How Mortgage Preapproval Works—and What Lenders Actually Verify

A mortgage preapproval is a tentative, assumption-based indication—not a guaranteed loan. Learn what lenders check, which documents may apply, and what can change before closing.

A mortgage preapproval is a lender’s tentative indication that it may lend you up to a stated amount, based on the information and assumptions available at the time. It is useful when planning a home search, but it is not a guaranteed loan or a final approval. The key is to find out what the lender actually checked, what remains conditional, and how the proposed loan amount fits your own budget.

What a mortgage preapproval tells you

The Consumer Financial Protection Bureau (CFPB) defines a preapproval letter as a statement that a lender is tentatively willing to lend up to a certain loan amount. “Tentatively” matters: the letter describes a possible loan based on an initial review, not a promise that the lender will fund a particular purchase. The amount is also not a recommendation about what you should spend. The CFPB emphasizes that only you can decide what you can afford.

A letter can help show a seller that you have contacted a lender and received an initial assessment. Its usefulness depends on the strength and currency of that assessment, and it does not replace the checks required later in the mortgage process. Treat the amount as a limit under stated assumptions, not as a target price or proof that a future transaction will be approved.

There is no single preapproval process used by every lender. One lender may review supporting documents before issuing a letter; another may rely more heavily on information you provide at first. A letter can therefore look similar to another lender’s letter while resting on a different level of verification. The label alone does not tell you how much work has been done.

Prequalification versus preapproval: ask what was checked

“Prequalification” and “preapproval” do not have consistent meanings across lenders. Some use prequalification for an estimate based mostly on borrower-reported information and reserve preapproval for a more documented review. Others use the terms differently. Do not assume that one label guarantees a particular credit check, document review, or level of certainty.

Instead, ask the lender to explain the substance behind its letter. A useful comparison is whether the lender used information you reported or independently reviewed documents; which financial areas it verified; what assumptions it made about the loan; and what conditions are still outstanding. Ask directly whether it pulled your credit report and whether anything else must happen before the letter can be relied on for an offer.

These questions make letters from different lenders easier to compare. They also help reveal whether a figure is based on complete documentation or on information that could change when evidence is reviewed. If a lender cannot explain the assumptions or outstanding conditions, do not infer that they have already been resolved.

What lenders commonly assess

At the initial stage, lenders commonly assess income, assets or available funds, debts, and credit history. They may also document employment. The exact depth of review before a preapproval letter is issued depends on the lender. Later underwriting substantiates the financial information and evaluates the proposed loan and property, so an initial review should not be mistaken for completion of underwriting.

Income and employment

A lender needs to understand the income information relevant to the application. For a wage earner, pay stubs and W-2 forms are common examples of records a lender may request. Tax returns may be relevant for self-employment, rental, or commission income. Employment may be documented as part of the review, but whether that has happened before the letter is issued is a lender-specific question.

Different income sources can require different evidence. If your income includes more than wages, tell the lender what sources apply to you and ask which records it needs for each. Do not assume that a generic online checklist covers your circumstances or that every listed document will be required.

Assets and funds

Lenders may review available funds and other assets. Examples of records include statements for checking and savings accounts, retirement accounts, investments, or other assets. If a transaction involves gift funds, ask what documentation the lender requires rather than relying on a general checklist. Fannie Mae notes that digital account access may be used to verify assets, income, or employment; ask the lender how any access works and what information it will retrieve.

Debts and monthly expenses

Existing debts and monthly expenses affect the lender’s assessment of whether the proposed mortgage appears repayable. The CFPB describes income, assets, employment, credit history, and monthly expenses as factors lenders generally consider and document under the ability-to-repay rule. In the Qualified Mortgage context, the rules specifically require consideration and verification of current monthly income or assets and monthly debt, plus a debt-to-income ratio or residual income.

Those standards describe regulatory requirements, not a promise that every item will be fully verified before a lender issues an initial preapproval letter. Ask what the lender has reviewed now and what it will verify later. A preapproval estimate can change when debts, expenses, or the documentation behind reported income are reviewed more fully.

Credit history

A credit check is common during mortgage preapproval. The CFPB says a lender may run a hard inquiry when assessing an application for preapproval. A hard inquiry for new credit can affect a credit score, although the effect is not guaranteed to be identical for every scoring model or individual borrower.

