Ryanair did not begin as the low-cost airline many travelers recognize today. It launched in 1985 by challenging the established London–Dublin market with lower fares, but the early push produced heavy losses. The company says its current low-fares, low-cost strategy dates to the early 1990s, after retrenchment and restructuring. Its history is a shift from an ambitious fare challenge to a cost-focused model built to carry far more passengers.
Was Ryanair always cheap?
Ryanair began operating in 1985. In a 1997 retrospective, The Irish Times described its early challenge to the established London–Dublin market: Ryanair offered return fares around £99 while Aer Lingus and British Airways charged more than twice as much. That was a striking fare proposition, but it did not yet amount to the durable low-cost model Ryanair later adopted.
The same retrospective says annual London–Dublin air traffic had been around 800,000 to 850,000 for a decade before Ryanair entered, then reached 2.6 million in less than four years. Those are the newspaper’s historical figures; they show the market grew alongside Ryanair’s entry, not that Ryanair alone caused the increase.
Why did Ryanair change its business model?
Low fares attracted attention and passengers, but the early business was financially troubled. The Irish Times reported losses of £3 million by the end of 1987 and £7.34 million the following year. It described a restructuring that dropped unprofitable routes, reduced the workforce by more than 15 percent and asked staff to accept pay cuts. By 1991, accumulated losses exceeded £20 million, and senior departures prompted concern about the airline’s health.

The sequence matters: Ryanair had already tested lower fares, but needed a different operating strategy to make that proposition sustainable. The company’s annual report dates its current business strategy to the early 1990s. In Ryanair’s own account, it became the first European airline to replicate the low-fares, low-cost model pioneered by Southwest Airlines in the United States.
How did Ryanair become a low-cost airline?
The model Ryanair describes combines low fares with short-haul, point-to-point scheduled routes, cost containment and operating efficiency. In a 2002 filing, the company said it aimed to stimulate demand while controlling costs and improving efficiency. Its logic was to make flying affordable to more people, rather than relying only on passengers already willing to pay traditional fares.

Ryanair’s filing called the traffic growth it associated with entering a route the “Ryanair Effect.” The company also acknowledged that many factors affect traffic, so the phrase is its characterization rather than proof that its entry alone explains route growth.

What role did Michael O’Leary play?
The Irish Times reports that Michael O’Leary became chief executive in 1993, around the period Ryanair says its current strategy began. That timing makes him an important figure in the turnaround, but the available accounts do not establish that he alone invented or implemented every part of the model. The evidence supports a company-wide strategic shift during the early 1990s, not a single-person origin story.

How large did Ryanair become?
Passenger figures show the scale of the change, provided each is read in its period. Ryanair’s FY2022 annual report gives approximately 1 million booked passengers in 1991 and approximately 149 million in FY2020, before the pandemic. It reported 27.5 million passengers in FY2021 and 97.1 million in FY2022 amid COVID-related travel restrictions.
In a company release dated 18 May 2026, Ryanair reported FY2026 traffic of 208.4 million passengers and ancillary revenue of €4.99 billion, equivalent to €24 per passenger. These are company-published fiscal-year figures, not independent estimates. Ancillary revenue sits alongside ticket sales in the model, helping explain how the airline’s low-fare proposition operates at a very different scale from its early years.
