How Required Minimum Distributions Compare With Qualified Charitable Distributions

A QCD can count toward an IRA RMD, but it must be a direct transfer from an eligible IRA to an eligible charity. Here are the age, tax, limit, timing, and reporting rules.

A qualified charitable distribution (QCD) can count toward an IRA owner’s required minimum distribution (RMD), but the two are not interchangeable. An RMD is a required withdrawal; a QCD is a qualifying direct transfer from an IRA to charity. When the transfer meets the rules, its amount is generally excluded from income rather than treated as a taxable withdrawal followed by a charitable gift.

What is the difference between an RMD and a QCD?

An RMD is the minimum amount an account owner generally must withdraw from certain retirement accounts each year after reaching the applicable starting age. A QCD is a transfer made directly by an eligible IRA’s trustee to an eligible charitable organization. It is a way to direct IRA assets to charity under specific tax rules—not a separate retirement account withdrawal requirement.

The two can overlap: a qualifying QCD may satisfy some or all of the owner’s IRA RMD for the year. The practical distinction is tax treatment. A qualifying QCD amount is generally not included in the owner’s income, while an ordinary taxable IRA distribution is generally included in income, subject to basis and other tax rules. A taxpayer cannot also claim a charitable-contribution deduction for the amount excluded from income as a QCD.

The rules below reflect U.S. federal guidance in IRS publications for tax year 2025 and IRS web guidance accessed October 9, 2026. Limits and filing instructions can change, so check the instructions for the tax year in which you make a transfer.

How the two options compare

Question Required minimum distribution Qualified charitable distribution
What is it? A required minimum withdrawal from a covered retirement account after the applicable starting age. A direct transfer from an eligible IRA to an eligible charity.
When can it apply? Generally from age 73 for affected owners, subject to account and plan rules. Starting at age 70½, whether or not the person yet has an RMD.
Can it satisfy an IRA RMD? Yes. A regular withdrawal can meet the requirement. Yes. A qualifying QCD can count toward the year’s IRA RMD.
Who receives the funds? The account owner, who may later use the money for any purpose. The charity receives the funds directly from the IRA trustee.
Typical federal income-tax treatment An ordinary taxable IRA distribution is generally included in income, subject to basis and other rules. The eligible amount is generally excluded from income, up to the applicable limit and subject to other rules.
Charitable deduction for the same amount? A later donation is a separate charitable gift and is subject to the rules for claiming a charitable deduction. No deduction is allowed for the amount excluded from income as a QCD.
2025 annual QCD exclusion No QCD exclusion applies to an ordinary withdrawal. $108,000 per individual in the IRS’s 2025 publications; the limit is subject to inflation adjustment.

The comparison is about federal tax treatment, not which choice is best for every taxpayer. A person who wants to give to charity and has an eligible IRA may find a QCD useful, but the result depends on the person’s age, account, recipient, IRA basis, other contributions, and tax situation.

Age rules: QCD eligibility comes before the usual RMD starting age

QCDs can begin at age 70½

The IRA owner must be at least 70½ when the distribution is made for it to qualify as a QCD. The relevant age is the owner’s age at the time of transfer; being close to that birthday is not the same as having reached it. IRS Publication 590-B and Publication 526 set out this age threshold.

RMDs generally start at age 73

For affected owners, the general RMD starting age is 73. Because QCD eligibility begins earlier, someone can make a QCD before having any RMD obligation. A QCD made before RMDs begin does not create an RMD requirement; it is simply a potentially income-excluded charitable transfer, subject to the QCD rules and annual limit.

Workplace plans have a possible delay rule

A workplace-plan participant may generally delay RMDs until retirement if the plan permits and the participant is not a 5% owner. Traditional IRA owners generally cannot delay an RMD just because they are still working. These distinctions mean that an employee’s workplace plan and IRA may have different RMD timing even when the employee is the owner or participant of both.

How an IRA RMD is calculated and when it is due

Calculation basics

An IRA RMD is generally calculated by dividing the account’s adjusted value on December 31 of the preceding year by an applicable IRS life-expectancy factor. In most cases, the Uniform Lifetime Table applies. A different table may apply when the owner’s spouse is the sole beneficiary and is more than 10 years younger. The calculation should use the applicable IRS table and account information for that tax year.

