There is no universally correct percentage. A total-market index fund can provide broad stock exposure, but the percentage that belongs in your portfolio depends on your goal, when you will need the money, and how much loss you can financially and emotionally withstand. First decide how much of the portfolio should be in stocks, bonds, and cash; then decide whether a total-market fund should hold some or all of the stock portion.
Start with the portfolio’s stock, bond, and cash mix
The key distinction is between how much of your portfolio should be invested in stocks and which fund should hold that stock allocation. A total-market stock index fund addresses the second question. It does not, by itself, determine the right overall allocation.

For example, suppose an investor has decided that stocks should make up 70% of a particular goal’s portfolio. If a total-market fund is the only stock holding, it might account for that entire 70%; the remaining 30% would be allocated to bonds, cash, or other holdings chosen for the plan. The 70% here is only an illustration of how the pieces fit together—not a recommended allocation. If the investor instead wants several types of stock funds, the total-market fund could account for only part of the stock allocation.

Its guidance identifies time horizon and risk tolerance as important considerations, rather than prescribing a single percentage suitable for everyone. Those factors apply to the goal being funded, not simply to the investor’s age or to the portfolio as a whole. One household can reasonably have different allocations for money intended for different purposes and dates.

What a total-market index fund does—and does not do
An index fund aims to track a market index. A broad total stock-market index fund can own shares in many companies, spreading stock exposure across a wider range of businesses than a fund concentrated in a narrow segment. The precise market covered depends on the fund’s benchmark and documents, so check what the fund actually tracks rather than relying on the phrase “total market” alone.
That breadth is diversification within stocks. It does not remove the risks of owning stocks: the fund’s value can fall when the stock market declines, and an investor can lose money. Nor does a fund holding many companies automatically diversify a portfolio across asset classes. A portfolio invested entirely in a broad stock fund is still an all-stock portfolio, even if the fund owns thousands of companies.
The SEC’s investor education on index funds also notes that index funds have costs and investment risks. Before choosing one, review its current prospectus or other fund documents for its benchmark, holdings, expenses, and risks. Fund availability and expenses can change, so do not rely on an old description or a fund’s name alone.

Use the goal and time horizon to assess the stock share
Begin with the specific goal and the approximate time when the money is expected to be used. The SEC’s asset-allocation guidance says that an investor with a longer time horizon may be able to take more risk than someone who needs the money sooner. Money needed in the near term may be better suited to less risky or less volatile holdings than money that can remain invested for longer.
This is a principle, not a fixed-year rule. The SEC guidance does not establish a universal number of years at which an investor should change allocations, nor does it provide a formula that converts a goal date into a stock percentage. A date alone cannot account for the investor’s finances, the size and flexibility of the goal, or the consequences of a market decline.
Consider what would happen if the stock portion lost substantial value shortly before the money was needed. Would the goal still be achievable? Could it be delayed or reduced? Would other resources cover the expense? These questions help distinguish money that can tolerate market volatility from money whose value needs to be more stable near its spending date. They do not guarantee that any allocation will avoid losses.

Assess both willingness and ability to take risk
Risk tolerance includes both the willingness to accept investment losses and the financial ability to bear them. An investor may feel comfortable with market swings but still lack the ability to wait for a recovery if the money is needed soon. Conversely, a long horizon may provide time to stay invested, but it does not mean an investor must choose a stock-heavy allocation if the possible losses would prompt them to abandon the plan.
Ask yourself two separate questions:
- Ability: If stocks fell sharply, could you leave this money invested without disrupting the goal or relying on it for essential spending?
- Willingness: Could you stay with the chosen plan through a decline, rather than selling stocks because recent performance has been poor?
A suitable allocation has to be workable in both senses. Choosing a high stock percentage solely because stocks may offer higher potential returns ignores the possibility of losing some or all of the original investment. A lower stock allocation may also have trade-offs, including less exposure to stock-market growth. The decision is about the risk appropriate to the goal, not about finding a number that promises the best outcome.
Decide how much of the stock allocation the fund should hold
Once the stock, bond, and cash mix is set, consider the role a total-market fund would play inside it. If you want one broad stock holding and accept the risks of that exposure, the fund could represent all of the portfolio’s stock allocation. If you plan to use other stock funds or investment types, the total-market fund would be only one component. The fund’s breadth does not make the rest of the portfolio decisions unnecessary.

