That is a sizeable cost, but the available figures do not establish Norwich’s exact position against every Championship club: a reliable ranking requires comparable accounts for the same period and a consistent definition of wages.
What Norwich City’s £48 million figure includes
Dragon Football’s summary of Norwich City Football Club plc’s 2024/25 accounts reports about £48 million in total wages. Its rounded breakdown is:
- £40 million in wages and salaries
- £4.8 million in employer social security
- £747,000 in pension contributions
- £514,000 in key-management pay
This is a staff-cost measure, not a disclosed first-team-only payroll or a record of individual players’ salaries. It should not be compared directly with estimates of player pay unless the measures are aligned. Dragon Football’s Norwich accounts summary
The same summary reports £39 million in turnover and a £21 million loss. Those figures put wages in context, but wages alone cannot establish whether the club’s finances are sustainable or capture every cost associated with the playing squad.

Can Norwich’s Championship rank be established?
No exact same-year league position can be supported by the available club-level figures. Deloitte’s 2026 review reports £903 million in total Championship wage costs for 2024/25, alongside £942 million in divisional revenue. Those totals show the scale of the division’s finances, but they do not reveal where Norwich sits among all clubs. Deloitte’s 2026 Annual Review of Football Finance
Deloitte’s page names a chart covering Football League clubs’ revenues and wage costs for 2023/24 and 2024/25, but the reviewed page text does not expose the underlying club-by-club figures. Salary Sport says its table includes accounts for 24 clubs and wage bills for 20, but lists each club’s latest filed year; its visible Norwich entry is for 2019/20. Why different wage figures may not be comparable
- Accounting period: A club’s financial year may not match the Championship season being compared.
- Definition: Club accounts generally report total staff costs; salary sites may estimate first-team player pay.
- Coverage: A table using the latest available accounts can combine different years.
- League membership: Relegation, promotion and changing membership affect which clubs belong in a comparison.
A defensible ranking needs complete figures for the same financial year, covering the same clubs and measuring the same type of cost.
What changed financially for Norwich and the division?
Deloitte says Norwich and Watford were the two Championship clubs whose parachute payments ceased in 2024/25. Both recorded year-on-year revenue reductions of more than £30 million, while the other 16 clubs present in both seasons averaged a £3 million improvement. Across the division, parachute receipts fell by about £35 million to about £185 million. Deloitte describes parachute payments as having “a marked impact on the financial profile of the Championship.”

That shift matters when interpreting Norwich’s reported spending: the £48 million staff-cost figure does not, by itself, show the club’s available resources or its spending capacity relative to clubs still receiving parachute payments.
How the Championship’s other financial figures fit
The division’s £903 million in 2024/25 wage costs sat alongside £942 million in revenue, down £16 million, or 2%, from the previous season. The wage and revenue totals are different measures; comparing them does not provide a club-level wage-to-revenue ratio for Norwich.

Deloitte also reports Championship operating losses of £436 million, up 5%, and pre-tax losses of £355 million, up 12%. Norwich recorded the largest increase in operating losses cited in the review, at £26 million. These loss measures are not interchangeable with wages: the review separately reports £235 million in player amortisation, £58 million in finance costs, £7 million in exceptional credits and £366 million profit from player trading.
Revenue sources also differed in scale. In 2024/25, Deloitte reports £461 million in broadcast revenue, £208 million in matchday revenue and £273 million in commercial revenue for the Championship. Matchday income fell 1%, commercial revenue fell 10%, and average aggregate attendance was 21,783. Divisional totals provide context, but cannot substitute for Norwich-specific revenue figures when calculating a club ratio.

What a fair club-to-club comparison should show
To answer which Championship club had the biggest wage bill, or where Norwich ranked, a comparison should publish the following for every club:
- Financial year and corresponding league season
- Whether the figure is total staff costs or first-team player wages
- Absolute cost and, where revenue data uses the same period and basis, wages as a share of revenue
- Parachute-payment status and relevant revenue context
Until a complete, consistent dataset is available, the most accurate conclusion is that Norwich reported about £48 million in total staff wage costs in 2024/25, but its precise rank among Championship clubs is not established by these figures.
