The recipient must satisfy the conditions in section 16 of the CGST Act, hold the required records, account for the supplier’s tax treatment, and exclude blocked, non-business, or relevant exempt-use portions. The service, supplier, invoice, route, and business use all matter.
Can an e-commerce seller claim ITC on courier or shipping charges?
Often, yes—if the recipient is GST-registered, the logistics service is used in the course or furtherance of business, the statutory and documentation conditions are met, and no restriction applies. The right question is not simply “Was GST charged on shipping?” It is whether this particular recipient can claim credit for this particular service, on the available evidence, for the relevant tax period.

Section 16 of the CGST Act provides the general framework for a registered person’s entitlement to ITC. Section 17(5) blocks specified credits, subject to exceptions, and the Act also requires apportionment where inputs or services are used partly for non-business purposes or exempt supplies. A business should therefore separate an invoice’s tax amount from its eligible credit amount: the amount billed as GST is not, by itself, proof that the recipient may claim all of it.

Start by identifying what logistics service was supplied
“Logistics” is a commercial umbrella term, not one GST classification. The charge may be for transport by a goods transport agency (GTA), a postal or courier service, a supporting service connected with transport, warehousing, or a bundle of services. The contract, invoice description, and actual service are more useful than a generic ledger label such as “shipping.”
| Invoice or service type | What to establish | Why it affects the ITC review |
|---|---|---|
| GTA transportation | Whether the supplier is acting as a GTA, who is liable to pay tax, and whether a forward-charge option and rate apply | GTA tax treatment has options and conditions; the supplier’s own ITC position is not automatically the customer’s position. |
| Postal or courier transport | Who contracted for the service, the recipient’s GST status, and the route, including any foreign destination | Mail and courier transport has place-of-supply considerations that can affect the tax treatment shown. |
| Supporting transport service | What supporting activity was actually supplied and whether it is separate or part of a bundle | Supporting transport is a distinct category from goods transport and courier service in CBIC rate material. |
| Warehousing or a bundled logistics service | The contractual scope, supplier, components of the charge, and how the service was used | A broad logistics description alone does not establish the classification, tax treatment, or credit result. |
CBIC rate material lists goods transport under heading 9965, supporting transport under 9967, and postal or courier services under 9968. Those headings do not create one universal “e-commerce logistics” GST rate. The applicable entry, conditions, and tax treatment depend on the actual service and transaction.
How GTA rate options affect the customer’s credit analysis
A GTA may be subject to reverse-charge treatment or may have elected forward charge, depending on the applicable rules and facts. For forward charge, CBIC’s sectoral FAQ describes two relevant options: a GTA taking the concessional 5% option cannot claim ITC on its inputs, while a GTA using the 18% forward-charge option may claim ITC subject to the rules.

It should not be copied across as an automatic denial of the customer’s ITC. The recipient must independently test its own entitlement under section 16, check for restrictions under section 17(5), and verify that the invoice and tax treatment support the claim. Nor should a customer infer the GTA’s option from the word “freight” or from a rate remembered from another supplier’s invoice.

Where an invoice indicates reverse charge, do not treat it as an ordinary supplier-charged-tax invoice without checking who is liable to pay and what records are required for the recipient’s claim. Reverse charge, forward charge, and the supplier’s own ITC eligibility are related but separate questions.
Check the recipient-side conditions and records
Before claiming credit, reconcile the service received with the documents and applicable return information. GST rules identify documents on which ITC may be availed, including a supplier tax invoice and debit note, and prescribe documentary particulars and procedures. For GTA invoices, CBIC invoice material calls for transport- and consignment-related details. The precise information relevant to an invoice depends on the service and the governing requirements.
- Confirm the recipient. Identify the GST-registered business that contracted for or received the logistics service. A marketplace’s involvement does not by itself establish that the seller or the operator is the recipient for ITC purposes.
- Match the invoice to the service. Check the supplier, service description, amount, tax treatment, and any transport or consignment particulars required for that service. Compare the document with the contract, shipment records, or other evidence of the service actually received.
- Check the tax treatment. Establish whether the supplier charged tax under forward charge or the transaction is subject to reverse charge, and whether the classification and treatment make sense for the stated service.
- Reconcile available tax records. Review the invoice against the applicable return information and the recipient’s GST records for the period. An invoice alone does not guarantee that credit is available.
- Determine business use. Establish whether the service supports taxable business activity, exempt supplies, non-business use, or a mix. Apply the relevant apportionment where required rather than treating a mixed-use invoice as wholly eligible.
- Record the conclusion. Keep the invoice, relevant contract or service evidence, reconciliation, and any apportionment or classification analysis with the accounting record so the treatment can be explained later.
When a document is incomplete, inconsistent, or unclear about the service, resolve that issue before treating the GST amount as claimable. A correct tax amount on paper does not cure a mismatch between the invoice and the service received.

Screen for blocked credit and partial business use
Section 17(5) lists categories of blocked credit, with specified exceptions. It is not safe to assume that every expense associated with a delivery vehicle is either blocked or eligible. The Act’s motor-vehicle restriction includes an exception for vehicles used to transport goods, but that exception should not be generalized into a blanket rule for every vehicle-related service or expense.

