Short answer: A warehouse or fulfilment location in another Indian state can be a “place of business” for GST. If your business is liable to register in that state, you generally need a separate GST registration there; your home-state GSTIN does not automatically cover every state where your inventory is stored. Registrations held by the same PAN in different states are treated as distinct persons, so stock movements between them can be taxable supplies even when no money changes hands. Each GSTIN then has its own return and record-keeping obligations.
The result depends on facts such as who owns the inventory, who controls the warehouse, whose name appears on supply documents and whether the location is a marketplace or logistics provider’s facility. The rules and portal procedures can change, so check the current CGST Act, notifications and GST Portal for every registration and tax period.

Why the warehouse location matters
GST registration is generally state based. The Central Board of Indirect Taxes and Customs (CBIC) describes a warehouse or godown where a taxable person stores goods as a place of business. The GST Portal’s registration application correspondingly asks for a principal place of business and additional places of business, including address and premises documents.

That does not mean every parcel delivered to a customer in another state creates a registration there. A delivery destination, by itself, is not the same as maintaining a place of business. The question is whether your business has a taxable presence and registration liability in the state under the applicable provisions and notifications.

The 30-day application window
Section 25 of the CGST Act generally gives a person 30 days to apply for registration after becoming liable. The period is subject to statutory qualifications and exceptions, so do not treat it as a universal grace period for every business model. Keep evidence of the date on which the relevant liability arose and submit the application for the correct state and legal entity.
Do you need a GSTIN in every state where inventory is stored?
Use the following decision sequence for each out-of-state location:
- Identify the legal seller. Confirm the entity named on customer invoices, marketplace seller records and contracts. A proprietorship, company, partnership or other entity must be assessed in its own name.
- Map inventory ownership and control. Establish whether your entity owns the goods while they are in storage, who can release them, and who bears loss or damage risk.
- Classify the location. Decide whether it is your own warehouse, a leased or contract-operated facility, or a marketplace fulfilment centre. Record the address and the contractual relationship.
- Check state liability. Apply the CGST Act, relevant state or union-territory provisions, turnover rules and any notified exceptions. Do not infer liability solely from the fact that customers live in that state.
- Register or document the conclusion. If liable, apply in that state within the applicable period and list the principal or additional place of business as required. If you conclude that no registration is currently required, retain the factual and legal analysis supporting that conclusion.
Registration is not a one-time “all India” election. A person liable in more than one state or union territory normally deals with each jurisdiction separately, while using the same PAN where applicable.

Does a marketplace or third-party fulfilment centre count?
Official guidance establishes the warehouse principle, but it does not resolve every fulfilment arrangement. A marketplace may store goods for several sellers, or a logistics company may hold inventory under a service contract. The outcome must be tested against the actual arrangement rather than the facility’s brand name.
| Arrangement | Facts to verify | Registration analysis |
|---|---|---|
| Your own warehouse or rented premises | Lease or ownership, staff, inventory records, dispatch authority and goods stored for your taxable business | Strongest case for treating the address as your place of business; assess separate state registration if liable |
| Third-party logistics warehouse | Who owns stock, whose instructions release it, who contracts for storage, and whose documents show the dispatch location | Fact-specific; a service provider’s premises may still need to be considered if it is used as your place of business |
| Marketplace fulfilment centre | Seller agreement, title to goods, custody and control, invoice name, returns process and dispatch records | No automatic answer; obtain a state-specific analysis of whether the centre is attributable to your business |
Ask the operator for written descriptions of inventory custody, storage locations and dispatch reporting. Keep contracts, warehouse statements, stock ledgers and correspondence together so the registration position can be explained during an enquiry. A marketplace’s own GST obligations do not replace the seller’s obligations.
What changes when you hold multiple state registrations?
Separate GSTINs are distinct persons
Section 25 treats establishments of the same person in different states or union territories as distinct persons. Multiple registrations of the same legal entity are also dealt with as distinct persons for GST purposes. Consequently, the movement of goods from one registration to another is not merely an internal warehouse transfer for GST analysis.

Stock transfers can be supplies without payment
Schedule I treats supplies between distinct persons made in the course or furtherance of business as supplies even without consideration. Moving inventory from your Maharashtra GSTIN to your Karnataka GSTIN, for example, can therefore create a taxable inter-registration transaction. The precise tax, valuation, place-of-supply and input-tax-credit treatment depends on the goods, movement and current rules.
Build a document trail
- Issue the document required for the transaction between the sending and receiving registrations, using the correct GSTINs and state details.
- Maintain a transfer order or stock-transfer record showing item descriptions, quantities, value basis and dispatch and receipt dates.
- Assess whether an e-way bill is required for the physical movement under the rules applicable to the goods, value, route and current exemptions.
- Reconcile the sending registration’s outward-supply data with the receiving registration’s inward records and inventory ledger.
- Review input-tax-credit eligibility and any blocked-credit rule before claiming credit in the receiving registration.
Do not invent a nominal value or assume that “free” movement eliminates tax. The official provisions establish the distinct-person and supply principles; a practitioner should confirm the valuation and documentation for your exact movement.
How returns work for each GSTIN
Return compliance follows the registration, not the PAN as a single consolidated account. A business with three state GSTINs must track the filing profile and transactions of each registration separately.
GSTR-1: outward supplies
The GST Portal describes GSTR-1 as the statement of outward supplies for covered normal and casual registered taxpayers. It can be filed monthly or quarterly where the taxpayer is eligible, and a nil GSTR-1 is still required for a period with no reportable outward supplies. The form includes details for specified supplies made through e-commerce operators.
The portal guide states that taxpayers with aggregate turnover up to ₹5 crore may select quarterly filing, subject to the guide’s conditions. The ₹5 crore figure is an eligibility threshold in that guidance, not a guarantee that every seller below it can choose quarterly filing. Confirm the option displayed for each GSTIN.
Other returns and payment statements
Your filing profile may also require a return reporting tax liability and input tax credit, commonly GSTR-3B, along with any applicable annual, composition or special statements. The exact forms, frequency and applicability depend on your registration category and current notifications. Never copy one state’s calendar to another without checking both GSTIN profiles.

