How India’s GST Reforms Could Ease Cash-Flow Pressure for Startups

India’s GST changes may improve cash flow for eligible exporters and businesses with accumulated credits. Here’s what is recommended, what is already reported, and what startups should verify.

India’s GST reforms could ease cash-flow pressure for some startups by speeding access to eligible refunds, releasing more accumulated input tax credit (ITC), and simplifying certain filing or appeal processes. But the latest changes are recommendations, not automatically available benefits: eligibility depends on the business, the type and date of its credit, and the legal and administrative steps that follow.

How GST can tie up a startup’s cash

A business may pay GST on purchases and hold the resulting ITC until it can use that credit against tax due or obtain an eligible refund. That can constrain working capital when credits accumulate faster than they can be used—particularly for exporters and businesses with an inverted duty structure, where the GST rate on inputs exceeds the rate on outputs. A refund can return eligible funds sooner, but only where statutory conditions are met and the claim is processed.

The Ministry of Finance’s account of the 57th GST Council meeting on 8 October 2026 recommends changes intended to broaden some ITC and refund eligibility, accelerate refunds, and use system-based processing. The Council said the measures would ease working-capital constraints and remove blockage of ITC on input services and capital goods in specified cases. That is the stated aim, not a measured finding about the amount of cash Indian startups will recover.

What the 57th GST Council meeting recommended

The Council’s recommendations address accumulated credits in particular cases. They do not create a universal refund for startups, and the relevant amendments, rules, notifications, and operational instructions must confirm how and when each measure applies. The announced dates also mean some credits would qualify only if they were availed on or after the specified date.

Measure recommended Potentially affected credit Timing in the recommendation What to check
Broader inverted-duty refund eligibility for accumulated ITC on input services Input-services credit in qualifying inverted-duty cases Credit availed on or after 1 November 2026 Whether the change has been implemented and whether the business meets the detailed refund conditions
Spread capital-goods ITC over 60 months for relevant refunds Capital-goods credit relevant to specified zero-rated and inverted-duty refunds Credit availed on or after 1 April 2027 Whether the relevant refund category, credit, and claim meet the eventual statutory and administrative rules

These provisions could make more accumulated credit eligible for refund in defined circumstances, but they are not immediate or universal cash payments. The Council release describes recommendations; a startup should confirm the operative legal position before treating a credit as refundable.

Which reported GST measures may already matter

Separate government reporting describes earlier measures with narrower scopes. The Press Information Bureau reported the following dates and thresholds; each is conditional, and none establishes that every startup qualifies.

Measure reported Who or what it covers Cash-flow or process relevance
Electronic refund process, operating since 26 September 2019 Refund applicants using the electronic process, subject to applicable rules Provides an electronic route for refunds; the existence of the process does not guarantee eligibility, approval, or a particular payment time
Automated registration within three working days from 1 November 2025 Specified low-risk applicants May shorten registration processing for applicants within the specified category
Quarterly return filing with monthly tax payment (QRMP) Taxpayers with turnover up to ₹5 crore who opt in and meet the applicable conditions Can reduce the frequency of return filing, while tax is still paid monthly
90% provisional refunds from 1 October 2025 Eligible low-risk suppliers making zero-rated supplies Can provide provisional access to part of a qualifying refund before final processing
Provisional refunds for inverted-duty cases Eligible inverted-duty refund cases covered by CBIC instructions to field formations May improve access to funds while a qualifying refund is handled; eligibility and processing still matter

The 90% figure is the reported provisional-refund share for eligible low-risk zero-rated suppliers, not a general refund rate for startups. Likewise, the ₹5 crore ceiling applies to the option to use QRMP, not to refund eligibility.

Exporters may benefit from a separate refund change

A 2025 government release said the GST Council had approved removing the value threshold for refunds on low-value export consignments. It singled out small exporters using courier and postal services and described expected working-capital benefits. Approval is not, by itself, proof that a particular exporter can claim a refund today: check the corresponding amendment and operative rules before relying on the change.

Appeal pre-deposits: relevant when a tax order is contested

The Council has also recommended reducing the maximum pre-deposit for appeals to the appellate authority from ₹25 crore each under CGST and SGST to ₹20 crore each. The government described the change as a way to ease cash-flow and working-capital blockage. This is a distinct issue from routine operating cash flow: it matters most to a taxpayer appealing an order, and it remains a recommendation unless implemented through the required legal and administrative steps.

How to assess whether a reform applies to your startup

Start with the business’s own GST position rather than the word “startup.” The relevant facts may include:

What the evidence does—and does not—show

The official releases establish policy mechanisms, dates, thresholds, and expected benefits. They do not quantify how much cash startups as a group will recover, how many startups qualify, or how quickly a particular refund will arrive. The reforms could ease liquidity constraints for businesses that meet the relevant conditions, but a startup-wide impact has not been established.
