Low-cost carriers changed commercial aviation by making leaner operations, direct booking and simpler fares a powerful competitive model. Their growth expanded low-fare options and pressured established airlines, but it did not make network carriers obsolete—or guarantee that the cheapest advertised fare is the cheapest trip.
What makes an airline a low-cost carrier?
“Low-cost carrier” describes a broad business-model category, not a single standard design. Common features include point-to-point routes, fewer services included in the base fare and direct online booking. Some carriers also use secondary airports, though that choice depends on the market. Airlines combine these elements differently, and hybrid models blur the line between low-cost and traditional network carriers.
A network carrier generally emphasizes a connecting network: it brings passengers through hubs and offers links across a broad set of destinations. The distinction is useful for understanding airline strategy, but an individual airline may use features associated with both models. The International Civil Aviation Organization (ICAO) notes that no one airline type is best for every market.
How did low-cost carriers gain room to grow?
Airline business choices mattered, but so did access to markets. ICAO links LCC growth to domestic deregulation and more market-oriented international air-service agreements. As restrictions eased, airlines could enter routes and offer services that had previously been limited or unavailable. Lower fares could attract people who might otherwise not have flown—a demand-stimulating effect sometimes called the “Southwest effect.” That label describes a possible outcome, not a guarantee for every route or country.

The scale of LCCs had already become significant by 2015, although those figures are historical, not current market shares. ICAO reported that LCCs carried 984 million passengers, or 28% of the world’s scheduled passengers, that year. Their passenger numbers grew 10% from 2014, about one and a half times the growth in total global passenger traffic. ICAO also reported that LCCs accounted for 41% of European scheduled seat capacity, 23% of the Asian LCC share and 9% of the African LCC share. The European figure measures seats, not passengers or routes; ICAO marked its 2015 global scheduled-aviation figures as preliminary.
How did the LCC model put pressure on airline costs?
Low fares are easier to sustain when an airline controls the cost of operating and selling each seat. In a historical analysis with McKinsey, the International Air Transport Association (IATA) identified point-to-point flying, fewer included services, internet-only booking and, in some cases, secondary airports as cost-reducing practices used by major LCCs. The mix matters: labor productivity, seat density, infrastructure, operating practices, product and distribution costs all contributed differently across the markets studied.

The same IATA analysis found substantial cost differences in its historical sample. The three largest U.S. network airlines had operating costs per available seat kilometre 36% higher than Southwest’s; the comparison was 40% versus easyJet and 64% versus Ryanair in Europe. These were like-for-like comparisons from regional analysis ending in 2004, not present-day rankings or universal gaps. The study also excluded financing and pension differences that can affect group-level profitability.
Nor does a lower operating cost automatically mean a more profitable airline. Network carriers may earn higher yields from premium services and from carrying short-haul passengers onward to long-haul flights. IATA’s point is not that every network airline should copy every LCC practice: higher costs can make sense when customers value the service and the airline can deliver it efficiently at a yield that supports it.

How did LCCs affect fares and incumbent airlines?
New low-fare competition put pressure on established airlines, but fare changes cannot be attributed to LCC entry alone. In a structural model of the U.S. airline industry from 1999 to 2006, economists Steven Berry and Panle Jia found that air-travel demand was 8% more price-sensitive in 2006 than in 1999, and passengers had developed a stronger preference for nonstop flights. Along with changes in marginal costs that favored nonstop service and LCC expansion, those factors together explained more than 80% of the reduction in legacy carriers’ variable profits. That is a combined explanation for a particular U.S. period, not an estimate of LCCs’ isolated effect everywhere.
Recent U.S. evidence also calls for care in interpreting price trends. In a report published June 25, 2026, the U.S. Government Accountability Office (GAO) found that estimated domestic fares including available ancillary fees were lower in 2024 than in 2007. GAO also found a higher presence of ultra-low-cost carriers in 2022 than in 2007, with those indicators largely unchanged through 2024. These findings describe U.S. domestic travel; they do not prove that LCC growth alone caused the fare difference or that fares fell on every route. Did low-cost carriers replace network airlines?
No. The models serve different travel patterns, and both can operate in the same market. Point-to-point services can work well for passengers who want a direct trip between two cities. A hub-and-spoke network can connect travelers between places without enough direct demand to support frequent nonstop flights. ICAO describes both approaches as responsive to different consumer needs and market conditions.
European evidence illustrates how the roles can complement one another rather than compete as substitutes on every journey. An IATA summary of a 2022 study says network carriers are the primary providers of connectivity within Europe and to intercontinental markets, while LCCs dominate direct-route demand within Europe. That finding concerns Europe; it should not be treated as a global division of roles.

What does the change mean for a traveler comparing fares?
For a household budget, the relevant figure is the cost of the trip you will actually take, not just the fare displayed first. A low base fare may omit services another airline includes; the total can change once you select baggage, seats or other optional extras. Airport location and ground transport matter too, particularly if one option uses an airport farther from your destination. The right comparison depends on the itinerary and what you need, not the airline label alone.
- Compare total prices: Include applicable baggage, seat-selection and other fees for each itinerary. GAO’s recent U.S. comparison explicitly included available ancillary fees, rather than relying only on base fares.
- Check the airports: Compare airport locations and likely ground-access costs, especially when the options use different airports.
- Value the schedule: Weigh a nonstop flight against a connection, and consider departure times and frequency as well as the fare.
- Look beyond one route: If the trip involves connecting onward, compare destination coverage and the value of a network carrier’s connections against a direct LCC itinerary.
- Count included services: Check what is included in each fare before deciding that one option is cheaper.
These are comparison criteria, not a claim that one business model always wins. The useful result of LCC competition is more choice in many markets; which fare is better value depends on the complete itinerary and the traveler’s needs.
