Those are different budget measures for the Air Force request—not universal prices for every F-35 variant or customer.
Why the F-35 has more than one price
“Cost” can mean the aircraft’s flyaway unit cost, a broader weapon-system unit cost, the entire acquisition program, or the expense of operating and supporting the fleet over time. These figures answer different questions and should not be substituted for one another.
| Cost measure | Reported figure | What it covers |
|---|---|---|
| FY2026 Air Force flyaway unit cost | $110.420 million | Flyaway unit-cost measure in the Air Force’s FY2026 procurement request; the request shows 24 aircraft in the relevant total procurement column. Department of the Air Force FY2026 budget justification |
| FY2026 Air Force gross/weapon-system unit cost | $165.238 million | A broader unit-cost measure than flyaway cost, in the same FY2026 request. It is not interchangeable with the flyaway figure. Department of the Air Force FY2026 budget justification |
| Total program acquisition estimate | $485.2 billion in then-year dollars | GAO’s 2025 report cites a December 2023 DOD estimate comprising $87.4 billion for development, $393.8 billion for procurement, and $4.0 billion for military construction. It is a program total, not a price per aircraft. U.S. Government Accountability Office, 2025 |
| U.S. lifetime sustainment estimate | $1.6 trillion as of 2024 | Estimated operating and support costs over the U.S. fleet’s lifetime, as reported by GAO in 2026—not the purchase price of one aircraft. U.S. Government Accountability Office, 2026 |
What the FY2026 Air Force unit figures mean
Flyaway unit cost: $110.420 million
Flyaway is the narrower of the two unit-cost measures reported in the Air Force’s FY2026 budget justification. It is the appropriate figure to cite when asking about that request’s flyaway unit cost, but it should not be presented as a universal F-35 sticker price.
Gross/weapon-system unit cost: $165.238 million
The same FY2026 justification separately reports a gross/weapon-system unit cost. Because this measure is broader, it is higher; averaging the two figures or labeling either one simply “the F-35 price” obscures what the budget is counting.

The figures are tied to an Air Force procurement request that includes 24 aircraft in its relevant total procurement column. A budget request and its accounting categories are not equivalent to a guaranteed transaction price for any individual buyer.
Why one F-35 variant may not cost the same as another
The program includes three variants: the F-35A, designed for conventional takeoff and landing; the F-35B, with short-takeoff and vertical-landing capability; and the F-35C, the carrier variant. The program serves U.S. military services, international partners, and foreign military sales customers. F-35 program overview

The FY2026 Air Force figure is not a same-basis comparison of all three variants. The Air Force’s FY2027 justification says recurring F-35A flyaway price is affected by quantity profiles across the Air Force, Navy, partners, and foreign military sales, and plans 38 F-35As for FY2027. Different variants, procurement lots, customer mixes, quantities, fiscal years, and cost definitions can therefore produce figures that are not directly comparable. Department of the Air Force FY2027 budget justification
A current official flyaway price table comparing the A, B, and C variants on the same basis is not established by these budget sources. In particular, do not apply the Air Force FY2026 F-35A measure to the B or C variant.

What the acquisition and lifetime totals add
Acquisition is a program-wide investment
GAO’s 2025 report cites DOD’s December 2023 total program acquisition estimate of $485.2 billion in then-year dollars: $87.4 billion for development, $393.8 billion for procurement, and $4.0 billion for military construction. This total answers how much the acquisition program was estimated to cost across those categories, not how much one aircraft costs. GAO acquisition estimate
Sustainment is the long-term ownership burden
GAO reported in 2026 that estimated U.S. lifetime sustainment costs were $1.6 trillion as of 2024. That estimate concerns operating and supporting the fleet, including maintenance and support; it is separate from the acquisition total and from the FY2026 unit-cost figures. GAO sustainment report

The same GAO report found fleet-wide mission-capable rates fell from 67% in FY2021 to 44% in FY2025, while full-mission-capable rates fell from 38% to 25%. GAO also reported that the F-35 Joint Program Office estimated the updated Global Support Solution Reset would require $13.7 billion more than previously planned through FY2031, with work addressing issues such as spare-parts shortages and contractor reliance. These figures describe sustainment and readiness pressures; they do not alter the meaning of a flyaway unit cost. GAO sustainment report
