How Middle East Oil Exports Affect Global Fuel Prices

Middle East export disruptions can tighten global oil supply and raise shipping and refinery costs, but the effect at the pump depends on product markets and local taxes and distribution.

Middle East oil exports affect fuel prices because crude oil is traded in a connected global market: when exports are disrupted, buyers compete for fewer available barrels, shipping becomes riskier or more expensive, and crude and refined-product prices can rise. The effect on a driver’s pump price is indirect, varies by country and fuel, and depends on more than crude alone.

How an export disruption reaches fuel prices

  1. Global benchmarks respond to expected supply. Buyers and sellers price crude against benchmarks such as Brent, which reflect expectations about worldwide supply, demand, inventories, and availability—not just the origin of a particular barrel. OPEC and non-OPEC production, economic demand, inventories, spot markets, and financial-market activity all influence crude prices. EIA’s overview of crude-oil price drivers explains these forces.
  2. Exports move through routes with different capacities and risks. Middle East oil reaches buyers by sea and through pipelines and ports. The Strait of Hormuz is a major maritime route, but it is not the only route for regional oil. Saudi Arabia’s East-West pipeline can carry oil to the Red Sea port of Yanbu, while other workarounds, including ship-to-ship transfers, can redirect some flows. These alternatives cannot necessarily replace all disrupted seaborne exports. In its October 6, 2026 outlook, the U.S. Energy Information Administration (EIA) reported that attacks temporarily halted flows through the Saudi pipeline to Yanbu, a route used to bypass Hormuz.   3. Unavailable or delayed barrels tighten the market. Refiners and oil-importing countries seek replacement supplies; inventories may be drawn down, and prices can reflect both the physical shortfall and uncertainty about what comes next.
  4. Transport risk adds cost beyond the barrel itself. If tankers face greater risk, shipping, insurance, and routing costs can rise. EIA reported that heightened tanker risk increased shipping costs and the risk premium reflected in oil prices; longer routes and higher insurance costs also raised delivered crude costs for refiners. A disruption can therefore affect how much oil arrives and what it costs to deliver.
  5. Refining and local costs determine the retail outcome. Crude must be refined into gasoline, diesel, or jet fuel. Refinery capacity, product inventories, distribution and marketing costs, and taxes all affect the final price. A product shortage or high refinery margin can push a fuel’s price differently from the crude benchmark.

What the latest reported figures show—and what they do not

EIA’s October 6, 2026 outlook, based on September conditions, reported that Brent crude oil spot prices averaged $114 per barrel in September 2026, $23 per barrel above the August average. EIA attributed the increase to attacks on oil infrastructure and tankers in the region. It estimated Middle East crude production shut-ins averaged 4.8 million barrels per day in September, compared with 5.8 million b/d in August and a May peak of 10.9 million b/d. These are reported monthly averages and EIA estimates, respectively—not a formula for what gasoline should cost.

The same outlook forecast Brent averaging $105 per barrel in 4Q26. That is a forecast, not an observed price: it assumes flows remain constrained and shut-ins average 4.5 million b/d in the quarter. EIA cautioned that the ongoing conflict could make near-term prices more volatile than its forecast. It also estimated that global oil inventories declined by an average of 1.9 million b/d in 3Q26 and forecast a further average decline of 0.7 million b/d in 4Q26; those are outlook estimates, not final audited totals. These numbers describe different measures and periods: September prices and shut-ins are not interchangeable with the fourth-quarter forecast or inventory estimates. Actual outcomes depend on the duration of conflict, export routes, the pace of production recovery, inventories, and demand.

Why refined fuels can move differently from crude

Crude oil is an input, not the whole price of gasoline, diesel, or jet fuel. Refinery capacity and the balance of supply and demand for each finished product matter. When crude flows are disrupted, replacement demand can spill into refined-product trade; product markets can also tighten even when crude prices are not moving by the same amount.

For example, EIA’s retrospective on the second quarter of 2026 reported that U.S. distillate exports averaged 1.56 million barrels per day, 30% above the five-year average, as international buyers sought replacement supply. U.S. jet-fuel exports averaged 356,000 barrels per day, more than double the five-year average. EIA also reported that the average gasoline crack spread was 60% above its year-earlier level in 2Q26, while distillate and jet-fuel crack spreads more than doubled year over year. Crack spreads measure refinery margins—the difference between product values and crude input costs—not changes in the price paid at the pump. Why a global crude move does not translate directly to your pump

Brent is a global crude benchmark; a retail fuel price is local. The price a driver pays also reflects refining costs and margins, distribution and marketing, and taxes. The shares of those components differ by location and can change over time, so a U.S. gasoline example should not be treated as a global rule. EIA provides U.S.-specific component information for gasoline and diesel, but the cited sources do not establish a universal percentage by which a given change in Middle East exports changes retail prices across countries. Timing also differs. Crude benchmarks can react to expectations before a disruption is fully reflected in deliveries. Retail prices then depend on product markets and local costs as fuel moves through refining and distribution. As a result, pump prices may rise less, more, or at a different pace than crude prices.

How to read the effect without confusing a forecast for a result

  • Separate barrels from prices. Production shut-ins and export flows describe physical supply; Brent describes a benchmark price shaped by supply expectations and other market forces.
  • Check the route and the workaround. A Hormuz disruption does not mean every Middle East barrel stops moving, but pipeline and other alternatives have limits and can themselves be disrupted.
  • Compare like with like. Brent, gasoline, diesel, and jet fuel are different markets. Refinery margins and product availability can amplify or offset crude movements.
  • Keep dates and status attached to numbers. A monthly average is an observation; a quarterly outlook is a forecast with assumptions. EIA’s expectations changed as conditions changed: its July 2026 outlook anticipated that production recovery after reopening would lower crude and U.S. gasoline prices, while its October outlook described renewed route constraints and a higher fourth-quarter Brent forecast.   • Use local retail data for a local answer. Taxes, distribution, refining, and fuel-market conditions vary by country; there is no single global pump-price response to an export disruption.

In a June 9, 2026 press release, EIA Administrator Tristan Abbey said: “Any scenario involving full restoration of inventories, production, and trade flows to pre-conflict levels must account for the partial restructuring of the global oil market that has already occurred.” The comment underscores that a return of production or shipping does not by itself specify how quickly inventories, trade patterns, or prices will return to earlier conditions.
