader electrical and electronic components category identifies fluoride, arsenic, and organic compounds among pollutants found in these wastewaters. Hydrofluoric acid used in etching and cleaning can be a source of fluoride; solvents used in activities such as drying, photoresist development or stripping, and cleaning can contribute organic compounds. How fabs treat wastewater
Treatment generally starts with managing streams according to their chemistry and where the water will go. EPA’s 2022 facility survey describes examples including pH adjustment, clarification, chemical precipitation, filtration, fluoride treatment, copper treatment, and reuse of some rinse water. In practical terms, treatment is meant to control the constituents relevant to the stream and its destination. For example, chemical precipitation may be used to address fluoride or metals, while pH adjustment and filtration can form part of a facility’s treatment approach. Some streams may be suitable for reuse after treatment; others may be sent to a municipal treatment plant or discharged under a permit. The facility’s processes and discharge route determine the appropriate controls.
Can fabs reuse or recycle wastewater?
Yes. Reuse can conserve supply, but the right destination depends on water quality and the requirements of the receiving process. EPA’s survey documents facilities reusing portions of rinse water in later rinses, cooling towers, or scrubbers. Returning reclaimed water to ultrapure-water production can be more demanding than using it elsewhere. Contaminants in the returned water could affect a system designed to supply highly purified water, so reuse decisions must account for process reliability and product-quality risk.
An EPA-hosted Motorola/University of Texas project report from 2001 recommended using treated reclaimed water in another process rather than returning it to the UPW system, citing the risk of sodium-related complications in that system. Its site-specific comparison reported a 1.3-year return on investment for that option; that historical result is not a general payback forecast for current fab projects. Reuse beyond an individual fab
Water reuse can also support regional industrial supplies. EPA describes Singapore’s NEWater as a source used by water-intensive industries, including semiconductor manufacturing. Singapore’s safeguards include source control, online detection of volatile organic compounds in wastewater networks, continuous monitoring, and storage for at least nine hours before water is distributed or added to reservoirs. - Direct discharge: Requirements are incorporated into a facility’s National Pollutant Discharge Elimination System (NPDES) permit.
- Indirect discharge: Wastewater sent to a publicly owned treatment works is governed through pretreatment controls.
A facility’s permit, local limits, discharge route, and jurisdiction matter; a general description of treatment does not establish the requirements for a particular site. EPA’s page, last updated March 17, 2026, says its detailed review did not demonstrate a need to revise the existing rule at that time. The agency also says the PFAS monitoring data it reviewed were limited and that it expects to review additional data in future reviews. That is a statement about the status of EPA’s review—not a finding that every PFAS issue or facility discharge has been resolved. EPA’s effluent-guidelines page
How to assess a fab water-reuse proposal
A reuse option should be evaluated against the actual stream and the intended use, rather than by assuming that all wastewater can be recycled in the same way. Useful questions include:

- What is in the stream? Consider pH, fluoride, metals, organic compounds, particles, and other process-specific constituents.
- Where will the water go? Returning it to UPW treatment, using it in a later rinse, supplying cooling or scrubbers, irrigating, sending it to municipal treatment, and discharging it directly involve different requirements.
- Could it affect reliability or product quality? A contaminant that is tolerable in one use may impair membranes, ion exchange, or wafer processes in another.
- What rules apply? Confirm the facility’s discharge route, permit or pretreatment controls, and local requirements.
- Does the whole-life case work? Account for treatment complexity, waste handling, water savings, operating effects, and site-specific economics.
