Official examples range from a $10 New York non-commercial permit to a $1,058.50 California commercial operator permit, but these authorize different activities and are not directly comparable. Your cost depends on where you fish, whether the harvest is personal or commercial, residency, gear, and any required add-on permits or reporting documents.
How much do lobster permits cost in the states listed?
These are official examples, not a complete national price list. Fees and permit availability can change, so confirm the current amount and requirements with the fisheries agency for the place where you will fish.

Why the price varies
Location and local rules
Lobster permits are set by the authority governing the waters where the harvest occurs. A fee in one state does not estimate the cost in another, and the examples above cover only selected jurisdictions.
Personal use versus commercial fishing
A personal-use or recreational permit authorizes a limited personal harvest under local rules. Commercial fishing can involve distinct operator, crew, gear, vessel, or species-specific authorizations. For example, California distinguishes operator and qualifying crewmember permits, while Florida’s listed amount is a spiny lobster endorsement rather than a universal all-in license price.

Residency, gear, and eligibility
Some agencies charge non-residents more than residents. A permit may also limit gear or depend on existing trap certificates. A listed fee does not guarantee that an applicant can obtain the permit: New York’s commercial lobster permit is under a moratorium on new permits, and Massachusetts publishes eligibility conditions for non-resident recreational applicants.
Budget for more than the lobster-specific permit
The amount due may combine a base fishing or commercial license with a lobster permit or endorsement, vessel or trap-related authorizations, and required reporting documents. California, for example, lists a $12.70 spiny lobster report card for 2026 and requires one for people taking spiny lobster. That reporting charge is separate from the commercial operator permit and applies in the sport-fishing context described by the state.

- Crab Ring Trap Hoop Net Trap For Crab and Lobster

Before budgeting, identify whether the quoted charge is the whole authorization or just one component. In particular, check whether your activity requires a base license, whether you qualify for the intended permit, and whether your gear or harvest triggers additional authorizations or reporting.
How to find your actual cost
- Identify the jurisdiction. Use the state or other fisheries authority responsible for the waters where you will harvest lobster.
- Choose the activity category. Look for personal-use or recreational rules if you will keep the catch for yourself; use the commercial licensing section if you intend to sell or otherwise fish commercially.
- Check residency and eligibility. Verify the resident or non-resident rate and any qualifications, closures, or moratoriums on new permits.
- List every required authorization. Confirm whether you also need a base fishing license, endorsement, vessel or gear authorization, trap certificates, or report card.
- Read the harvest and gear limits. Check pot or trap limits, daily limits, seasons, and any other conditions attached to the permit before purchasing gear or planning a trip.
What the fee does—and does not—tell you
A low personal-use permit fee cannot be compared meaningfully with a commercial operator permit: they authorize different activities and may carry different gear, reporting, and eligibility rules. Treat each amount as one part of a jurisdiction-specific licensing system, and verify the current schedule directly with the agency before applying.