The CFPB also says that seeking multiple mortgage preapprovals within a short period should have no major impact on a score. That is not a guarantee that every inquiry has zero effect. Ask each lender when it will obtain your credit report and how the inquiry is handled. If you are comparing lenders, keep the applications close together in time rather than treating an indefinite series of credit checks as equivalent.

Documents to prepare—and how to handle them

The records a lender requests depend on your income sources, assets, and circumstances. Fannie Mae’s examples include income and asset records, along with additional documentation for specific situations. Think of the following as a way to identify what may apply, not as a universal checklist that every applicant must complete.

Before sending sensitive financial records, ask the lender how to submit them securely. If the lender offers digital account access, clarify which account information it will use and for which verification purpose. Keep a record of what you have submitted and note requests that are still outstanding so you can distinguish an incomplete file from information already reviewed.

Why a preapproval amount or outcome can change

A preapproval reflects a snapshot: the information, assumptions, and circumstances available when the lender prepared the letter. The lender later evaluates the actual loan and property as well as the borrower’s financial information. It is not simply reissuing an earlier decision based on the same facts.

Freddie Mac identifies the appraised value, loan type, income, assets, and debts as factors that can affect how much a borrower may ultimately borrow and whether approval is granted. Fannie Mae’s underwriting guidance also describes a fuller assessment of borrower information. A change in financial circumstances or creditworthiness can matter as the application progresses.

For example, a letter’s stated amount may not carry over unchanged when the property’s appraised value or the proposed loan terms differ from the assumptions used initially. Updated financial information can also affect the assessment. The exact effect depends on the transaction and the lender’s review; a preapproval is not evidence that any particular future property or loan structure has passed review.

How to get and use a preapproval carefully

  1. Ask how the lender defines its process. Find out what information it reviewed, whether income and assets were verified, whether it obtained your credit report, and which conditions remain.
  2. Gather records that match your finances. Identify the income sources, assets, debts, and special circumstances that apply to you. Ask for a lender-specific list rather than assuming every generic document list fits.
  3. Confirm the letter’s timing and limits. Ask how long it remains valid and what changes you must report. The CFPB says preapproval letters commonly expire after 30 to 60 days, but that range is typical, not universal. Confirm the date printed on your own letter and the lender’s renewal process.
  4. Compare more than one lender when practical. Ask each the same questions about verification, assumptions, credit inquiries, outstanding conditions, and expiration. The CFPB says multiple preapprovals obtained within a short period should have no major credit-score impact, though that does not mean every inquiry is guaranteed to have no effect.
  5. Revisit the assumptions when your situation changes. If information that the lender relied on is no longer current, contact the lender and ask whether the letter or its amount needs to be updated. Do not treat an old letter as proof that later facts have been considered.
  6. Compare formal loan terms after making an offer. Do not select a lender based on the preapproval letter alone. Request and compare official Loan Estimates, paying attention to loan terms, rate structure, costs, and the assumptions behind each estimate.

How to compare preapproval letters

A stated maximum by itself is a poor way to choose between lenders. Compare the basis for the letter and the work still to come. Use the same questions for each lender, and keep notes so you can distinguish a documented review from a preliminary estimate.

  • Verification: What income, assets, debts, employment, or credit information did the lender review or verify?
  • Evidence: Is the letter based mainly on information you reported, or on documents the lender reviewed?
  • Assumptions: What loan amount and other assumptions does the letter use?
  • Credit: Was a credit report obtained, and when?
  • Conditions and expiration: What remains to be completed, and when does the letter expire?
  • Formal terms: Once available, what do the Loan Estimates show about terms, rate structure, costs, and assumptions?

This comparison separates the initial indication from the eventual mortgage offer. A letter with a higher amount is not automatically a better fit: your own comfortable budget is a separate decision, and the formal estimate is where you can compare the proposed loan’s terms and costs.

What preapproval does not settle

A letter does not guarantee that the lender will approve the final application, fund a particular loan, or lend the maximum stated amount. It also does not settle whether a specific property and proposed transaction will meet the lender’s requirements. Those questions are addressed through later verification and evaluation of the actual loan and property.

It likewise does not establish that the proposed monthly payment or purchase price is comfortable for you. The lender’s tentative maximum is based on its assessment and assumptions; your budget decision belongs to you. Use the letter to inform a search, not to replace your own assessment of affordability or the comparison of formal Loan Estimates.