First-year and later deadlines

The IRS comparison chart says an IRA owner’s first RMD is due by April 1 of the year after the year the owner turns 73. Each later RMD is due by December 31 of its year. Deferring the first distribution until the following April does not remove the next year’s RMD: it can mean two RMDs fall in that same calendar year. That timing may affect how much income is recognized in each year, so compare both schedules before choosing to defer.

IRA aggregation is not the same as plan aggregation

RMDs are calculated separately for each IRA, but an IRA owner may generally take the combined amount from one or more IRAs. Defined-contribution plan RMDs are generally met separately from each plan, subject to special rules such as the 403(b) exception. Do not assume an IRA withdrawal or QCD can satisfy a workplace-plan RMD: the account type and applicable aggregation rule matter.

What makes a charitable transfer qualify as a QCD?

  • The owner meets the age rule: The IRA owner is at least 70½ on the distribution date.
  • The account is eligible: The transfer comes from an IRA. The cited IRS publications exclude an ongoing SEP or SIMPLE IRA from the QCD definition.
  • The trustee pays the charity directly: The IRA trustee transfers the funds to the eligible organization. The money cannot first be distributed to the owner and then donated.
  • The recipient is eligible: Confirm that the organization qualifies under the QCD rules before directing the transfer.
  • The amount stays within the applicable exclusion: The IRS 2025 publications list an annual exclusion of $108,000 per individual, subject to inflation adjustments. The exclusion cannot exceed the amount that would otherwise be included in income.

A joint-filing spouse does not share one household limit if both spouses independently meet the requirements: each may make a QCD and use an individual exclusion limit. The transfer still has to satisfy the rules for the spouse whose IRA funds are being distributed.

A direct donation after receiving an IRA withdrawal is different

If the IRA pays the owner and the owner then gives money to a charity, that sequence is not the direct trustee-to-charity transfer described for a QCD. The withdrawal may be taxable, and any charitable deduction is governed by the separate rules for charitable gifts. Do not treat a later donation as retroactively converting an IRA distribution into a QCD.

A specialized $54,000 provision is not the standard limit

The IRS 2025 publications describe a one-time $54,000 limit for a QCD to specified split-interest entities, subject to additional conditions. This is a specialized election, not the ordinary annual QCD exclusion. Anyone considering it should verify the current IRS requirements and obtain tax advice before transferring funds.

How a QCD can satisfy an RMD

When the owner is subject to an IRA RMD, a qualifying QCD may count toward that year’s requirement. The QCD and RMD are therefore not competing choices: the QCD is one possible way to direct an eligible portion of an IRA distribution to charity while satisfying an RMD obligation. The IRS states in Publication 590-B (2025), “A QCD will count towards your required minimum distribution.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The amount that counts is limited to the qualifying transfer. A payment made from an ineligible account, sent first to the owner, or made to an ineligible recipient does not become a QCD merely because the owner intended to give it away. If the QCD is smaller than the RMD, the owner must still satisfy the remaining RMD through an eligible withdrawal. If it exceeds the RMD, the transfer may still qualify under QCD rules, but the excess does not create an additional RMD credit for a future year.

A QCD can only address an IRA RMD where the applicable rules permit it. It should not be used as a substitute for checking a separate workplace plan’s RMD. Where multiple IRAs or plans are involved, calculate each required amount and apply the correct aggregation rule before arranging transfers.

Tax treatment, deductions, and IRA basis

QCD exclusion versus taxable distribution

A qualifying QCD is generally excluded from income up to the applicable limit. An ordinary taxable IRA withdrawal is generally included in income, though nondeductible basis and other rules can affect the taxable portion. This is why “withdraw, then donate” and “trustee sends a QCD” can have different federal tax results even when the same charity ultimately receives the same amount.

No double tax benefit for the QCD amount

The amount excluded from income as a QCD cannot also be claimed as a charitable-contribution deduction. The tax benefit, if the transfer qualifies, comes from the income exclusion rather than a second deduction for the same dollars. A separate charitable gift made with other funds is a different transaction and follows its own deduction rules.

