How Manufacturers Can Manage Cash Flow During a Downturn

A practical guide for manufacturers facing a downturn: forecast receipts and bills, free cash tied up in receivables or inventory, and compare financing options carefully.

Manufacturers can manage cash flow during a downturn by forecasting when cash will arrive and when bills must be paid, then acting early on overdue invoices, slow-moving inventory and payment terms. A cash shortfall is a timing problem as much as a profitability problem: a business can have orders and still lack cash for payroll, materials or debt payments when they come due.

How can a manufacturer improve cash flow during a downturn?

Start with a rolling forecast for the coming weeks and months. Put expected customer receipts beside payroll, supplier invoices, debt payments, taxes and essential operating costs. Use realistic collection dates—not just the due dates printed on invoices—and revise the forecast when orders, lead times or customer payment terms change.

The U.S. Small Business Administration (SBA) recommends maintaining bookkeeping records, financial statements and cash-flow projections, and tracking available cash, receivables, payables, bank reconciliations and payroll. Its small-business management guidance calls the balance sheet “the foundation of managing your finances.” SBA guidance on managing business finances.

Build a forecast that helps you act

  1. List cash on hand and expected receipts. Include customer invoices by likely payment date, not simply by invoice date.
  2. Schedule required outflows. Include payroll, materials, rent and utilities, taxes, debt service and other commitments.
  3. Mark the weeks when cash gets tight. A projected gap is an early signal to pursue collections, discuss terms or arrange financing—not a reason to wait until a payment is missed.
  4. Update assumptions as conditions change. Reforecast when bookings decline, customers reduce their own inventory or delivery schedules shift.

Manufacturing conditions can change cash timing in several ways. In selected comments from its regional manufacturing survey, the Federal Reserve Bank of Kansas City described booking declines, internal lead-time changes, customer inventory reductions and longer customer payment terms. Where can cash be freed up in day-to-day operations?

Review receivables and inventory together. Receivables show cash that has been earned but not collected; inventory shows cash already spent on materials or goods that may take time to sell. An aging report can reveal overdue customer balances, while an inventory report can flag stock that is slow-moving or no longer aligned with likely demand.

Speed up customer collections

  • Send invoices as soon as the contract or shipment allows.
  • Set a consistent process for checking invoice receipt and following up on late payments.
  • Review customer credit before extending or increasing terms.
  • Consider deposits or early-payment discounts only when the margin, contract and customer relationship make them worthwhile.

These measures are options rather than universal rules: a discount costs margin, and a deposit request may affect a customer relationship or contract. The SBA’s cash-flow article also discusses reducing inventory and renegotiating with creditors. Review inventory without disrupting production

Compare current stock with expected demand, open orders and production needs. Reducing excess or obsolete inventory may release cash, but a cut that leaves the plant without critical materials can delay profitable orders and create new costs. Separate inventory that can safely be reduced from the materials needed to maintain production continuity.

Should you negotiate longer supplier terms?

Map the time between paying for materials and collecting from customers. If suppliers are paid well before customer invoices are collected, that gap may be a major source of working-capital pressure. Ask suppliers about terms before a shortfall becomes urgent, and discuss customer terms where the relationship and contract allow.

Longer supplier terms can delay cash leaving the business; longer customer terms delay cash coming in. Do not promise customers payment terms that your forecast cannot support, and consider the effect of any change on supplier continuity and customer relationships. The Kansas City Fed survey comments include examples of extended customer terms, but do not establish how common that practice is.

Can you borrow against inventory or accounts receivable?

For eligible U.S. small manufacturers, SBA-backed financing may be one option. The SBA says its 7(a) loan program can fund short- or long-term working capital. Its Working Capital Pilot (WCP) includes asset-based financing, which allows borrowing against inventory and accounts receivable, and transaction-based financing tied to project expenses. These structures can address different needs; they are not interchangeable or automatically suitable for every business. SBA 7(a) loan information.

The SBA says a business considering the WCP should have at least one year of operating history and be able to provide timely financial statements, receivables and payables aging reports, and inventory reports. Compare financing by the need it serves

Approach Potential fit What to verify
Improve invoicing and collections Cash is delayed by late or slow customer payments. Contract terms, customer impact and any discount’s effect on margin.
Manage inventory and supplier terms Cash is tied up in stock or leaves the business well before customer payment. Production continuity, supplier relationship and how long the cash benefit lasts.
SBA 7(a) working-capital financing General short- or long-term working-capital needs for an eligible U.S. small business. Total cost, repayment schedule, collateral and lender requirements.
WCP asset-based financing A business seeks borrowing capacity against eligible inventory and receivables. Borrowing base, reporting, collateral, availability and repayment terms.
WCP transaction-based financing Financing is connected to expenses for a defined project or transaction. Project requirements, timing, reporting and how repayment will be sourced.

Before borrowing, identify the total cost, when repayment begins, the collateral or borrowing-base rules, required reporting and the cash source that will repay the debt. A loan or line can bridge a timing gap, but it cannot by itself correct a persistent mismatch between operating costs and collections. The SBA reported more than $150 million in WCP lending since the program’s inception in a February 2, 2026 release; the same release said 98% of U.S. manufacturers are classified as small businesses. Those figures provide program and industry context, not evidence that the program is right for a particular manufacturer or that downturn cash-flow problems are widespread. How do you avoid cash cuts that harm the business?

Separate immediate cash preservation from decisions that could undermine the ability to fulfill profitable orders. Before cutting a recurring or one-time expense, compare its savings with the likely operational cost. The same test applies to inventory reductions: releasing cash is not a win if the change causes production interruptions, missed delivery dates or lost customer trust.

Historical evidence should also be used cautiously. A Federal Reserve discussion paper on unrated public firms during the 2007–09 crisis found product-market shocks were the main determinant of short-term financing use in that analysis; higher-demand firms in its sample held more raw-material inventory and used more trade credit. That study is historical and focused on a particular group of firms, so it does not establish what a small manufacturer should do in a current downturn. Federal Reserve discussion paper.