| Filing approach | Who may use it | Operational effect |
|---|---|---|
| Monthly GSTR-1 | Taxpayers required or choosing monthly filing under the current portal settings | Outward-supply data is reported every month; payment and other returns follow their own due dates |
| Quarterly GSTR-1 | Eligible taxpayers, including those within the portal guide’s ₹5 crore aggregate-turnover condition, subject to all conditions | Outward supplies are reported quarterly, while any permitted invoice-furnishing facility and payment returns must still be followed |
Due dates are not one universal date
Due dates, extensions, late fees and exceptions change through notifications and depend on the GSTIN’s filing frequency and location. Use the GST Portal return calendar for the specific tax period and registration. Set separate reminders for every GSTIN, including dormant registrations, because a nil period can still require a filing.
How to set up a workable multi-state process
- Create a GSTIN master. Record each state, legal name, registration date, principal and additional places of business, filing frequency and authorised signatory.
- Tag transactions by registration. Your order, marketplace, accounting and warehouse systems should identify the GSTIN that owns the stock and makes the customer supply.
- Reconcile fulfilment reports. Match marketplace orders, cancellations, returns, fees, tax collected and dispatch state to your books before preparing GSTR-1.
- Post inter-registration movements. Record transfers between GSTINs when goods leave one registration’s control and enter another’s. Link the stock ledger, tax document and transport record.
- Validate customer state and place of supply. CBIC’s Circular No. 170/02/2022-GST stresses accurate place-of-supply reporting. Capture the customer’s state, billing and shipping addresses and the reason for any difference.
- Prepare and review each return. Check taxable value, rate, credit notes, marketplace supplies, stock transfers and nil status separately for each GSTIN.
- File, pay and archive. Submit through the portal, pay any resulting liability by the applicable date and retain acknowledgements, ledgers and supporting documents under your record-retention policy.
E-commerce rules and the composition scheme
The CGST Act contains mandatory-registration categories for specified supplies made through e-commerce operators, alongside notified exceptions. Whether a particular online seller falls into one of those categories depends on the products, sales channel, operator role and current notifications. A marketplace may also have its own statutory duties; those duties do not make the seller’s registration or return obligations disappear.
Composition levy requires separate caution. The scheme has restrictions, including limits on inter-state outward supplies, and e-commerce-related eligibility can be restricted by the applicable provisions and notifications. Before choosing composition, test every state registration, every sales channel and every destination state. A seller that ships taxable goods across state borders may not fit the scheme even if turnover is small.

Worked examples
Own stock in two states
A seller registered in Delhi leases a warehouse in Telangana, owns the inventory there and dispatches customer orders from that address. The Telangana premises should be examined as a place of business. If the seller is liable to register in Telangana, it applies there within the applicable period. Goods later moved from the Delhi registration to the Telangana registration require an inter-registration supply review, not a casual internal-transfer entry.
Marketplace stores inventory for the seller
A marketplace stores a seller’s goods in a fulfilment centre, controls physical picking under the seller agreement and sends dispatch reports. The seller should obtain the contract and operational facts, identify whose name appears on invoices and determine whether the centre is attributable to the seller. The arrangement cannot be classified solely from the marketplace logo or warehouse address.

Questions to ask your GST practitioner
- Does the warehouse contract give my business possession, control or a right to dispatch goods?
- Which registration owns inventory during storage and transit?
- What document and valuation method should be used for an inter-registration transfer?
- Which returns and filing frequency are active for each GSTIN on the portal?
- Does my marketplace model fall within a mandatory-registration category or a notified exception?
Frequently Asked Questions
Can one PAN have more than one GST registration?
Yes. Registrations in different states, and multiple registrations treated as separate establishments, are handled as distinct persons for GST. Their transactions and returns must be tracked by GSTIN rather than consolidated informally under the PAN.
If I close the out-of-state warehouse, can I stop filing immediately?
Not automatically. Update or cancel the relevant registration through the prescribed GST Portal process and continue filing any returns that remain due until the effective date and final-return requirements are satisfied.
Is a logistics company’s warehouse automatically my additional place of business?
No automatic rule resolves every third-party arrangement. Inventory ownership, control, contractual rights, dispatch authority and supply documents must be examined against the warehouse and registration provisions.