Deductible IRA contributions after age 70½ can affect exclusion

The IRS publication notes that certain deductible IRA contributions made in years when the taxpayer is age 70½ or older can reduce the amount of QCDs excludable from income. This is relevant to people who continue making deductible IRA contributions after becoming eligible for QCDs. The interaction can require additional calculation; do not assume the full transfer is excluded just because it is below the annual dollar limit.

Nondeductible basis may require additional reporting

An IRA that contains nondeductible basis can complicate the taxable amount and return reporting. In its example, Publication 590-B describes reporting the total IRA distribution on Form 1040-SR and identifying the QCD on the return. Where the IRA has nondeductible basis, the example also uses Form 8606 to determine taxable and remaining basis amounts. Follow the forms and instructions for the applicable tax year rather than relying on a prior-year example as a substitute.

How to arrange a QCD without losing its tax treatment

  1. Confirm age and account eligibility. Verify that the IRA owner is at least 70½ on the transfer date and that the funds will come from an eligible IRA. Check whether an SEP or SIMPLE IRA is ongoing, since the cited IRS publications exclude ongoing versions.
  2. Calculate the RMD and timing, if applicable. Use the prior December 31 account value and the appropriate IRS life-expectancy factor. Identify whether the transfer is intended to satisfy an RMD and account for any other IRA or workplace-plan RMDs separately.
  3. Verify the charity’s eligibility. Ask the organization or consult current IRS guidance before authorizing the transfer. Do not assume that every charitable recipient qualifies for QCD treatment.
  4. Contact the IRA custodian early. Tell the custodian that the payment must be made directly to the charity as a QCD. Ask what authorization, payee details, and processing time it requires; the transfer must not be paid to you first.
  5. Allow time for the transfer to clear. If the QCD is intended to count for a particular tax year or meet an RMD deadline, confirm that the transfer will be completed within the relevant year. Initiating paperwork near a deadline is not the same as confirming completion.
  6. Keep transaction and charity records. Retain the custodian’s transfer confirmation and the charity acknowledgment. These records help establish the amount, recipient, and direct-transfer sequence.
  7. Report the transaction using current-year instructions. The IRS example reports the total IRA distribution and identifies the QCD; Form 8606 may be needed where nondeductible basis applies. Use the applicable year’s forms and instructions or consult a tax professional about your facts.

What happens if an RMD is missed or too small?

The IRS RMD comparison chart states that an amount not withdrawn as required is subject to a 25% excise tax, reduced to 10% when corrected within two years. A QCD that was not completed as a qualifying direct transfer may not cover the intended RMD amount, leaving a shortfall. If you discover a missed or incomplete distribution, check current IRS instructions promptly for correction procedures and reporting requirements; the applicable facts and timing matter.

Which approach fits the situation?

Consider a QCD when charitable giving is already part of the plan

A QCD may be worth considering when the owner meets the age and account rules, wants to give to an eligible charity, and wants the trustee to send IRA funds directly. It can potentially meet an IRA RMD while keeping the qualifying amount out of income, subject to the limit and other tax rules. It is most useful to evaluate before the distribution is processed, because the direct-transfer requirement cannot be recreated by donating money after receiving it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use an ordinary distribution when the money is needed personally

An RMD withdrawal paid to the owner provides funds the owner can use for living expenses or other needs. The taxable portion is generally included in income. If some of that money is later donated, the charitable gift is separate from the IRA distribution and is not a QCD.

Check the details before deciding

  • Has the IRA owner reached age 70½ for QCD eligibility, and age 73 or another applicable threshold for an RMD?
  • Is the money coming from an eligible IRA rather than an excluded ongoing SEP or SIMPLE IRA or a workplace plan?
  • Will the trustee pay a qualifying charity directly?
  • Does the transfer cover all or only part of the IRA RMD, and are separate plan RMDs also due?
  • Could IRA basis or deductible contributions made after age 70½ affect the taxable or excludable amount?
  • Does the current tax year’s limit or filing guidance differ from the IRS 2025 publications?

For an individual decision, the key is to calculate the RMD, verify the transfer path and recipient, and determine the tax treatment using the account’s basis and current-year IRS instructions.
