United, Delta, JetBlue and American were reported to have provided meals or other food assistance to aviation workers during the 2025 U.S. government shutdown. But no reported figure establishes how much the airlines spent collectively—or how much any one carrier spent on the meals. Delta’s later estimate that the shutdown cost it $200 million covered the company’s overall financial impact, not food assistance.
Which airlines provided food assistance?
Reports published in late October 2025 described meal assistance for air traffic controllers and other transportation-sector workers whose pay was delayed during the shutdown. The reports do not establish that every controller could access meals or provide a complete list of participating airports.

Delta CEO Ed Bastian later estimated that the shutdown cost Delta $200 million overall, according to the Associated Press on December 3, 2025. That was Delta’s estimate of the shutdown’s broader financial impact—not its meal bill and not a combined total of airline donations.
Meals were not wages or cash payments
The reported airline assistance was food, not salary payments to controllers. The Washington Post’s October 23, 2025 report on airport food assistance notes that federal employees cannot accept money or bank gift cards equivalent to cash. The distinction matters: donated meals could help workers get through missed paychecks, but the reports do not say airlines replaced workers’ wages.

What happened to flights during the shutdown?
Controllers had been working without pay since the shutdown began. On November 6, 2025, the Department of Transportation and FAA announced temporary flight reductions that would phase up to 10% at 40 high-traffic airports. The FAA’s announcement describes an operational safety measure, not an airline donation. The emergency order was later terminated; American Airlines said the shutdown had lasted 43 days.