Compare options by portfolio function, not by treating different fund types as interchangeable:
| Approach | Role in the portfolio | What to examine |
|---|---|---|
| Total-market stock index fund | Provides exposure to the stock market tracked by its index; it does not by itself set a bond or cash allocation. | Its benchmark, holdings, costs, and stock-market risks. |
| Target-date fund | Typically holds an underlying mix of investments and changes that mix toward more bonds as its target date approaches. | Whether its target date and investment mix fit the goal, and its costs and risks. |
| Multi-fund portfolio | Uses more than one fund to create the investor’s chosen mix across stocks, bonds, and potentially cash. | Whether the combined holdings produce the intended allocation and how it will be maintained. |
A target-date fund may be an alternative for someone who wants the asset mix to change automatically over time, but its target date does not establish that it is suitable for every investor with a similar goal. Review its underlying mix and costs. The SEC’s index-fund guidance likewise makes clear that following an index does not make costs or risks irrelevant.

Choose a rebalancing approach before markets move
After selecting an allocation, market gains and losses can cause the actual percentages to drift. Rebalancing means bringing the portfolio back toward its chosen mix. It is a way to maintain a plan, not a method for predicting which asset class will perform best next.

The SEC discusses two broad approaches: rebalancing on a calendar schedule or when an allocation moves past a chosen threshold. It says rebalancing tends to work best relatively infrequently. The appropriate schedule or threshold depends on the investor’s plan; the guidance does not establish a universal interval or threshold for everyone.
Investor.gov illustrates the effect of market movement with an investor whose stock allocation starts at 60% and later reaches 80% after stocks rise. Those figures are an example of drift, not a recommended starting allocation or a prediction. The practical point is to compare the current portfolio with the target and follow a preselected rebalancing method, rather than raising the stock target just because stocks have recently performed well or cutting it solely because they have performed poorly.
A practical decision sequence
- Name the goal. Identify what the money is for and when you expect to use it. Evaluate separate goals separately if they have different timelines or consequences for a shortfall.
- Set the broad asset mix. Decide the intended shares for stocks, bonds, and cash in light of that goal. Do this before choosing a total-market fund; the fund is a possible way to implement stock exposure, not an allocation formula.
- Test your capacity for a decline. Consider whether a significant stock-market loss could force you to sell or derail the goal, especially as the spending date approaches.
- Test your willingness to stay invested. Consider how you would respond to a decline and whether the plan remains one you could follow without making a market-driven change.
- Review the fund’s actual role and terms. Confirm the index it tracks, its holdings, expenses, and risks in current fund documents. Decide whether it should represent all or only part of the stock allocation.
- Compare an automatic alternative if useful. If you prefer a fund that adjusts its mix toward more bonds over time, examine a target-date fund’s underlying allocation and costs against the needs of the goal.
- Set a maintenance rule. Choose a calendar or threshold-based rebalancing approach in advance, and review the portfolio according to that plan rather than reacting to recent market performance.
Common mistakes to avoid
- Confusing a broad fund with a balanced portfolio. Many stock holdings can diversify company exposure, but they do not substitute for deciding whether the overall portfolio needs bonds or cash.
- Using one percentage for every goal. A portfolio for money needed sooner may call for a different mix from one intended for a later goal. The relevant time horizon and tolerance for losses can differ.
- Treating risk tolerance as a desire for higher returns. Potential returns do not erase the possibility of loss. Include both financial ability and emotional willingness in the decision.
- Changing the target after a market swing. A market-driven change to the desired stock share is different from rebalancing back to a previously chosen allocation.
- Assuming the fund name answers every question. Verify the index, holdings, costs, and risks in the fund’s current documents.
How to reach a defensible percentage
The answer to “How much of my portfolio should be in stocks?” is not supplied by the words “total market.” A defensible decision starts with the goal’s timeline and the investor’s capacity and willingness to withstand losses. The result is a target mix across asset classes; only then does the question become whether a total-market fund should hold some or all of the stock portion.
If the goal, financial position, or response to potential losses makes the choice difficult, individualized financial planning may help translate those circumstances into an allocation. No generic percentage can account for circumstances that have not been established.
