That distinction matters if you are trying to assess the pledge in financial terms: the public statement alone does not let you calculate its size or compare it with a specific factory project.
How does the Scout project relate?
Volkswagen Group’s 2025 annual report includes North American expansion with the Scout brand in its capital-planning discussion. Separately, Scout Motors has reported a defined project in Blythewood, South Carolina. Those figures provide concrete context for Volkswagen Group’s U.S. production ambitions, but neither the annual report nor Scout’s project announcement expressly identifies them as the sum or scope of the White House’s “massive” statement.

What Scout has said about timing and progress
In June 2026, Scout Motors described ongoing construction, plans for the Supplier Park, and completion of a first welded Traveler body. Volkswagen announced in 2022 that an independent U.S. company would develop an electric pickup and rugged SUV under the Scout brand.
