There is no annual dollar cap on a Roth IRA rollover under the one-rollover-per-year rule. That rule generally limits you to one indirect IRA-to-IRA rollover in any 12-month period across all your IRAs. It does not apply to a direct custodian-to-custodian transfer, a traditional IRA-to-Roth IRA conversion, or certain employer-plan rollovers. The transaction type—not simply the amount—is what determines which rule applies.
What the one-rollover-per-year limit actually limits
The limit is about frequency, not dollars: generally, you may make only one rollover from an IRA to another IRA in any 12-month period. The IRS applies the rule across all of your IRAs, including traditional and Roth IRAs and SEP and SIMPLE IRAs. The IRS explains that the rule applies “regardless of the number of IRAs you own” in its rollover guidance.
This usually means an indirect rollover: you take a distribution from an IRA, receive the money, and then deposit it into an eligible IRA. The general deadline is 60 days from the date you receive the distribution. A direct transfer between IRA custodians is different and is not counted against this one-rollover limit.

How the 60-day deadline works
For an indirect rollover, the general rule is to deposit the distribution into an eligible plan or IRA within 60 days after receiving it. If the deadline is missed, the amount may be taxable, and an additional tax may apply unless an exception is available. Employer-plan distributions paid to you may have tax withheld; to roll over the full distribution, you may need to replace the withheld amount from other funds.

The IRS describes possible relief for certain late rollovers through an automatic waiver, a private letter ruling, or self-certification when requirements are met. Self-certification is not a universal extension or a guarantee that every issue in a taxpayer’s situation is resolved. Why a Roth conversion can still create a tax bill
A traditional IRA-to-Roth IRA conversion does not count toward the one-rollover-per-year limit, but it can have tax consequences. Pretax amounts converted may be included in taxable income. The conversion’s tax treatment is separate from whether the one-rollover limit applies; the amount alone is not enough to estimate an individual’s tax.

- Is the money in an IRA or an employer plan?
- Will the funds be paid to you, or transferred directly between custodians or trustees?