For logistics invoices, the practical review is usually about the service itself and its use. If a service supports both taxable and exempt supplies, or business and non-business activities, the relevant credit may need to be apportioned. Identify the affected portion and apply the applicable statutory method; do not claim the full invoice merely because some of the transport relates to taxable sales. The applicable calculation and supporting facts should be checked for the period concerned.
- Potentially eligible in principle: a documented logistics service received by the registered business for business activity, when the other section 16 requirements are met and no restriction applies.
- Needs apportionment review: a service used partly for exempt supplies or non-business purposes.
- Needs restriction review: an expense that falls within a section 17(5) category or is linked to a vehicle or activity with specific statutory treatment.
What changes when a marketplace is involved?
An electronic commerce operator is a person who owns, operates, or manages an electronic platform for electronic commerce. Under section 9(5) of the CGST Act, an operator pays tax on behalf of suppliers only for services that have been notified under that provision; the analogous inter-State rule is section 5(5) of the IGST Act. This limited mechanism is distinct from tax collection at source.
It does not mean that every logistics service arranged, displayed, or charged through a marketplace is taxed as though the operator supplied it. Work out who contracted for the transport, who received it, whose GST details appear on the invoice, and how the service was taxed. The operator’s role in arranging a shipment does not on its own settle which business may claim the credit.
For a seller reviewing marketplace statements, separate the seller’s own logistics invoices from marketplace fees and any charges for services supplied under a different arrangement. Do not rely on a consolidated settlement entry alone if it obscures the supplier, recipient, classification, or tax treatment of a charge.

How route and place of supply affect courier invoices
For goods transported by mail or courier, place-of-supply rules distinguish between registered and unregistered recipients. The route matters, and cross-border transport may raise a specific question about whether the tax shown is inter-State and how the recipient’s ITC should be considered.
CBIC Circular 184/16/2022-GST addresses transport of goods from India to a foreign destination by mail or courier and discusses the recipient’s ITC question. An overseas destination does not, by itself, answer whether a particular domestic recipient can claim credit. Apply the relevant IGST rule and the circular to the recipient’s registration status, contract, route, and invoice. If the invoice’s place-of-supply or tax type appears inconsistent with those facts, resolve the discrepancy rather than assuming the destination settles it.
A practical invoice review for an online seller
Use this sequence for each material logistics charge or for a consistent group of similar invoices. It is a review framework, not a substitute for applying the statutory requirements to the transaction.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute- Read past the ledger label. Record whether the charge is for GTA transport, courier, a supporting transport service, warehousing, or a bundle. If the description is too broad, compare the contract and shipment records or seek clarification from the supplier.
- Identify the parties. Confirm the supplier and the GST-registered recipient. If a platform arranged or collected payment for the service, establish whether it acted as an intermediary, the supplier, or under another arrangement rather than assuming its role.
- Determine who pays the tax. Check whether the invoice reflects forward charge or whether reverse-charge rules apply. For a GTA, establish the relevant tax option and period; do not transfer the GTA’s own ITC restriction to the recipient.
- Test the supporting documents. Confirm that the invoice or other permitted document corresponds to the service and contains the required details. For GTA transport, check the transport and consignment particulars relevant to the invoice.
- Reconcile the tax record. Compare the document with the applicable return information and the business’s own records. Investigate missing or inconsistent details before claiming credit.
- Apply the use and restriction test. Decide whether the service is for business, whether it relates to taxable or exempt supplies, whether any portion is non-business, and whether a section 17(5) restriction or exception is relevant.
- Review the route. For courier or mail shipments, especially those going abroad, verify recipient status, destination, place of supply, and the tax type shown against the applicable rule and CBIC Circular 184/16/2022-GST.
- Document the decision. Retain the basis for the classification, tax treatment, reconciliation, and any apportionment. Escalate material uncertainty rather than applying a blanket rule to all shipping charges.
Common mistakes that lead to the wrong ITC treatment
- “It is shipping, so it is always creditable.” The label does not establish the service classification, business use, or satisfaction of section 16.
- “The GTA cannot claim ITC, so the customer cannot either.” The 5% concessional forward-charge restriction described by CBIC concerns the GTA’s own credit. The recipient’s eligibility requires a separate analysis.
- “The marketplace handled it, so the operator is the supplier.” Section 9(5) applies to notified services, not every service routed through an electronic platform. Identify the actual parties and tax treatment.
- “A foreign delivery means no Indian ITC issue remains.” Route, recipient status, place of supply, and the invoice still need to be assessed under the applicable IGST rule and circular.
- “A tax invoice is enough.” The document must relate to the service received, meet applicable requirements, and be reconciled with relevant tax records; the recipient must also pass the eligibility and restriction tests.
- “Every vehicle-related charge follows the goods-transport exception.” The statutory exception for vehicles used to transport goods should not be extended automatically to all vehicle costs.
What to do when an invoice does not fit the facts
Pause the claim if the invoice names a different recipient, does not make the service clear, shows an unexpected tax treatment, lacks relevant transport details, or conflicts with shipment or contract records. Ask the supplier for clarification or a corrected document where appropriate, and preserve the correspondence. For a reverse-charge transaction, disputed classification, foreign-destination courier service, mixed exempt and taxable use, or material amount, have a qualified GST professional review the facts and the rules applicable to the period.
There is no single rate, invoice label, or marketplace process that decides every e-commerce logistics ITC claim. A defensible treatment follows the service from contract to invoice to tax record, then applies the recipient’s eligibility and business-use analysis.
