Those forces made Bombay a major port and industrial city. They do not, by themselves, prove a direct line to every part of Mumbai’s present-day innovation economy.
Before Bombay: islands, harbour and Koli communities
Mumbai developed from seven islands on India’s west coast. Their deep natural harbour offered a practical advantage for maritime trade, but the islands were not empty ground awaiting development: Koli fishing communities lived there before and through successive regimes. The Mumbai City District Administration’s overview describes both this early history and the later transfer of the islands to Portuguese and British control.
The harbour provided an opportunity, not a finished commercial city. Reclamation and construction reshaped the islands and connected areas that had been separated by water. The Hornby Vellard project was completed in 1845. The district administration says reclamation, roads and railways helped transform Bombay into a major seaport.
Railways connected the port to inland markets
A port becomes more commercially useful when goods can move efficiently between ships and the places where they are grown or made. Railways linked Bombay with inland markets and cotton-producing regions, extending the harbour’s reach beyond the coast. The Mumbai Port Authority’s account describes the railway connections and goods yards that helped carry freight between the docks and the hinterland. The Mumbai district timeline records a railway inauguration in 1853.

This transport network helped make Bombay a trading centre for cotton. During the American Civil War, disruption to US cotton supplies increased the importance of Bombay’s cotton trade. The World Bank’s historical overview of metropolitan Bombay connects inland rail access, the wartime cotton trade and the opening of the Suez Canal in 1869 with the city’s commercial growth. The canal strengthened Bombay’s position as a port closer to Europe than Calcutta.
Trade grew into textile manufacturing
Bombay did not remain only a place to export raw cotton. Local mills turned the commodity into manufactured goods, creating another source of economic activity and reinforcing the importance of trade and transport. The Maharashtra State Gazetteer says C. Nanabhai Davar projected the first cotton mill in 1851; the Bombay Spinning and Weaving Company began work in 1854. The same gazetteer records 27 mills by 1875.

The figures show the scale reached by the industry, while also marking different points in its development: a proposed mill, a company beginning operations, and a later count of mills.
| Milestone | What the source records |
|---|---|
| 1851 | C. Nanabhai Davar projected the first cotton mill, according to the Maharashtra State Gazetteer. |
| 1854 | The Bombay Spinning and Weaving Company commenced work, according to the Maharashtra State Gazetteer. |
| 1875 | Bombay had 27 mills, according to the Maharashtra State Gazetteer. |
| 1900 | Bombay’s cotton and textile industry employed 73,000 people—ten times the number employed 40 years earlier—according to the World Bank’s historical overview. |
Port facilities and administration expanded alongside this growth. The Bombay Port Trust was established in 1873, and docks including Sassoon, Prince’s, Victoria and Alexandra followed over subsequent decades. Together with rail links and goods yards, these facilities supported the movement of freight through the port and between Bombay and inland markets.

Workers and migration were part of the economic engine
Infrastructure and business investment explain only part of industrial growth. Textile production also depended on workers, and mills drew large-scale migration to Bombay. A historical account hosted by TIFR describes this worker migration in connection with the mills. The city’s commercial rise was therefore shaped by the people who supplied labor as well as by traders, mill owners and public works.
That distinction matters: describing Mumbai’s history only through entrepreneurs or institutions leaves out the workers and communities whose lives and work helped sustain its expanding economy.

What this history does—and does not—show
The historical record supports a connected explanation for Bombay’s commercial and industrial base: the harbour offered a coastal advantage; reclamation and urban infrastructure changed the landscape; railways opened inland markets; global events and shipping routes affected cotton trade; mills added manufacturing; and workers made large-scale production possible.
That is evidence of how Mumbai became a major centre of commerce and industry. The sources cited here do not establish a complete causal chain from nineteenth-century development to Mumbai’s present-day innovation ecosystem, nor do they provide a current comparative ranking of entrepreneurship or innovation. The more precise conclusion is that the city’s history built important foundations—not that it guaranteed every later economic outcome.
