Businesses can use Purchasing Managers’ Index (PMI) data as a monthly signal to review demand, inventory, supplier conditions, purchasing activity and input costs. It can help frame questions for a purchasing review, but it cannot calculate a company’s reorder point or tell it exactly how much to buy. Pair the relevant PMI sub-indexes with your own orders, stock records, supplier lead times and purchase commitments.
What PMI tells a business
PMI surveys ask businesses whether conditions such as new orders, output, purchasing activity, supplier delivery times and inventories rose, fell or stayed the same compared with the previous month. The exact sub-indexes vary by publisher and survey. S&P Global describes its survey measures and their calculation in its PMI FAQ; ISM publishes a separate U.S. survey with its own methodology.
A diffusion index summarizes the direction of responses, not the percentage change in sales or production. In S&P Global’s method, the index is calculated as the percentage reporting “higher” multiplied by 1.0, plus the percentage reporting “the same” multiplied by 0.5, plus the percentage reporting “lower” multiplied by 0.0. A reading of 50 is neutral: responses indicating increases and decreases are balanced under that calculation. A reading above 50 does not mean activity grew by that percentage.
Before using a number, identify its publisher, geography, sector and reference month. The providers’ headline manufacturing indexes are not interchangeable: S&P Global weights new orders at 30%, output at 25%, employment at 20%, supplier delivery times (inverted) at 15%, and stocks of purchases at 10%; ISM’s U.S. manufacturing composite uses five equally weighted components. Which PMI signals matter for inventory and purchasing?
New orders and finished-goods inventories
For a manufacturer, compare changes in new orders with finished-goods inventories. S&P Global’s orders-to-inventories ratio divides the seasonally adjusted Manufacturing New Orders Index by the Manufacturing Stocks of Finished Goods Index. A ratio above 1 means the new-orders index is higher than the finished-goods stocks index, a pattern S&P Global describes as consistent with higher future production. Below 1 means finished-goods inventories are higher relative to new orders, which can be consistent with firms trimming output or reducing prices to clear stock. The ratio is a sector-level signal, not a forecast for a particular company. Input inventories, purchasing activity and delivery times
Input-inventory and purchasing-activity measures can help inform a review of future materials buying. Compare them with actual supplier lead times, open purchase orders and committed quantities. ISM’s Buying Policy section reports lead-time bands for capital expenditures, production materials, and maintenance, repair and operating (MRO) supplies. Those bands add context about reported lead times; they do not substitute for the lead time quoted by a supplier serving your business.

Read supplier delivery indexes carefully. S&P Global inverts the delivery-times component in its manufacturing headline so it moves in a comparable direction with the other components. Longer delivery times can indicate supply pressure, but the composite’s direction reflects that inversion; do not read the headline as a direct measure of supplier efficiency.
A practical PMI review for purchasing decisions
- Choose a relevant series. Match the PMI to the geography and sector affecting your business, and keep the publisher and series consistent when comparing months. A national headline may be too broad for a company exposed to a specific sector or international supply chain.
- Review the components, not just the headline. For inventory and purchasing, check new orders, input or finished-goods inventories, supplier deliveries, purchasing activity and prices where those measures are available and relevant. A composite can hide different movements within its components.
- Compare demand and stock signals. Rising orders alongside lagging finished-goods inventories may suggest production pressure; rising stocks alongside weaker orders may prompt an overstock or replenishment review. Treat either pattern as a question to investigate, not a company-specific conclusion.
- Check your operating data. Compare the PMI pattern with your order book, sales or point-of-sale data, stock on hand, open purchase orders, supplier lead-time changes and critical-material availability. PMI surveys cover a panel at a sector or national level, not your SKU-level demand.
- Build conditional scenarios. If external demand appears to strengthen while your stock cover is low and supplier lead times are extending, review whether selected orders should be brought forward or increased. If demand weakens while stock accumulates, review order timing and quantities alongside sell-through plans. Neither scenario makes a particular PMI reading an automatic buy or cancel signal.
- Connect the review to company goals. ISM’s 2022 account of Fortive describes using Report on Business data in monthly operating reviews, aligning sub-indexes with company KPIs and using lead-time, commodity-price and supply information to prompt operational and purchasing follow-up. It is an example of one company’s practice, not evidence that the same process or outcome applies to every business. See ISM’s account.
What PMI cannot tell you
- Your reorder point or optimal order quantity: PMI does not supply a company’s SKU-level demand, days of inventory, service target, supplier-specific lead time or order constraints. Use internal operating data for those calculations.
- Whether every business has a useful inventory index: S&P Global notes that its services survey asks fewer questions because inventories are not relevant to many service providers.
- A guaranteed forecast: PMI offers timely context, but a business must validate the pattern against its current data, products, suppliers and constraints.
- A directly comparable reading from another publisher: S&P Global and ISM use different survey panels and composite methods. Keep their series separate rather than splicing readings together.
S&P Global reported that its PMI coverage spanned more than 45 economies, equivalent to 90% of global GDP, in its December 2024 ratio article. That describes the provider’s reported coverage, not the accuracy of an inventory decision or the representativeness of any one company’s market.
